To initiate and to participate in organizing the community needs and issues assessment process To secure funding in order to become an economically independent foundation. To make grants to NGOs and grassroots. To facilitate processes to improve the state of affairs with regard to culture, the environment, education, social services, health care as well as the overall local development. LITOMĚŘICE The area covered by the foundation 3 Community Foundation of Ústí nad Labem – Annual Report – 2003 n Message from the Chair Ladies and gentlemen, Celebrating its 10th anniversary, 2003 proved to be a jubilee year for the community foundation. In these ten years, the community foundation created an endowment exceeding 37 million CZK, supported more than 250 publicly beneficial projects worth nearly 10 million CZK, and has become an organisation respected not only locally but also far behind the region's borders. Last year, we invested a lot of our efforts especially to extending donor services and increasing their quality. In our effort to accommodate philanthropic objectives of our potential donors to the maximum possible extent, we introduced a system of funds, which represents a transparent and simple instrument for making donations that is tailored to specific requirements of individual donors. We also continued to make great strides in the NGO sector – in the sixth competitive grant round alone we distributed a total amount of CZK 1 239 000,– among 35 selected public projects implemented in the regions of Ústí nad Labem, Děčín, Litoměřice and Teplice. Last but not least, I would like to highlight the community foundation's active engagement in projects and events aimed at the development of philanthropy and community issues – the Donors Forum, the Transatlantic Network of Community Foundations, the group of regional foundations operating within the framework of the CEE Trust programme – just to name a few. I would like to express our thanks to all those who contributed to the activities of the community foundation during the last year: local corporations, individuals, and national and foreign donors for their donations; local institutions and partners for their intensive cooperation; organisations implementing the supported projects for their contribution to the regeneration and development of our community; and to our foreign partners for valuable exchange of know-how and experience. Miloslav Handl Chairman of the Board of Directors 4 Community Foundation of Ústí nad Labem – Annual Report – 2003 Overview of activities 5 Community Foundation of Ústí nad Labem – Annual Report – 2003 n Dialogue Programme We believe that the quality of life of our community is based on the quality of relationships, our ability to communicate, to seek and share common values, respect our differences, and to do our share of common responsibility. Where people are able to come together and complete a task, where they invest their energy into it and persist, there such an interaction brings along much more than a hands-on result. It gives rise to a community based on partnership and trust, where a space is formed for people to meet and be creative. Implementation Plan of the Active Policy Programme of the City of Ústí nad Labem until 2006 The community foundation was one of the five NGOs engaged in the activities dealing with the development of the region of Ústí nad Labem that have participated in preparation of the Implementation Plan of the Active Policy Programme of the City of Ústí nad Labem until 2006. The goal of the project was to create a conceptual framework for implementation of the active policy of the City in the context of our accession to the EU and to increase project preparedness of the City as regards raising funds from the EU structural funds. Think Tank Centre, Ústí nad Labem The City of Ústí nad Labem assigned the community foundation to execute the project of Think Tank Centre. The goal of the project is to initiate a local think tank centre, i.e. an organisation which would be able to start professional discussions on the local level dealing with key topical themes in the region while maintaining political independence, and to strengthen development of the region's intellectual background in various forms Investors Centre In November 2003, alongside the City of Ústí nad Labem, the District Chamber of Commerce of Ústí nad Labem, the Labour Office in Ústí nad Labem, and the Regional Development Agency for the Elbe Euro region, the community foundation became a member of the Investors Centre, the objective of which is to create conditions that will attract new investors to Ústí nad Labem. 6 Regional Development Agency of the Elbe Euroregion In 1998, the community foundation was one of the initiators and founders of the Regional Development Agency for the Elbe Euroregion, a beneficiary corporation. The objective of the Agency is to support the overall development of the Ústí nad Labem Region, especially through coordination of foreign aid programmes and implementation of various development projects. The community foundation is currently represented in the Agency's Board of Directors. Donorsī Forum in Czech Republic The Donorsī Forum was established in 1995 as a nonprofit initiative of the donors operating in the Czech Republic. It has developed into an association of mainly Czech foundations co-operating with foreign grantmaking organisations and creating conditions for participation of individual donors. Our foundation is one of the 31 member foundations associated at the Donorsī Forum. TCFN – Transatlantic Community Foundation Network In 2003, the second three-year-phase of the TCFN development was in process. Its aim is to exchange information among and strengthen the capacity of community foundations on both sides of the Atlantic Ocean. The programme is organized by the Bertelsmann Foundation, Germany, in co-operation with The Charles Stewart Mott Foundation, USA. Our foundation is one of the 34 