Introduction
"Český Krumlov is an exceptional example of a small Medieval Central European town which
owes the structure and buildings in its historic core to the economic prominence and
relatively uninterrupted organic evolution it enjoyed for over five centuries. Český Krumlov
grew up inside the meanders of the Vltava River, itself forming an enchanting natural setting.
The town's historical development is clearly evident in its buildings and urban structure.
Český Krumlov is indisputably the best preserved and best representational living
example of a Central European Medieval small town."1
This assessment (paraphrased – trans.), stated at the Intergovernmental World Cultural and
Natural Heritage Committee at its 16th meeting in Santa Fe in 1992, and served as the
basis for the inclusion of the historic Centre of Český Krumlov (nomination No. 617)
into the World Heritage List on April 12, 1992 (document WHC-92/CONF.002/12).

context with the town's strategic documents. Determining the specific objectives and tasks of
the second phase of the document. The resident survey results of Český Krumlov from 2010,
as they relate to the second phase of the Management Plan.
4.1
II
Introducing the Management Plan – Phases I and
The Management Plan of the municipality of Český Krumlov (a plan to care for the “future” of
the world monument 3) serves as a document towards the care of the exceptional
universal value of Český Krumlov's historical heritage.
The Český Krumlov Management Plan has been prepared in two phases – the analytical and
the synthetic (proposal).
Phase I of the document (preparatory, completed at the end of 2009), describes the
historic center of Český Krumlov as a world historic monument. The objectives and
tasks of the Management Plan were laid out, and the existing legislative, zoning,
planning, urbanistic, technical, and statistical bases as well as conceptual
documents that concern the historic town centre were determined. The document includes
descriptions of the historically protected territory in the Český Krumlov
municipality, the cultural environment, and the situation of tourism. The objective of
the Management Plan is primarily to name the dangers that threaten this historic monument.
For this reason, the introductory phase describes the risk factors and lays out the
challenge areas that the team of experts is to work with in the second phase of the
Management Plan. The central task of Phase I was also to propose activities and tasks
for 2010 and address the creation of the position of Site Manager (a nominated contact
person and accountable figure for the nominated UNESCO World Heritage Site) as well as the
Site Manager’s team of external consultants (Steering Group), a proposed system of
each of their activities, and overviews of their tasks and projects for 2010.
The first phase of the document ties into Phase II (launched in 2010). The objective of
Phase II, based on the risk factors and challenge areas laid out in the first phase, is primarily
to summarize and determine their short-term and long-term activities (project
themes) with their subsequent calendar and financial schedules that shall lead to an
assurance that the extraordinary universal values of the historic centre are preserved.
Another central task of the second phase is to establish a team of experts, or Steering
Group (with the status of working committee or consulting body to the Český Krumlov
Municipal Council) and secure the position of Site Manager. The second phase includes
the creation of an electronic tool to facilitate the work of those engaged in the realization of
the Management Plan and to then present the results of the Management Plan to the public.
The final task of the second phase is to stabilize the Management Plan and assure its
binding force as a planning tool for municipal administration – this shall be achieved
through its approval by the Český Krumlov Municipal Council and Decree of the Český

Krumlov Lower Town Council, as a part of the Český Krumlov Developmental Action Plan for
2001-2013.
This document was created by the active participation of authorized representatives of the
widest range of relevant spheres (experts from the fields of historic monument care, culture,
tourism, zoning, strategic development, development projects, and the representatives of
local administration and the municipal political representation).
The creation of this document, then, hereby satisfies the Operational Decree called for by the
Convention concerning the Protection of World Cultural and Natural Heritage as of 1.2.2005.
The Management Plan will continue to be developed and updated as an instrument for the
further planning, protection, usage, and successful development of the monument with the
objective of maintaining its character, exceptional universal value, integrity, and
authenticity.
The Management Plan is to become an instrument of communication between the public,
private, and non-profit sectors with the town residents. It shall also serve as one of different
documents used for gaining financial resources for the protection and maintenance of
material and non-material cultural heritage.
4.2
Integration of the Management Plan into the
municipality’s strategic documents4
The Management Plan, as implemented, satisfies theme number 2.3.1.1. of the Český
Krumlov Development Action Plan for 2009 – 2010.
The Management Plan, in concord with other recommendations as laid out by the Český
Krumlov Developmental Strategic Plan, covers not only the field of historic monument
care, but also takes into consideration a wide spectrum of affected subjects from the fields
of culture, tourism, environment, transportation, economics, civic sector, etc., the
activities of which are immediately tied into the specific UNESCO World Monument – the
historic town centre and entire Český Krumlov State Castle complex.
The second phase of the Management Plan includes proposals of project themes in concord
with the Strategic Plan and will become part of the updated Action Plan for 2011 –
2013. The themes were proposed as from Area 1 – Infrastructure; Area 2 – Tourism,
culture, protection of cultural and historic values, external relations; Area 5 – Environment;
Area 6 – Education, schools, sport, and leisure time; and Area 7 – Resident safety and
security.
4.3 Specific objectives of Phase II of the
Management Plan

