The one-percentage-point increase in VAT on books from 1 January 2013 (to 15 % on printed books and 21 % on electronic books) further complicates the difficult conditions under which all members of the relatively small Czech book market operate. Although booksellers talk of a decline of about 15 %, a lack of precise economic data makes this impossible to prove with any degree of reliability. Our longstanding experience of the concealing of statistics regarding sales, turnover and profit has been carried over into the market segment of e-book sales. The sphere of books in this country is characterized by all attributes inherent to a country with an advanced literary culture and a relatively small book market, and whose official language is not a world language. Although it is not without its problems, it can boast successes on the international stage, too. In 2012 the range of book titles on offer was very diverse, in terms both of theme and price. The sphere of books tends to respond quickly to technological developments. In terms of the cultural values of inhabitants of this country at the heart of Europe, there is strong evidence that books play a leading role: associations are active, there are many events, and contacts are maintained and cooperation enjoyed with counterparts abroad. 1 The production of printed books According to the National Library of the Czech Republic, which produces the Czech National Bibliography, data submitted obligatorily shows that after the previous, record-breaking year, the year 2012 recorded a total of 17,247 published book titles (see Table I, which also shows the number of published translations and their share of total production). This represents a fall of more Almost 2000 book titles (1997, to be exact) had no ISBN (International Standard Book Number); to these the National Library of the Czech Republic assigned substitute identification. This figure represents over 11.5 % of the year’s book production. From the point of view of the book trade this is undoubtedly an undesirable situation, and it marks a significant deviation from the practice of previous years. Although the showing of an ISBN is not obligatory, it certainly makes it easier for the book to find its way to the reader as the EAN bar code for goods is derived from it. In real terms only about half of what is produced makes it to ordinary bookshops: the remainder is made up of so-called “grey” literature – statistics and systems guides, various publications for state institutions, university textbooks, printed matter produced for specific purposes and other non-market publications. Of course, the actual volume of book production tells us nothing about quality, sophistication, earnings and true share of the Czech book market. The flipside of the number of published titles concerns average costs, which are going down. There are no exact figures to back up this assertion as publishers do not disclose these indicators. Large publishing groups buy up individual brands in order that their portfolios encompass as broad a range of reader categories and types of book production as possible. A total of 22 private publishing entities (see Table III) and 11 presses of institutes of higher education and state institutions (see Table IV) each published more than one hundred new titles. Presses of institutes of higher education are special in that they produce a great many titles in small editions. In 2012 these thirty-plus largest publishers produced more than one third (37.5 %) of Czech book titles (for purposes of comparison I show in parentheses the figures for 2011), a total of 6460 (7443) titles, of which 4256 (4705) are from private publishers and 2204 (2738) from presses of institutes of higher education and state institutions. A further 130 or so presses (of private schools, institutes of higher education and state institutes) pursue a systematic publishing programme and can also be considered large. Twenty-three of these produced between 50 and 99 titles, 110 between 20 and 49. Thus it can be stated that almost 200 publishing entities had a significant involvement in the main volume of book production in the Czech Republic. The remaining majority are medium-sized, small or occasional publishers. The tip representing the largest publishers continues to narrow: the year before last nearly 40 publishing entities produced between 50 and 99 titles, while almost 120 produced between 20 and 49. Sceptical practitioners and experts are expecting the Czech book market to record a significant decrease in 2013, particularly among medium-sized and small book publishers. 2 Registration of publishers In 2012 approximately half of the 5747 publishing entities registered published at least one book; this is a similar figure to that of the year before last. Data on the registration of book publishers in accordance with the ISBN international system of methodol ogy (see Table II), which the former Czechoslovakia did not join until 1989 (the Czech Republic did so in 1993), provide a reliable indication of the activities of publishers in the Czech lands since the denationalization of the publishing industry after November 1989. As no registered publishing entity is ever removed from the system, it includes defunct as well as active publishing houses and also entities which are active but not currently practising the activities of publisher or have suspended them. These statistical data provide a complete picture of the dynamics of development and movement in the book industry in this country. The legislative requirements for an entity to become a publisher of books in the Czech Republic are relatively simple and liberal. The National ISBN Agency estimates that in 2012 around 100 publishers of non-periodical publications wound up their activities (in a total of c. 1500 since November 1989); over 300 publishing entities were re-registered. As mentioned above, in 2012 almost 2000 titles were assigned a unified substitute identifier by the National Library of the Czech Republic; this applies to another several hundred (mostly) small publishers. 