PURPOSE OF THE ANNUAL REPORT ON ANTI-SEMITISM SYMPTOMS
IN THE CZECH REPUBLIC IN 2014
The Annual report on anti - Semitism symptoms in 2014 (the Report) has been prepared by
the Security Department of the Jewish Community of Prague (SD) for the internal needs of
the Jewish Community of Prague (JCP) and other Jewish communities in the Czech Republic
(CR), but also for the needs of other institutions which process data on anti- Semitism further
on. The aim of the Report is to provide as comprehensive picture of anti-Semitism and social
climate related to manifestations of anti- Semitism, as the acquired information allows. The
Report provides not only data acquired during the last year, but also compares registered
anti – Semitic symptoms with the development in previous years.
METHODOLOGY AND TERMINOLOGY
a. The Report consists of several parts. The first one is information on registered anti-Semitic
incidents and their comparison with previous years. SD considers such an act as anti-Semitic
incident that is directed against persons with Jewish self-identification, members of the
Jewish community, Jewish organizations or Jewish property and it can be proved that the
incident has anti - Semitic motivation or the victim of the incident was intentionally selected
for his/her Jewishness, even alleged one (from the view of an offender). Anti-Semitic
incidents may take various forms: attacks on property or physical or verbal attacks. More
detailed categorization of individual anti-Semitic acts or articles are described below. All the
incidents and manifestations listed bellow and described as anti-Semitic meet the definition
of anti-Semitism given further in the text.
b. The Report contains only a general list of anti-Semitic incidents and texts. With regard to
damaged persons and their safety it does not give details allowing their identification. The
list of individual incidents, articles and manifestations on the Internet is attached at the end
of the Report.
c. The data used in the annual report come from several sources: from those that were subjects
to anti-Semitic incidents, from Czech Jewish organizations and communities, from published
documents and analyses of other organizations and state institutions and from open sources
- both from mainstream media and websites of monitored organizations. It is possible that
some anti-Semitic incidents, which were neither reported by the police nor by SD for various
reasons, are not mentioned in the Report, since such information was not available for SD.
All the analyses included in the Report are based on collected data.
2.
DEFINITION OF ANTI-SEMITISM
Guideline for identification of anti-Semitism - published by the European Agency for Fundamental
Rights (FRA) - plays a decisive role in this Report. The Coordinating Forum for Combating Anti Semitism (CFCA)1, that SD cooperates with, also uses the same method. Though the guideline
disappeared from the website of FRA in November 2013, our Report still uses the guideline in the
same way as CFCA does it.
According to this definition „such a perception of Jews can be considered anti-Semitism, which may
be explained as hatred towards them. Rhetorical and physical manifestations of anti-Semitism can be
aimed at Jewish and non-Jewish individuals or their property, at Jewish community institutions and
religious facilities. Similar manifestations could also target the State of Israel – they are of antiSemitic character if the State of Israel is attacked as a representative of Jewish collectivity as
specified by FRA below („The 3D test“, see also below). Anti-Semitism frequently accuses Jews of
conspiring to harm humanity and it is often used to blame Jews of actual problems. Anti-Semitism
appears in the spoken word, writing, visual forms and in other activities, taking advantage of the
sinister stereotypes and allegedly negative character traits of the Jews."
The FRA definition also describes specific individual manifestations of anti-Semitism: "Contemporary
examples of anti-Semitism in public life, in the media, at schools, in the workplace and in the
religious sphere, taking into account the overall context, may take forms such as:
1. Calling for, aiding or justifying the killing of Jews or serious harm to Jews in the name of a
radical ideology or an extremist view of religious attitude.
2. Accusing Jews of mendacity, dehumanization and demonization or making stereotypical
allegations about individual Jews (or the power of Jews as a collective) especially, but not
exclusively, such as the myth about a world Jewish conspiracy or about Jews controlling the
media, economy, government and other social institutions.
3. Holding Jews collectively responsible for real or imagined wrongdoing committed by a Jewish
person or a group of Jews or even for acts committed by non-Jews.
4. Denying the fact, scope, method of execution (e.g. gas chambers) or intentionality of the
genocide against the Jews committed by German Nazis together with their supporters and
accomplices during the World War II (the Holocaust).