2011 – 2013 (the Action plan presently valid is for 2008 – 2010, is to be updated in
the first half of 2011), and to assure that the Management Plan becomes part of
the updated Český Krumlov Developmental Action Plan. This will secure the
binding force of its fulfillment for the municipal administration, at the same time
obtaining the means for its financing and execution.
4.4
Main tasks of Phase II of the Management Plan
The main tasks of the Management Plan from 2010:
1. Propose project themes (activities) with their time and financial schedules, the
objective of which is to maintain the character of the historic monument, its
exceptioinal universal value, integrity, and authenticity. To propose the themes on the
basis of an analysis of risk factors and problem areas as designated in the first phase
of the doc ument. The themes must be in harmony with the Český Krumlov
Developmental Strategic Plan and become part of the updated Český Krumlov
Developmental Action Plan for 2011 – 2013.
2. To stabilize the Management Plan and secure its binding force as a planning
tool for municipal administration.
3. To secure the position of Site Manager and establish a team of experts
(Steering Group).
4. Create an electronic tool for the work of persons involved in the Management Plan
and for presenting the results of the Management Plan to the public.

Resident survey results of the Český Krumlov
inhabitants as related to Phase II of the
Management Plan
The survey of Český Krumlov residents was carried out in May of 2010 by the Department of
Cultural Theory (Culturology) of the Philosophical Faculty of Charles University in Prague.
The survey was thematically oriented towards many aspects of the challenge of
developmental potential of smaller towns and their possible usage. The survey went into
more detail to address the specific questions of the meaning of culture, and the role that
modern information and communication technology holds in municipal development. The
survey was carried out as an empirical examination of a representative selected group of 400
adult residents of Český Krumlov.5
The survey showed that more than half of the respondents (52%) are of the opinion
that Český Krumlov’s inclusion onto the UNESCO World Heritage List is a definite
benefit to the town. A third of the respondents (32%) believed that it “perhaps helped” the
town. A minimum of respondents (2%) answered that it was “worthless”, or that it
“damaged the town”. Fourteen percent of the respondents did not know.6

The survey also addressed the developmental goals that the residents thought should
be implemented in the coming years. The majority of residents responded rather
positively to all goals suggested in the survey. The most useful (cca. 70-50% of
respondents answered “definitely yes”) was considered as the reconstruction of the main
bus station with managed parking, the construction of a retirement facility,
construction of children’s playgrounds in suburban residential areas, and
expanding the capacity of assisted-care facilities. Also useful (cca 40-50% of
respondents answered “definitely yes”) were considered the construction of a shopping
centre, a Horní Brána recreation zone, reconstruction of the cinema, a traffic tunnel, the
Chvalšinská complex, apartments in Vyšné, and revitalization of the town park. Less useful
(cca 30-25% of respondents answered “definitely yes”) were considered an aquapark, a
panoramic trail, and reconstruction of the synagogue. The least support among respondents
was voiced towards the Castle Museum project on the castle grounds (cca 13% of
respondents answered “definitely yes”).7
The survey also indicated an interest among respondents in being informed in the town’s
activities as well as what sources of information are considered important. The most
important source of information on events in Český Krumlov is the local media (cca.
59%). Other important sources of information indicated included family members and
relatives as well as friends, neighbours, and colleagues (cca. 55%). The Internet was also
indicated as an important source of information on events in the town (cca 45%), then
program flyers and posters on town events (cca. 38%), then restaurants and cafes, and
cultural and social events (cca. 28%). The survey also indicates specific selected forms of
printed and electronic media as well as their viewer ratings, usability, and satisfaction with
the municipality's web pages.7
The question addressing the degree of interest in cultural events provided interesting
information as related to the Management Plan, in that 77% of the respondents indicated
an interest in cultural heritage. 60% of respondents also indicated that cultural heritage
is one of the most attractive forms of cultural activities, and actively participate in or attend
events. The survey did show that cultural activities are not among the most highly preferred
ways to spend leisure time, although among the most frequent of all indicated cultural
activities, respondents indicated that they spend their free time visiting cultural
monuments in the town.7
The survey also addressed the question of the benefits to Český Krumlov brought about
by tourism and assessed its impact on the town residents. The impact of the development
of tourism on life in the town was generally regarded as positive. Respondents primarily
appreciate (cca. 95-98%) the fact that tourism provides the motivation for a higher
degree of care for the protection and renewal of historic monuments and
cleanliness in the historic town centre, it brings increased international prestige
and more money for town development, it contributes to an improved appearance
of the town, and it results in a higher level of social activity in the town. About 8070% of the respondents also appreciate the overall improvement in facilities that tourism
brings to the town, the possibility of meeting with a person from a foreign country, the
development of local traditions, and the improved care of greenery and town mobiliary. The
specifically negative impacts of tourism, such as noise, disorder, and a heavier burden on the
environment were indicated by about 50% of respondents, while about 20% of the
respondents indicated a higher crime rate and worsened interpersonal relationships.7
The project and monument development themes indicated below reflect the resident survey
carried out in 2010.