organizations participating in the programme. We mainly participate in the work group dealing with the topic of "Community Leadership - the Non-grantmaking Roles of Community Foundations". Community Foundation of Ústí nad Labem – Annual Report – 2003 n Support Provided to the NGO Sector From the Foundation's point of view, we realize that to support the local NGO sector only by means of grants is not enough. We think that NGO sector sustainability is based on the NGOs' ability to prepare projects, good knowledge of available financial sources to fund their implementation, and communication among NGOs enabling them to share their plans and goals. Informative support: As in past years, we regularly prepared and distributed to NGOs an updated overview of financial and informational resources. This overview included a selective list of the financial resources available for support, including programmes, dead-lines and conditions announced by foundations and institutions managing such resources. We also continued to inform the general public about deadlines of grant-making programmes for selected organisations in regional printed media. We continued to create and update the database of contact information on the subjects participating in the community development in the Euroregion Elbe which we we established a contact. The database at the moment contains more than 1 350 items. The database is utilized by NGOs, especially when they want to approach specific target groups. Technical assistance: As a part of the sixth grant round of the community foundation we provided consultations to grass root organisations to help them prepare their projects, which the organisations subsequently submitted as applications for a grant from the community foundation. We also provided individual consultations to tens of other NGOs, helping them find suitable financial resources to fund their projects. In co-operation with the Civil Society Development Foundation (Nadace rozvoje občanské společnosti – NROS), we prepared a meeting for NGOs from the Ústí nad Labem Region to inform them about the possibility to participate in the fifth round of the īHelp the Childrenī Programme organized by the NROS. Mapping of needs and potential: In co-operation with the Centre of Community Work, we organised altogether 8 SWOT analyses for individual areas of social sector, which became the basis for development of the second community plan for Ústí nad Labem. As a part of regular meetings of NGOs from the region of Ústí nad Labem providing free-time activities to children and young people, we continued to discuss the potential, needs and priorities in this area. 7 Community Foundation of Ústí nad Labem – Annual Report – 2003 n Community Engagement We believe that it is important to include the general public in the community development to improve its living conditions and environment. In our historical and geographic situation, it is especially important to create lasting bonds to the place where people live and work. This programme is therefore targeting young people by means of the Youth Advisory Committee project. Youth Advisory Committee: The Youth Advisory Committee (YAC) is a group of young people from 15 to 25 who have been provided support by the Foundation to develop various activities aimed at community development. Selected Activities: In Spring 2003, the YAC realised a survey on the "threshold club". By distributing altogether 4 000 pcs of questionnaires it surveyed how young people spend their free time, and what their interests and priorities are. In June, most members of the YAC left Ústí nad Labem to study at universities outside the City. Therefore, in September 2003 a new group was established comprised of six young people, mostly students of social work and social policy at the Faculty of Social & Economic Studies of the J.E. Purkyně University in Ústí nad Labem. To promote its activities, the YAC updated and administered its own web site www.teentown.cz and created promotional material about activities carried out by the YAC, which was used specifically for fundraising purposes. Following are the goals of the Youth Advisory Committee: l To enable young people to implement their own projects that would reflect the needs and assets of the local community, as identified by the Youth Advisory Committee; 8 l To help young people develop an active and responsible approach to the community in which they live; l To familiarize young people with the activities of the not-for-profit sector, especially those realised by foundations, and thus introduce them to fields that they might find attractive for future professional or voluntary work. In mid-December, the YAC announced the second grant round titled TEENTOWN, where young people up to the age of 25 could apply for grants in an amount up to CZK 3 000,– to support projects implemented by these people in the region of Ústí nad Labem. (Since Spring 2004, the results of the second TEENTOWN grant round have been published on the web site www.teentown.cz). Community Foundation of Ústí nad Labem – Annual Report – 2003 Grantmaking Programme We perceive our grantmaking programme as an inclusive process encompassing approaches. From serving as philanthropic hand of donors, local an several extended through supporting projects selected in a competitive process on the basis of broad discussions of experts, to making the approaches adopted by the Community Foundation transparent to the public. At the same time, we keep in mind that distribution of funds is only one part of a comprehensive mechanism, the most important purpose of which is to support mutual communication and co-operation. In 2003, the community foundation made 56 grants altogether in the total amount of CZK 1 655 949,–. 