CFCA is an Internet forum, which collects information on anti-Semitic incidents from various sources around the world.
The members of the Forum include, among others: the Israeli Ministry of Education, Sochnut - Jewish Agency , The
Community Security Trust ( CST ), the United Kingdom, Vidal Sasson Institute at Hebrew University in Jerusalem and
Stephen Roth Institute at Tel Aviv University.

5. Accusing Jews as a people or Israel as a state of inventing or exaggerating the Holocaust.
6. Accusing Jewish citizens of being more loyal to the State of Israel or to the alleged priorities
of World Jewry than to the interests of their own country.
Examples of anti-Semitism manifestations related to the State of Israel, taking into account the
overall context, include:
1. Denying the right of Jewish people to self-determination, e.g. by claiming that the existence
of the State of Israel is a racist endeavour.
2. Applying double standards by requiring such a behaviour that is not expected or demanded
from any other democratic state.
3. Using symbols and images associated with classic anti - Semitism (e.g. accusing Jews of killing
Jesus or of ritual murder) to characterize Israel or Israelis.
4. Comparing contemporary Israeli politics to that of Nazis.
5. Holding Jews collectively responsible for actions of the State of Israel.
However, other criticism of Israel, similarly as criticism of any other state, cannot be considered anti Semitism.2 "
3D test3
When determining manifestations of so-called new anti-Semitism, which significantly concerns
illegitimate criticism of Israel, and for the purpose of clearer distinction between Israel and new antiSemitism, SD uses the so-called 3D test, written by N. Sharansky.4 According to this test, such a
statement is regarded as anti-Semitic, that contains at least one of the so-called 3D.
The first D stands for the demonization of Israel – thus marking Israel for materialized evil and
aggression. Comparing policies of the State of Israel to Nazi Germany or the Palestinian refugee
camps to concentration camps etc. can be such an example.
N. Sharansky4 indicates the second D as a double standard, which is selectively applied to the State
of Israel when assessing its foreign policy. This is especially evident within the United Nations where
Israel is often a target of a number of one-sided and internal affairs. Condemnation statements and
resolutions, while other, often undemocratic, authoritarian and totalitarian states, need not face
adequate criticism and they themselves are often those who act against the State of Israel as an
arbiter of compliance with international law and human rights.
The third D symbolizes delegitimization of the State of Israel. Statements that deny the right of the
State of Israel to its existence can be evaluated as anti-Semitic.

CATEGORIES OF ANTI-SEMITIC INCIDENTS
The chapter Categories of anti-Semitic Incidents contains particular types of anti-Semitic acts
categorized for the purpose of further processing the available data. Each category contains a brief
characteristics and corresponding types of incidents:
1. Physical attacks on people and property


Physical attacks on people - this category includes any attack on a person that causes any
injury, respectively such an attack on a person intended to make bodily harm even if the
object of the attack manages to escape or no injury occurs though it was intended.
Attacks on Jewish property, not intended to make any bodily harm – incidents where there is
an obvious anti-Semitic motivation to symbolically devalue Jewish property eg through antiSemitic inscriptions, symbols, etc. These include e.g. the destruction of Jewish cemeteries,
painting Nazi symbols on Jewish objects, etc.
2. Threats and harassment



This category of anti-Semitic incidents includes any written or verbal threats to the Jewish
community or to individual Jews (personal, by telephone, e-mail or regular mail) who are
considered to be Jews.
Threats include such a statement or a written text where a particular person is threatened by
an act of violence due to her/his even alleged Jewishness. If the statement is not clearly
articulated or addressed to a particular person, the incident is registered in the category of
harassment.
Harassment includes any verbal, written or personal manifestation of hatred toward Jews or
those who are considered to be Jews, that is not addressed to a particular person (or a
specific group of people). The harassment, unlike threats, does not contain threats of further
violence.
3. Anti-Semitic texts and pictures



Articles and other texts containing manifestations, which can be regarded as anti-Semitism as
described above.
The resulting number of monitored anti-Semitic articles may be partially distorted due to the
trend to place such pieces of information on closed servers etc.
Anti-Semitism on social networking site Facebook is not part of the Report, due to the
inability to monitor it in sufficient breadth.