Themes for monument protection and
development projects
(Note: the tables following each project (challenge) contain more detailed data on each project theme
including time and financial schedules, who is accountable for each project, and who is involved in the
project’s cooperation. The tables have been left in Czech; English translations will be provided upon
request.)
Following is an overview of project themes with their related challenges as proposed by the
project’s expert consultants during the preparation of the Český Krumlov town Management
Plan.
Resulting analyses and documents (see Phase I of the project), Addendum 2 of this
document (CZ version) and resident survey of the Český Krumlov inhabitants from 2010):

This chapter offers an overview of the project themes that were proposed by professsional
project consultants while preparing the Český Krumlov Management Plan. The objective of
these themes is to provide for the protection and care of the Český Krumlov historic town
centre. The current short-term project themes (current priorities ranging from 1-5
years) are provided with their time and financial calendars and will become part of the
updated Český Krumlov Developmental Action Plan for 2011-2013. The predicted
expenditures as indicated below are only orientational – these are qualified estimates from
professional project consultants and not exact calculations of the project themes. The update
process of the Český Krumlov Action Plan for the coming period will include more exact
expenses as well as implementation deadlines.
The project themes have been prepared by using specific proposals that lead to the
limitation or removal of problems (weak sides, SWOT analysis threats). On the other
hand, themes are indicated that lead to a strengthening of the effect of current positive
aspects (strong sides of the SWOT analysis).
The project themes have been proposed as part of the basic building blocks as indicated in
paragraph II.F, Operational Directives to satisfy the Convention on the Protection of World
Cultural and Natural Heritage, valid from 1.2.2005 as an important part of the Management
Plan8 9:

A. Legal, regulatory, and contractual protective measures
Legal measures, regulatory measures, and contractual measures on a national and local level
guarantee the survival of the property and its protection against such developments and
changes that could have a negative impact on its extraordinary universal value or on its
integrity and/or authenticity. Signature party properties must secure the complete and
effective execution of such measures.10
Legislative protection that secures the monument’s protection and preservation is
described in Phase I of the document – part 10 (Relation of the Management Plan to existing
legal regulations and administrative measures). The contents include legal, regulatory,
and contractual protective measures (conventions, laws, decrees, ordinances, plans,
resolutions, etc.).

⇒ Challenge:
Traffic in the historic town centre (vehicle movement and parking in the Municipal Historic
Reservation and Municipal Historic Zone).
Proposed solution:
As a way to improve active transportation, future plans include already prepared basic
documentation for the construction of a connecting traffic tunnel between Trojice
and Horní Brána (main bus station). This tunnel should significantly ease the town's
most heavily burdened traffic area at the Vošahlíkův Mlýn intersection area. Also in the
planning stage is the repair/reconstruction of the bridge at the brewery due to the
termination of loans from the State Material Reserve Fund by 2012.
Also in the proposal stage for the next 5 years are plans for smaller building activities
towards the reconstruction of the intersections at the main bus station, Vošahlíkův
Mlýn, and on Špičák.
Pedestrian traffic will be eased with plans for the creation of a new pedestrian route
through the town centre with the construction of footbridges from Myší Díra to both the
brewery area and the Town Park, as well as investments to improve pedestrian traffic
from the Mír and Vyšný residential areas towards the town centre.
As for passive traffic (parking), there are plans for the modification of the parking lot at
the P3 municipal parking lot as well as resolving local problems inside local areas.
The seasonal problem of parking in the town centre should be partly resolved by
establishing high-capacity parking near the main bus station and later increasing
the parking capacity (building high-capacity parking in the future) in the sports zone
with a multi-purpose regime for utilizing time-differentiated parking options for either the
sports complex or the town centre.

The disruption of the authenticity and character of the historic town centre and its buildings
by inappropriate exterior fixtures (lighting, shop signs, mobiliary, store fronts, awnings,
areas in front of shops, etc.).

Proposed solution:
Preparation of a sample book of parterre elements:
A study prepared for the historic town center particularly based on a knowledge of the
historic local parterre. The book would contain design examples of advertising signs, hanging
shop signs, store fronts, storefront areas, etc. that come from local traditions, perhaps even
samples from different areas. The study would include appropriate forms of craftsmanship,
materials, calligraphy, and artistic design.
This study (of sample elements) would make references to (as to recommended materials)
the town hall’s Rules for placing mobile advertisements and exhibited goods and the Rules
for occupying public space for the purpose of the sale and provision of services (see
(http://obcan.ckrumlov.info/docs/cz/zabory_verejneho_prostranstvi.xml (in Czech).
The study and public notice could be tied in with an artists' competition (e.g. as a
workshop) for preparing appropriate hanging signs for Český Krumlov.
Another possibility is the creation of a virtual model street, i.e. a digital 3D model of one of
the streets in the historic old town with the option of “inserting” individual parterre elements
from the samples, thus enabling an assessment of the actual effect of the element in the
street and selection of the best design.
Expenses for the Study project for the parterre of the Český Krumlov historic centre –

Over the past 20 years, Český Krumlov has become a sought-after tourist destination for its
unique historic qualities. Tourism has fundamentally altered the life of the town centre, in
many aspects undoubtedly for the better. It should be emphasized here that the money
earned from tourism was a welcome source of income that rescued many historic houses
from the technical condition they had been in. On the other hand, it is the development of
tourism itself, and the services associated with it, that bring about the risk of excess which
would mean the loss of the values for which the town was included onto the World Cultural
Heritage List.
Recent years have seen an increased push towards the disproportionate utilization of historic
buildings, the largest of which being the expansion of accommodation capacities into the
attic spaces. This change of attic space usage has manifested in an increase in the number of
roof dormers and windows as well as other material changes to the roofs, and has resulted in
an unfortunate transformation of the roof visual landscape. At the same time, the roof
landscape, due to the very articulated configuration of the terrain in which the historic centre
is located, is a very sensitive topic for Český Krumlov.