9 Community Foundation of Ústí nad Labem – Annual Report – 2003 n Sixth grant round The sixth competitive grant round was open to all NGOs which applied for the community foundation's support by submitting their projects focused on social services, environmental issues, culture and arts, education and human resources development, or other issues belonging to an unspecified area of interest. The core precondition required the projects to be implemented in the area of the Elbe Euroregion, or - as the area used to be known earlier - ex-districts Děčín, Litoměřice, Teplice and Ústí nad Labem. The service to donors lies in providing comprehensive services ranging from grants made to recepients designated by a donor, through promotion of supported projects in media and their monitoring, to a proper statement and evaluation of their accounts. Besides the efforts to achieve total financial independence for our Community Foundation, our strategy focuses on establishing a wide enough donor base, which would include corporate and individual donors living, working, or operating in any other manner within our community. For the year of 2003, the community foundation raised donations and contributions in the total amount of CZK 2 163 273,–. 13 Community Foundation of Ústí nad Labem – Annual Report – 2003 Funds of the Community Foundation of Ústí nad Labem n In our effort to accommodate philanthropic objectives of our potential donors to the maximum possible extent, we introduced a system of funds during 2003, which represents a transparent and simple instrument for making donations that is tailored to specific requirements of individual donors. Following is a brief description of the funds system: l Every donation given to the community foundation is put into one of the funds. l Every grant made by the community foundation is given from one of the funds. l The core fund of the community foundation is its unrestricted fund for competitive grants. l The other funds are divided into field-of-interest and donor-named funds. l The field-of-interest funds are open to all donors to whom the objectives of a particular fund appeal. l The donor-named funds are closed. Only the donor who has established its fund makes donations to it. l The fundsīassets management operates on the principle according to which most of the funds comprise a permanent part and a temporary part. l The permanent part of the fund is not designed to be drawn from the fund, it regularly increases its value by being invested, and the yield resulting from this is added to the temporary part. l The temporary part of the fund is used to achieve the goals and mission of the fund. l The process of making grants from the funds is governed by the grant-making policy of individual funds and the rules of the fundsīgrant-making committees. Some funds announce competitive grant rounds, the other ones make grants without any competitive selection procedure. l Each of the funds has its own statute containing a detailed description of the rules governing the fundīs assets management, its grant-making policy, and other organisational and legal requisites. Fund for "Nové Ústecké přehledy" Objectives of the fund: Support for the publication of the local cultural review titled "Nové ústecké přehledy," and to related activities. TEENTOWN Fund Objectives of the fund: Support for small-scale projects implemented in the Ústí nad Labem region by young people up to 25 years of age. It is the core fund of the community foundation open to all donors. FIELD-OF-INTEREST FUNDS The Elbe Rocks Fund Objectives of the fund: Support for the overall development of the Elbe Rocks Microregion. Fund for Better Ústí nad Labem Objectives of the fund: Support for development programmes and projects aiming at a better future for the City of Ústí n.L. and its surrounding area. Fund for the development of the Elbe Euroregion Objectives of the fund: Support for development programs and projects in the Elbe Euroregion. DONOR-NAMED FUNDS Metal Fund Objectives of the fund: Support for publicly beneficial activities in the Ústí nad Labem region, which are in line with the donor strategy of Metal Ústí n.L., a.s. The fund comprises donations made solely by Metal. The Community Foundation has limited its operating expenses according to the Clause 22, letter c) of the above stated Act in the following way: "The total annual operating expenses of the Community Foundation must not surpass 30 per cent of its endowment, i.e. its balance valid on December 31 of the year under consideration." In our opinion the above-mentioned information is in all important aspects in accordance with the financial statements as of 31 December 2003. We have audited the objective accuracy of the data stated in the annual report concerning the related persons and we did not find any material discrepancies. The statutory body of the Company shall be responsible for accuracy of this report. We have carried out a review of the financial statements of the Community Foundation of Ústí nad Labem up to December 31, 2003 in accordance with the Law No. 254/2000 on Auditors, and in accordance with the auditing guidelines issued by the Czech Chamber of Auditors. The statutory body of the accounting unit is responsible for keeping accounts completely, demonstratively and correctly.The auditor's responsibility is, on the basis of the audit that had been carried out, to issue a report and express his opinion on the annual financial statements. The auditor had planned the audit and carried it out so as he got all the information, which is to the best of his knowledge and believe - necessary for the audit of financial statements and gives guarantee that the financial statements do not contain any considerable discrepancies.We audited if the financial statements were complete and demonstrative, if the accounting methods and important estimates used by the accounting unit were correct and appropriate.We also took into consideration the overall presentation of the financial statements. The audit was carried out by random selection while respecting the principle of materiality. We believe that the audit is an appropriate basis for the Auditor's Statement.