THE SITUATION IN 2014

Physical manifestations of anti-Semitism remained *at a similar level in 2014 as in previous years. SD
monitored 5 physical attacks on property and registered 1 attack on a person with anti-Semitic
motive (in 2013 SD monitored 3 attacks on property and 1 attack on a person).
However, between 2013 and 2014 the data on threats and harassment significantly changed. It was
recorded 28 cases of harassment and 9 cases of intimidation (in 2013 there were 6 cases of
harassment and 3 cases of intimidation). So the total number of these incidents is four times higher
than last year. More than half of these cases occurred in the period from July to September, which
was marked by the ongoing conflict in the Middle East.
Their character yet remains similar to previous years: anti-Semitic letters and e-mails, harassment in
front of Jewish objects and verbal assaults. Data registered by SD are usually quite different from the
statistics of other institutions such as the Police Presidium, which evaluate as being anti-Semitic only
those incidents which, according to Czech law, are considered a criminal offense. In contrast SD
assesses anti-Semitic incidents according to the above described FRA definition.6 The data collected
by the two institutions during the year 2014 are almost identical and identically talking about a 200%
increase in anti-Semitic acts. The data, however, coming from the above mentioned sources provide
only a general overview about the state of anti-Semitism in the CR.
In comparison with 2013, there was a modest rise of hate posts on the Internet. Compared with
previous years, leftist anti-Semitism, the so- called new anti-Semitism, that previously represented
only a negligible part of manifestations on the Web, has strengthened and in 2014, left-wing antiSemitism already represented a third of all recorded posts. This phenomenon is probably also related
to the war Protective Edge operations in the Gaza Strip in the summer of 2014. Thus, the Czech

Statistical system administered by the Police Headquarters registered 45 crimes with anti-Semitic motives in 2014. This
represents a significant increase compared to previous years. In 2013 it was registered 15 crimes, which is an annual
increase of 200%. Most of these crimes, 35 offenses, were under § 404 - manifestation of sympathy for a movement aimed
at suppressing human rights and freedoms, no. 40/2009 Coll., the Penal Code.

Republic is slowly approaching the countries of Western Europe, where the source of new antiSemitism is usually the far left.
Among the main topics of right-wing extremists again belonged Holocaust denial or questioning of its
victims - called Revisionism. Another leitmotif was conspiracy theories of Jewish domination,
influence on politics and culture. In 2014, the conspiracy theories often concerned activities of Jews
in Ukraine. The far left and other groups focused mainly on the situation in the Middle East and their
manifestations were usually anti-Zionist, in the spirit of the so-called new anti-Semitism.

In previous years, the annual report pointed in particular to the growing anti-Semitism in
cyberspace. However, there was an abrupt increase in the number of all incidents such as
harassment, threats and physical attacks in 2014 - these acts increased by 200%.10 In 2013
there were only 13 such acts, in 2014 already 43. According to SD, it was escalating Middle
East conflict that resulted in the increased number of similar incidents. For the majority of
these incidents it was not possible to identify any offender. Other acts were mostly
committed by individuals with whom it was not possible to demonstrate an affection to
right-wing or left-wing extremist groups, which points to the fact that anti-Semitic
sentiments are usually not a prerogative of extremist movements, and that these acts are
usually committed by individuals without any ideological anchoring of their opinion.
The virtual anti-Semitism in 2014 increased, but no longer twice as much as in the previous
reporting year. Online anti-Semitism went on slightly increasing, in fact at a somewhat
slower pace than in the previous year; the number of recorded posts grew by 22 %.
Manifestations of anti-Semitism on the Internet were most often used to spread conspiracy
theories of Jewish world domination and classic anti-Semitic stereotypes immanent to the
so-called new anti-Semitism. Texts of this nature, which are distributed mainly by
representatives of the extreme left, have increased in comparison with 2013 due to the
escalation of the Israeli-Palestinian conflict. As for the reaction of the Middle East conflict
there is again apparent similarity between the anti-Semitism rhetoric of the right-wing and
left-wing extremist scene.
The vast majority of recorded posts were observed on extremist websites registered abroad,
where it is difficult to achieve any punishment or blocking the sites,
and on Facebook (however, manifestations on the social network are not included in the
numbers of incidents presented in this Report). As the overall share of so-called new antiSemitism or anti-Zionism symptoms in 2014 increased, anti-Semitism in the Czech Republic
was not a privilege exclusively of websites of extremist groups as in previous years. More