The thorough protection of values for which the town was included onto the World Heritage
List; preventing the visual change of the roof landscape.

Proposed solution:
The basic instrument for carrying out historic monument care should be the Protection Plan
of the Municipal Historic Reservation. This is a new institute implemented by the latest
bill of the historic monument act No. 307/2008 Coll. – the protection plan of historic
reservations and historic zones. Its implementation allows for the improved care of the Český
Krumlov historic centre. The plan is to be drawn up in association with the publication of new
methods being prepared by the Czech Ministry of Culture.
A new Roof Landscape Study is to be worked up to serve for the better care of the roof
landscape. This document is intended to resolve the general regulatory approach to the roof
landscape, the categorization of attic structures based on their historic value, and a sample
list of lighting elements deemed appropriate for the environment of the historic centre. It
should also include a map where buildings are marked for which material changes are or not
permissible, as well as a map of visual angle perspectives onto the reservation itself and the
protective zone.

B. The border of effective protection, establishing a “buffer zone” (protective
zone)
Establishing borders is a fundamental condition for implementing effective protection of
the properties proposed for registration. Such borders must be established in order to
guarantee that they completely express the character of the exceptional universal values the
same as they express the completeness and/or authenticity of the property.11
If deemed essential for the proper protection of the property, a suitable protective zone
may be established. This is the area surrounding the property, the usage and modification of
which is subject to legal and/or standard limitations that secure a higher level of protection
for the said property. 11
This area is addressed in Phase I of the document – part 7 (Monument values). The
historically protected territories have been established as the Municipal Historic
Reservation (MPR = historic town centre as registered on the UNESCO World Heritage
List), the Plešivec Historic Zone (MPZ), and the municipal historic reservation
protective zone. All changes and their management thereof must be resolved as they
relate to these historically protected territories.
The second phase of the project of Management Plan preparation for the Český Krumlov
historic town center includes the creation of an electronic tool for the work of those
engaged into the work of the Management Plan and for presenting the results of the
Management Plan to the public. A map (http://mapy.ckrumlov.cz/tms/mp_a) has been
prepared for the public that focuses on the publication of historically protected buildings
and territories located within the town. The historically protected buildings are loaded from

the agenda Monument Passort (http://mapy.ckrumlov.cz/ost/pamatky_list/pruvodni_list/).
When a user clicks on the icon of the building, a “flashcard” of the building appears with a
photograph, brief description of the monument, and link to the Monument Passport and
MonumNet of the Czech National Institute of Historic Monument Care. In addition to the
basic support maps and present-day aerial photos, the map can also show historical aerial
photographs from 1947, 1974, and 1992, seek out addresses and monuments, ascertain GPS
coordinates, and print out maps. The website also contains Project layers and visions,
Transportation, and the option of switching between this map and a Tourist Map using the
buttons in the upper left corner.
In the internal office map, as part of the manager design in the GIS client, authorized users
also have the option of working with an extended content which includes, among others:
town parterres, archival photos of buildings, property ownership structures,
capacities of accommodation facilities and their surrounding context. This electronic
tool can be used to monitor data within demarcated territories as well as their developments
over time – for pictures see addendum 4 (CZ version).

Strengthening the functions of the protective zone (buffer zone) of the historic centre

C. Management systems – structure, coordination
The objective of the management system is to guarantee the effective protection of the
property for present and future generations. Effective management must include a planned
cycle of long-term and everyday measures for the protection, preservation, and evaluation of
the property proposed for registration.12
With the creation of the Management Plan for the Český Krumlov historic centre, an
instrument thus has been created for the further planning, protection, utilization, and the
successful development of the monument with the objective of maintaining its character,
extraordinary universal value, integrity, and authenticity.

To secure the position of Site Manager and set up a team of experts (Steering Group).
To stabilize the Management Plan and secure its integration as a planning tool for the
municipal administration.

D. Permanently sustainable usage
World heritage properties may be the subject of widely varied usage, whether in the present
or the future, provided that the usage is ecologically and culturally sustainable. The signature
party state and its partners must secure that this permanently sustainable usage will not

authenticity.13

• New restaurant structure in the former salt house (No. 57) – rehabilitation of the
former boiler area, today unused. Its operation should also serve as a service facility
for the planned student residential centre.
• Museum of architecture and craftsmanship in the former malthouse (No. 196).
• Exhibition of historic blacksmithery on the 1st courtyard – the originally Baroque
smithery will feature an exhibition focused on the history of blacksmithing.
• Reconstruction of the former Winter Riding School (No. 178) – the overall renovation
of this representative social hall, irreplaceable as the largest such social facility in
Český Krumlov.