2.1 Private publishers Table III shows the largest private publishers in the Czech Republic – with the exception of Academia1 – by number of non-periodical publications issued last year. This somewhat mechanically set criterion gives us at least a rough idea of the size and turnover of the companies in question, though naturally it tells us nothing of the quality and editorial demands made of the books produced, their earnings and – in particular – their true position on and share of the Czech book market. The largest and most important publishing entities have long maintained their positions in terms of the volume of their book production. After its extensive buy-out of established publishing brands in the years 2010 and 2011 the Albatros Media a.s. publishing group continued to sharpen its thematic and editorial focus. At the beginning of 2013 the company extended its portfolio with eReading.cz, a Czech publisher of e-books. Nová forma, České Budějovice 118(137) 3 The composition of book production 17.Rebo Production CZ, Čestlice /Průhonice 116(138) 18. 114(163) In 2012 new titles – i.e. newly published books that are original Czech works or translations – accounted for almost 89 % of the total book production of publishing entities in the Czech Republic; in absolute terms this is 15,275 titles from a total of 17,247. This indicator does not deviate significantly from the trend set in previous years. If we limit our analysis to works of Czech provenance, we see that these account for almost 66 % of last year’s total book production – in absolute terms, this is 11,376 titles. The book production of Czech publishing entities in 2012 was dominated by books in Czech, which accounted for almost 87 % (in absolute terms, 14,964 titles). A further 923 titles were published in Czech with parts in another language, which represents a fall of almost 30 % in comparison with last year, when 1276 such publications were produced. In addition to this, 166 multilingual publications were issued by Czech publishers last year, a figure similar to that of 2011 (159 titles). As to books from Czech publishing houses in foreign languages, English was again dominant (753 titles). The share of non-periodical publications published in English in 2012 accounted for 4 % of total book production in the Czech Republic. In the period under review, 1194 titles in another 27 languages were published in the Czech Republic. The group includes the imprints Levné knihy and Československý spisovatel. 2.2 Presses of institutes of higher education, universities and institutions of central government For presses of institutes of higher education, universities and institutions of central government the same criteria applied in 2012 as in previous years. The average extent of their costs is in most cases incomparable with the costs incurred by private publishers. Their editorial plans are governed above all by the prioritization of the needs of given schools, faculties and departments. Their activities remain constant in spite of significant fluctuation in the cases of the Czech Statistical Office and the Institute of Health Information, for instance, whose publishing activities are largely determined by the need to evaluate surveys of public opinion, censuses of population, etc. TABLE IV 1. This proportion – almost 27 % – is above average when compared to the composition of book production in other countries of the EU. The number of works of literary criticism and literary history published in 2012 totalled 210. Around the same number of textbooks (university and other) were published in 2012 as in 2011, their share of total book production remaining at 9 %. Only children’s books recorded an increase in terms of titles published – of over 9 %, thus achieving a record in terms both of quantity and proportion of total annual production in the Czech Republic (almost 10 %; see Table VI). This indicator continues to place the Czech Republic alongside Hungary and the Baltic States as one of the countries which produces the most books in translation. This is given by the fact that Czech is not a world language and the resulting need to open doors to other language cultures. It should be emphasized that artistic translation in the Czech lands has a long tradition and is of a relatively high standard.2 The Czech Literary Translators’ Guild confers the annual “Torturer’s Rack” award for poor translations, i.e. which demonstrate an inability to translate text in a manner that is factually and semantically correct and a disregard for the artistic intent of the original, and which violate the code of ethics for the publishing of works in translation. The announcement of the “winners” at the Book World Prague fair always attracts the culturally-aware public. Only in exceptional cases do “winners” appear to collect their award. Last year Czech publishers gave their readers translated works in more than 40 languages, some of which, such as Bangla, Icelandic, Sanskrit, Sorbian, Macedonian and Flemish, are relatively uncommon in the Czech Republic. The identity of the three most-translated languages has remained unchanged since 1990. These are English, which in 2012 accounted for more than half (55 %) of all published translations, German (17 %) and French (some way behind at 4 %). Evidently due to the constant popularity of Scandinavian crime fiction, translations from the languages of Scandinavia – led by Swedish, with 48 titles – again made a strong showing. Twenty-six books were translated from Norwegian and 11 from Danish. Despite a slight decline, the most-translated Slavonic languages in 2012 were Slovak, Polish and Russian, an order which is unchanged from previous years. Titles translated from other