socially acceptable anti-Zionism often penetrated into the political discourse and on
websites that are not directly associated with extremist groups.11
Right-wing extremism
According to SD, there were no changes in forms of manifestations of anti-Semitism on the
right-wing extremist scene in 2014 compared to 2013. It is still true that hatred of Jews is
mostly expressed by right-wing extremists (hereinafter PEX) in form of articles on their Web
sites. Their articles are mostly focused on Holocaust denial, revisionism and conspiracy
theories. SD did not register any significant response from the part of PEX to the Israeli
operation Protective Edge or to a joint session of the governments of the Czech Republic and
the State of Israel in late 2014.
A major topic for PEX, both at home and in Europe, became Muslim immigrants. In relation
of Muslims and the Jews, Free Resistance, however, holds an opinion "my enemy´s enemy is
my enemy." According to Free Resistance Muslims do not belong into Europe, their place to
live is in the Middle East, which is taken away from them by the Zionists. The influx of
immigrants from Muslim countries, therefore, according to the movement Free Resistance12
stems from the activities of Zionist-Jews. The Jews are so a common enemy number one.13
This attitude shows that despite the increase in Islamophobic themes, ideology does not
change and remains faithful to the original ideas of National Socialism and the attitude
towards the State of Israel is also extended by new anti-Semitism.
According to the annual report of the Ministry of Interior the number of demonstrations and
other public events organized by right-wing extremists decreased in 201414. Traditional May
Day march took place in Usti nad Labem, which has suffered from social tensions. Altogether
about 400 activists came and took part in this event. This is
a relatively high turnout in comparison with other actions of PEX. At the event, besides the
Chairman of the Workers' Party of Social Justice (DSSS hereinafter) Vandas, spoke also guests
from Germany and Italy. Contacts with the ultra-nationalistic organizations abroad have
been established primarily by Workers' Youth (hereinafter DM). Last year DM was able to
work not only with a traditional German ally the National Democratic Party of Germany
(NPD), but also with Italian BLOCCO Studenţesc or British National Party.15 These contacts
have provided DM prestige and hallmark of professionalism. This newly emerging image of a
modern organization at European level can be eventually used to recruit new members and
sympathizers.
At the beginning of 2014 was founded a new political party No to Brussels - National
Democracy (hereinafter ND)16 and Adam B. Bartoš was elected its chairman. The party

identifies itself as patriotic and relates to the ancient - Christian culture. The main objective
is to make the Czech Republic leave the EU. The party's platform is very controversial. Many
members were recruited from various movements associated with the extreme right-wing
ideology. For example, Patrik Vondrák17, who should have been a party candidate, was
previously convicted for promoting neo-Nazism18 and together with Erik Sedláček was a
notifier of the march through the Jewish Quarter on the anniversary of Kristallnacht in
2007.19
ND significantly drew attention to itself during the year 2014 altogether twice. During the
election campaign the Czech Television decided to cancel broadcasting their spot due to its
inappropriate content, which was evaluated as anti-Zionistic and therefore ant-Semitic.20
After this incident the mainstream media also started observing the content of A. B. Bartoš
website. In an article published in the Week magazine concerning him, even Václav Klaus
rejected his current attitudes.21 In July 2014 ND came along with DSSS into the election
platform called the National Congress22. After the failure in the municipal elections in
autumn 2014 the platform adopted three other parties that in their joint statement said the
Czech Republic was a puppet of Brussels, Washington and Tel Aviv.23
Left-wing extremism
In the past year left-wing extremists were mainly interested in the foreign policy of Israel
and a military operation Protective Edge in the Gaza Strip, which were identified with the
massacre and genocide compared with the Holocaust during World War II. In response to
the operation Protective Edge three pro-Palestinian demonstrations organized by the
Association of Friends of Palestine and the International Solidarity Movement occurred in
July and August in the city centre of Prague.24 Among the participants there were members
of organizations that have long pointed to the violation of human rights of Gaza residents.
However, among the slogans that sounded during the demonstrations and subsequent
marches, there were also anti-Semitic slogans. They were exclusively statements of the socalled new anti-Semitism using a double standard in assessing political and security steps of
the State of Israel, including comparing Israel with Nazi Germany, questioning its right to
exist and identifying the conflict with the genocide. The demonstrations were attended by
an average of about 200 people.25