The past 20 years have seen a significant decrease in the number of permanent residents in
the historic centre. This is a natural result of the development of tourism and functional
change of most of the houses in the old town, their usage having been completely reoriented
towards providing tourist services. All the same, this is considered a negative development,
since the loss of the original residential function of the houses reduces the authenticity of the
environment in the historic centre. For this reason, then, efforts must be made to maintain
or increase the residential capacity of the old town.

Realization of a residential function sustainability study. This project is to include a
mapping out of the historic centre's dwelling fund and a SWOT analysis. The subsequent

E. Communication with the public
The States Parties to this Convention shall endeavour by all appropriate means, and in
particular by educational and information programmes, to strengthen appreciation and
respect by their peoples of the cultural and natural heritage defined in Article 1 and 2 of the
Convention. The same States shall undertake to keep the public broadly informed of the
dangers threatening this heritage and of activities carried on in pursuance of this
Convention.14

The objective of communicating and strengthening the relationship with the public
in Český Krumlov is to:
• increase the level of enlightenment and awareness of the public to the necessity of

• increase the level of participation among the local population towards the protection
and appreciation of the town's heritage
• increase the sense of identification of the local population with the Český Krumlov

anniversary such as postage stamps, etc.
In 2013 the town of Český Krumlov will also be involved in the event Landesausstellung /
Land Exhibition (Austria, CZ). Other subjects involved in the exhibition are the Český
Krumlov Regional Museum with an exhibition on the theme of unrealized projects in the
town's history, while the Český Krumlov Development Fund is preparing projects for the
renovation of the synagogue and Egon Schiele house, financed from the ROP Southwest
operational program. Another participant is the Seidel Photograph Studio Museum with its
planned project of digitalizing negatives and photographs from the museum's archives. Other
museums and galleries in Český Krumlov will be invited to participate in the program. The
intention of the town of Český Krumlov is to prepare an exterior exhibition that will fulfill two
functions: 1) aesthetic (individual buildings will use original artistic works to tastefully
supplement the unique town exterior); and 2) communicative (individual buildings will also
serve as bearers of information on the Land Exhibition, leading visitors to individual
institutions involved in the exhibition by their placement throughout the town).

F. Enlightenment, education, and training
Signature party states are prompted to carry out education focused on preserving world
heritage in their own countries. Primarily, they are to secure that the world heritage status is
sufficiently marked and valorized.
The world heritage committee encourages and supports the formation of training materials,
activities, and programs.15
The issue of cooperation with schools and educational institutions in the area of
culture is addressed in Phase I of the document – part 8.6.5 (Townspeople’s activities as a
bearer of cultural heritage), and part 9.7.4 (Integrating the UNESCO World Heritage
“Trademark” into the promotion and municipal events in Český Krumlov).
⇒ Challenge:
The non-existence of a plan (philosophy) of enlightenment, education, and training in the
area of world heritage monument protection.
Proposed solution:
Within the scope of the Management Plan to create a plan (philosophy) of
enlightenment, education, and training, primarily directed towards children and youth
(to propose cooperation with local schools and other local educational facilities) but also
directed towards adults (a philosophy of global education) for the area of historic monument
care and protection in Český Krumlov.
As part of a program of cooperation with children and youth, to integrate this concept
into local school facilities (with the goal of permanently integrating monument care and
protection as a subject of social studies, art studies, history, and Czech language subjects)
and to initiate the organization of special educational events (lectures, workshops,
games, contests, and the like, e.g. for the anniversary of the town in relation to its inclusion
into the UNESCO List – 2012 – 20th anniversary) as part of local educational institutions for
children and youth, for example the Children and Youth Help Centre (CPDM). Selected events
could be organized on a nationwide scale (e.g. interschool contests for the 20th anniversary
of the town's inclusion into the UNESCO List with a trip to Český Krumlov as the prize).

In the area of adult education, cooperation is recommended with suitable institutions to
initiate programs of further education, information programs, and training for leaders
(decision-makers), professionals, reporters, teachers, town guides, town clerks, and other
leaders. It is also important to address research projects in the area of world heritage.
Training sessions and lectures lead to an integration of relationships with UNESCO
monument interest groups. The content of the training should be: presenting UNESCO and
its objectives, presenting the world heritage program, presenting the Czech UNESCO towns,
presenting the qualities of the UNESCO monument itself as the Český Krumlov historic town
centre, referring to the functions of a world monument, and so on.
The enlightenment, education, and training plan should be coordinated with the plans of
other educational institutions on the territory of the town and South Bohemian Region (the
Institute of Historic Monument Care, for example, has an educational plan focused on
children, professional conferences and workshops are organized, and so on).

G. Tourism and visitor management
Tourism represents significant economic branch for many UNESCO monuments. The task at
hand is to secure and improve the permanently sustainable usage of the monument's
cultural and tourist potential. If the uncontrolled development of tourism occurs, the
monument can become a victim of its own success. Tourism can be damaging if the defined
capacities are exceeded, or if the facilities or traffic endanger the world monument's
authenticity and integrity. This is why it is important to work up a strategy of permanently
sustainable monument usage (including conveying the maximum capacity that the
monument can bear), and what the borders of tourism development will be. The
monument’s infrastructure also plays an important role, by which the visitors are accepted
into it, taken are of, and by which they are managed (directed). Visitor philosophies
should be directed not only towards domestic clientele, but also on foreign visitors, and
should address the further development of the tourist offer. It is also important to address
regional and super-regional visitor philosophies as well as membership in organizations
related to world heritage.16
To manage (direct) visitation is possible, for example, through guided parking systems
and parking plans. The number of parking places must correspond to the actual need and
respond to trends, but it must be remembered that the authenticity and integrity of the
world monument must not be endangered. It is also important to address tourist guidance
systems. The number of visitors in closed spaces can be limited using intelligent visitor
management systems. Philosophies addressing visitation management should also be
integrated into the Management Plan.16
The area of tourism is addressed in Phase I of the document – part 9 (Tourism indicators,
tourism development, and its perspectives). The issue of transportation including
navigation and information systems is addressed in part 7.5 (A quiet and fluid solution to
traffic) and part 7.5.1 (Guiding and information system in Český Krumlov).

The non-existence of a navigational system in the historic town centre, including information
tables on individual monuments.
Proposed solution:
To introduce an orientation system in the historic town centre that will, among others,
draw attention to monuments inside and outside the historic centre (Seidel Photographic
Studio Museum, Egon Schiele House, Synagogue, revitalized Town Park, Rose Garden, etc.)
– see the solution for the Český Krumlov State Castle. Information tables (panels) can be
installed directly on the monuments, eventually as part of a town orientation system directly
in the old town. These could take the form of unguided tours through the town (leading from
one monument to the next, primarily to those directly adjacent to the old town so that the
visitors are spread throughout a larger area). The panels could contain information on the
time required for each route (mostly useful for individual clients).

closer and wider proximity. The orientation of the further development of tourism
outside the overburdened historic town centre, primarily to areas of the town that still
have a reserve capacity for tourism (e.g. Seidel Photographic Studio Museum, Egon Schiele
House, Synagogue, revitalized Town Park, Rose Garden, etc.). An improved cultural and
tourist program outside the main season (November-March) – cultural facilities open

6 Stabilization and binding force of the
Management Plan17
The approval of the Management Plan by the Český Krumlov municipal council and decree of
the Český Krumlov lower town council as part of the Český Krumlov Developmental Action
Plan for 2011-2013. Nomination of the Steering Group and establishing the position of Site
Manager.
6.1 Approval of the Management Plan by the
municipal administration
The stabilization of the Management Plan and securing its binding force as a planning tool for
municipal administration will be realized through its approval by the Český Krumlov Town
Council and by decree of the Český Krumlov Lower Town Council (in the second part of
2011) as part of the Český Krumlov Developmental Action Plan for 2011-2013.18
6.2
Nominating the Steering Group, filling the
position of Site Manager
The Management Plan is an important planning and managing instrument. The process
of its compilation and preparation offers a unique opportunity and the right moment to
include not only members of the town's administration and state management but also
external professionals in their respective areas, as well as the general public.
Coordination, communication, and cooperation during the preparation and realization of
the Management Plan must take place on all relevant levels. Based on the legal analysis
indicated in Phase I of the document, it is recommended to establish a Steering Group
with the status of working committee or consultory body to the Český Krumlov
Town Council at the beginning of 2011. Due to the need to secure the interactive
participation of the individual relevant branches, as well as the participation of experts from
various relevant areas (not only from the field of historic monument care and zoning, but
also from tourism, communication, science and education, construction, investing,
environment, etc.), it is recommended to establish members of a Steering Group as
nominated persons for the individual relevant committees of the Český Krumlov
Town Council (members of the Steering Group could be, for example, the chairpersons of
individual relevant committees). The Steering Group would thus become the coordinational
centre in the field of world heritage for the individual working committees of the Český
Krumlov Town Council, the committees consisting of state and municipal representatives as
well as members of the business sphere, interest groups, and the general public. This will
also serve to secure the project's mutual communication and cooperation.
It is also recommended that following the nomination of members of the Steering Group, a
Site Manager be nominated from among its members who will be entrusted with the

supervision of fulfilling and updating the Management Plan. It is recommended that
this person be an authorized official of the Český Krumlov municipality or a direct member of
municipal management (e.g. Český Krumlov vice-mayor).
More detailed information concerning the person of the Site Manager (education, professional
requirements, character profile, competence, proposed activities, proposed compilation
team, organizational and technical requirements, etc.) are indicated in Phase I of this
document – part 13.3 (Chairman – Site Manager and working group – Steering Group for the
Management Plan).
Due to the dissolution of the working committees of the Český Krumlov Town Council active
until October of 2010 (due to the elections of the Český Krumlov Lower Town Council), the
establishment of new working committees to the Český Krumlov Town Council is predicted to
take place at the beginning of 2011.