The wave of anti-Semitism was also recorded on the left-wing forums and social networks.
Anti-Israel propaganda used anti-Semitic cartoons of Israeli politicians and photos of
the operation Protective Edge. Frequent manifestation of the new anti-Semitism has been
denying the right to existence of the State of Israel. Statements and statuses such as "Death
to Israel ", "Shitrael" and others regularly appeared primarily on the social network
Facebook.
The intersection of the extreme right and the left have been already above mentioned
conspiracy theories of Jewish world domination and accusing the State of Israel from the
negative political or economic developments in the Czech Republic or elsewhere, for
example in Ukraine.26 Anti-Semitic theories and arguments on both sides of the opinion
spectrum concerning the State of Israel and related topics are so similar that in this regard it
is possible to speak about the ongoing blurring of distinctions between the right and left.
However, groups associated with right-wing or left-wing extremism have not represented a
major threat to the Jewish community in the Czech Republic yet due to their size and
organization. Taking into account the nature of the incidents and attacks faced by the Jewish
community in neighbouring European countries, the most serious threat to the Czech Jewish
community poses a terrorist act committed by radicalized individuals. Difficulty of
performance and readiness of similar offenses have decreased in recent years, which also
reduces the possibility of effective prevention.27
The situation of Jews in the other countries
The year 2014 was quite dramatic for European Jews. In European countries such as France,
Belgium, Germany and the United Kingdom manifestations of anti-Semitism rose28, and
therefore Jews of certain European countries have been thinking about leaving their
homeland.29 Especially in the second half of 2014 there was a significant increase in antiSemitic motivated attacks30 and political leaders such as President Holland, Chancellor
Merkel and Prime Minister Cameron unequivocally condemn this development.31

Jews in Europe do not feel safe, choosing either assimilation, emigration, or they are
"hidden" in buildings with security services. According to the FRA research nearly one of two
Jews in the EU prefers to hide his or her Jewish identity due to safety concerns. 32
The deteriorating situation has raised a sense of fear among European and American Jewry
and, therefore, the number of applications for Israeli citizenship has increased too. During
the Gaza conflict, we have witnessed the increased number of anti-Semitic incidents and
violent demonstrations.33 However, not even physical attacks on people associated with
Israel and the Jewish community were excluded. The most significant terrorist attack,
however, took place already in May, when the shooting occurred in the Brussels Jewish
Museum.34 In line with the trend of recent years, it was probably an attack of the so-called
lone wolf, a young Islamist with experience of fighting in the Middle East. This attack was
another warning for the European Jewish community, which again proved that the so-called
soft targets such as Jewish community buildings, museums, schools and shops are attractive
for attackers and present a relatively easy target.35
This situation facilitates planning and committing terrorist acts, whose costs and readiness
have been in recent years decreasing, which also reduces the possibility of effective
prevention. For example, it is known that in neighbouring Germany and Austria hundreds of
Islamists have set off in the fighting, and both countries thus regularly face specific terrorist
threats. These potential attackers remain the most severe threat that is the Czech Republic
together with the local Jewish community - one of the most attractive targets - exposed to at
the time being.36