Resumé
Druhá fáze Management Planu navazuje na fázi první (analytická, přípravná), která byla
ukončena se závěrem roku 2009. Jedná se o fázi implementační (prováděcí), ukončenou
se závěrem roku 2010.
Management Plan je zpracován jako soubor projektových námětů, které jsou
doporučeny odbornými konzultanty projektu, aby se staly součástí aktualizovaného Akčního
plánu rozvoje města Český Krumlov na období 2011 – 2013 (aktualizace proběhne v prvním
pololetí roku 2011). V dokumentu je uveden přehled aktuálních krátkodobých
projektových námětů (aktuálních priorit v rozmezí 1 – 5 let), které jsou uvedeny s jejich
rámcovým časovým a finančním harmonogramem.
Projektové náměty jsou navrženy v rámci následujících oblastí:
A. Zákonná, předpisová a smluvní opatření na ochranu
B. Hranice účinné ochrany, stanovení tzv. „nárazníkového pásma“
C. Správní systémy – struktura, koordinace
D. Trvale udržitelné užívání
E. Komunikace s veřejností
F. Osvěta, vzdělání a výchova
G. Turismus a řízení návštěvnosti
Dále je v dokumentu doporučeno ustanovit členy Steering Group se statutem pracovní
komise či poradního orgánu Rady města Český Krumlov na počátku roku 2011 jakožto
nominované osoby za jednotlivé relevantní komise Rady města Český Krumlov, aby
byla zajištěna průřezovost jednotlivých relevantních odvětví a účast odborníků
z nejrůznějších relevantních oblastí. Ze členů pracovní skupiny Steering Group je poté
doporučeno jmenovat osobu Site Manager, který bude pověřen dohledem nad
naplňováním a aktualizací Management Planu. Je doporučeno, aby touto osobou byla
osoba pověřená vedením města Český Krumlov nebo přímo člen vedení města (např.
místostarostka města Český Krumlov).
V rámci druhé fáze byl dále vytvořen elektronický nástroj pro práci osob zainteresovaných
do problematiky Management Planu a pro prezentaci výstupů Management Planu veřejnosti.
Posledním úkolem druhé fáze je stabilizovat Management Plan a zajistit jeho
závaznost jakožto nástroje plánování pro městskou samosprávu - prostřednictvím
schválení Rady města Český Krumlov a usnesení Zastupitelstva města Český Krumlov (ve
druhé polovině roku 2011) jako součást Akčního plánu rozvoje města Český Krumlov na roky
2011 – 2013.

Vytvořením dokumentu byla naplněna Operační směrnice k naplňování Úmluvy o ochraně
světového kulturního a přírodního dědictví platná od 1. 2. 2005. Management Plan bude
nadále rozvíjen a aktualizován jako instrument pro další plánování, ochranu, využití a
úspěšný rozvoj památky s cílem udržení jejího charakteru, mimořádné univerzální
hodnoty, integrity a autenticity.
Management Plan se stane nástrojem komunikace mezi veřejným, soukromým a
neziskovým sektorem a občany města. Zároveň bude jedním z podkladů pro získávání
finančních prostředků na ochranu a uchování hmotného i nehmotného kulturního dědictví.

The second phase of the Management Plan ties into the first phase (analytic,
preparatory) which finished at the end of 2009. This new phase is implementary
(executive), terminating at the end of 2010.
The Management Plan has been worked up as a set of project themes that were
recommended by professional project consultants with the intention of them becoming part
of the updated Český Krumlov Developmental Action Plan for 2011-2013 (the update will
take place in the first half of 2011). The document contains a list of upcoming short-term
project themes (present priorities within a range of 1-5 years), presented with their time
frames and financial schedules.
The project themes have been proposed as part of the following areas:
H. Legal, regulatory, and contractual protection measures
I. The borders of effective protection, establishing a „buffer zone“
J. Administrative systems – structure, coordination
K. Permanently sustainable usage
L. Communication with the public
M. Edification, education, and training
N. Regulation of tourism
The document also contains the recommendation to establish members of the Steering
Group with the status of task force or consulting body to the Český Krumlov Town Council at
the beginning of 2011 as a group of nominated persons for individual relevant
committees of the Český Krumlov Town Council in order to secure the intercorrelation
of the individual relevant departments and the participation of professionals and experts
from a wide range of relevant areas. There is also the recommendation to nominate a Site
Manager from the ranks of the Steering Group task force which will be authorized to
supervise the fulfilment and updating of the Management Plan. It is recommended
that this person be an authorized official of the Český Krumlov municipality or a direct
member of municipal management (e.g. Český Krumlov vice-mayor).
The second phase also includes the creation of an electronic tool for the work of those
engaged in the Management Plan and for the presentation of the issues of the Management
Plan to the public.
The last task of the second phase is to stabilize the Management Plan and to secure its
obligatory force as a planning tool for municipal administration – via approval by the
Český Krumlov Town Council and decree of the Český Krumlov Lower Town Council (in the
second part of 2011) as part of the Český Krumlov Developmental Action Plan for 2011 –
2013.

The creation of this document satisfies the Operational Directives for fulfilling the Convention
on World Cultural and Natural Heritage Protection, valid as of 1.2.2005. The Management
Plan will continue to be developed and updated as an instrument for further planning,
protection, usage, and successful monument development with the goal of sustaining their
character, extraordinary universal values, integrity, and authenticity.
The Management Plan is to become a tool for communication between the public, private,
and non-profit sector and the citizens of the town. It will also serve as one of the
fundamental documents for gaining finances for the protection and preservation of
material and non-material cultural heritage.

Vorbereitungs-) Phase an, die mit dem Ende des Jahres 2009 abgeschlossen wurde. Es
handelt sich um die mit dem Ende des Jahres 2010 abgeschlossene Implementierungs(Durchführungs-) Phase.
Der Management Plan ist als ein Komplex von Projektvorschlägen bearbeitet, die
von Fachberatern des Projektes empfohlen wurden, um Bestandteil des aktualisierten
Aktionsplans zur Entwicklung der Stadt Český Krumlov für den Zeitraum 2011 – 2013 zu
werden (die Aktualisierung erfolgt im ersten Halbjahr 2011). Im Dokument ist eine

von Český Krumlov nominierte Personen festzusetzen, um die Querschnittgestaltung der
einzelnen relevanten Sparten und die Teilnahme von Fachleuten aus den verschiedensten
relevanten Bereichen zu sichern. Dann wird empfohlen, von den Mitgliedern der
Arbeitsgruppe Steering Group eine Person zum Site Manager zu ernennen, der mit der
Aufsicht über die Erfüllung und Aktualisierung des Management Plans beauftragt
wird. Es wird empfohlen, dass diese Person eine mit der Leitung der Stadt Český Krumlov

der Stadt Český Krumlov) sein soll.
Im Rahmen der zweiten Phase wurde weiter ein elektronisches Instrument für die Arbeit
der an der Problematik des Management Plans interessierten Personen und für die

Die letzte Aufgabe der zweiten Phase ist den Management Plan zu stabilisieren und
dessen Verbindlichkeit als Planungsinstrument für die städtische Selbstverwaltung
zu sichern – durch die Billigung des Stadtrates von Český Krumlov und den Beschluss der
Stadtvertretung von Český Krumlov (in der zweiten Hälfte des Jahres 2011) als Bestandteil
des Aktionsplans zur Entwicklung der Stadt Český Krumlov für die Jahre 2011 – 2013.

Durch die Verfassung des Dokuments wurde die Operationsrichtlinie zur Verwirklichung des
Abkommens über den Schutz des Weltkultur- und Naturerbes, gültig seit dem 1. 2. 2005
erfüllt. Der Management Plan wird auch weiterhin entwickelt und aktualisiert werden als
Instrument für weitere Planung, Schutz, Nutzung und erfolgreiche Entwicklung des Denkmals
mit dem Ziel der Erhaltung seines Charakters, seines außerordentlichen universellen
Wertes, seiner Integrität und Authentizität.
Der Management Plan wird zum Instrument der Kommunikation zwischen dem
öffentlichen, privaten und gemeinnützigen Sektor und den Stadtbürgern. Zugleich wird er
eine der Unterlagen zur Erwerbung von Finanzmitteln für den Schutz und die Erhaltung
des materiellen sowie immateriellen Kulturerbes.

with the public – recommended content and

komunikace s veřejností - doporučený obsah a komunikační

Nejdůležitější otázky, které by měly být zodpovězeny:21
• Jak nejlépe sdělit veřejnosti přímo v místě informace o památce světového dědictví?
Jak sdělit poslání (myšlenku) světového dědictví?
• Jak dosáhnout důležitých cílových skupin a multiplikátorů?
• Jak sdělit informace o požadavcích na ochranu a zachování památky?
• Jak nadchnout pro téma především mladé lidi jakožto významnou cílovou skupinu?
Doporučené komunikační prostředky, které je nutné podrobně rozpracovat:22
• Publikace (informační brožury, letáky, newslettery atd. k tématu světové dědictví a
památka světového dědictví historické centrum města Český Krumlov – pokud možno
v novém nebo stávajícím, ale především jednotném corporate design).
• Internet (buď samostatné webové stránky nebo vložení do již existujících stránek
www.ckrumlov.cz - důležitá je vícejazyčnost - na stránkách města by měl být alespoň
odkaz UNESCO-světové dědictví a měly by zde být informace o programu světového
dědictví a mimořádné univerzální hodnotě památky).
• Informační tabule (cedule) - je možno instalovat informační tabule přímo na
památkách, eventuelně ve městě v rámci městského navigačního systému. Mohou
být ve formě prohlídkové trasy městem (půjdou postupně za sebou a budou
upozorňovat na další památky, které následují).
• Práce s médii - důležité je kontinuálně sdělovat prostřednictvím médií informace
týkající se vývoje a aktivit památky. Doporučuje se využívat pravidelných sdělení
v místním tisku, poukazovat na kulturní nabídku se vztahem ke světovému dědictví,
přístup veřejnosti na zasedání poradního sboru, zabývající se otázkou památky
UNESCO.
• Organizace speciálních akcí s tématikou UNESCO - výstavy, prohlídky města,
Dny evropského dědictví (EHD), dny otevřených dveří, oslavy výročí zapsání památky
UNESCO, soutěže, přednášky, akce v rámci kooperace s partnerskými městy apod.
příležitosti. Vždy by měl být kladen důraz na serióznost obsahu, kvalitu prezentace,
a profesionalitu. Organizátoři akcí by měly úzce spolupracovat s odborníky na
památkovou péči a turistickou organizací.