Slavonic languages have long been significantly less frequent: 2 Until the end of the 15th century Czech was one of only three modern languages into which the Bible had been translated, along with German and French. Translator from the English Martin Hilský – whose works include modern translations into Czech of the complete works of Shakespeare – is a laureate of the State Prize for Translation. In 2001 he was awarded the Order of the British Empire for the propagation abroad of English literature. the total published per year is usually around twenty. In 2011 there was something of a breakthrough in this respect: a record 40 titles were published. This trend continued last year, in which 33 titles were translated from Slavonic languages (10 from Croatian, 7 from Slovenian, 5 from Serbian, plus titles from Macedonian, Bulgarian, Sorbian and Belarusian). Table VII (immediately below) shows the languages from which most translations were produced in the Czech Republic in the period 2008–2012. Of course, in terms of demand and economic potential the relatively small Czech e-book market cannot be compared with the book markets of the Anglo-Saxon countries, for instance. In the Czech Republic interest in e-books in foreign languages is growing, however. The number of electronic readers in operation and interest in purchasing them are on the rise, as is the number of libraries that comply with the wishes of their readers by lending e-books and electronic readers. What they offer is so far limited mainly to Czech and foreign works of literature that are not subject to copy right protection (which applies until 70 years after an author’s death). It is understandable that publishers are resisting the further expansion of methods of lending e-books in libraries: legislation in this area is not sufficient. Many publishers and authors are justifiably afraid that their literary works will be subject to piracy though copying or other reproduction. While sales of individual titles remain relatively low – in hundreds, at most thousands – security through DRM (Digital Rights Management) technology is reflected unfavourably in e-book production costs. This situation is, however, bringing into being specialist Czech companies that develop software for e-book protection. Today’s Czech producers of e-books are established publishers already well known for their printed output as well as new entities specializing in the production of e-books. They include Academia, Argo, Baronet, Bookanýr, Brokilon, Domino, Druhé město, Epocha, Euromedia Group, Fragment, Fraus, Freetim(e) 6––7 publishing, Galén, Host, Jota, Kniha Zlín, Knižní klub, Listen, Paseka, Portál, Radioservis, Talpress, Torst and Triton. The number of Internet bookstores and literature portals is also growing. The best known of these include Academia e-knihy (knihy.academia.cz), ebookstore (www.ebookstore.cz), eLibellus (www.elibellus.com), eReading (www.ereading.cz)3, Euromedia Group (ebux.cz), Kosmas (www.kosmas.cz), Neoluxor (neoluxor. cz), Palmknihy (www.palmknihy.cz), Warbler (www.wknihy.cz) and Wooky (www.wooky.cz). In the Czech Republic there are now specialist portals for e-books, including one with contributions on the theory and practice of e-books and another for fans of e-books that contains evaluations of books and authors along with rankings. The existing publishers and sellers of e-books, online bookstores and literature portals choose different marketing approaches for the introduction of e-book titles to the market. Usually this occurs shortly after the title in question has reached booksellers in printed form. There are, however, known cases of the introduction of a book in electronic form before the publication of its printed edition and of the setting of a low introductory price. As is the case abroad (e.g. Amazon.com), the output of certain producers is bound to a specific tool and technological platform for the display of text and images. In the Czech Republic, too, strong publishing and business entities with a broad range of titles are ever more influential. Also of interest are data on e-books in which purchasers show no interest; according to different sellers, this concerns between 10 % and 33 % of titles offered. 5.1 Records of e-books In July 2010 the Czech National ISBN Agency began to assign ISBNs to online publications (e-books) and established a database of registered e-books. Although this database provides the most complete record of online publications in the Czech Republic, it is not yet exhaustive, not least because publishers can choose whether or not to register their e-book titles. Nor does it distinguish adequately the use of different formats for the record- 3 a part of the Albatros Media a. s. publishing group since 2013 ing of digital text. Last year 3997 online publications (e-books) were assigned an ISBN. By 31 December 2012 a total of 5621 recordings had been registered in the database. This does not equate to the same number of book titles, however: the text of one book may be available in more than one format. The most common formats are pdf, ePub and Mobipocket. A trial is planned that will see the sending out of so-called “voluntary-obligatory copies” of online publications (e-books) on a greater scale. Like printed works, these should in future be subject to a sequence of processes, from the assigning of an ISBN, through acquisition, naming and subject processing to placing in an inventory in preparation for lending. Conclusion The Czech book industry continues to be adversely affected by the ongoing economic crisis. Information from producers, retailers and distributors suggests that the Czech book market is in a state of decline and stagnation. It is still coming to terms with a rate of VAT that is high by EU standards. Unfortunately books are afflicted by being classed as non-essential commodities and the fact that their typical buyers tend not to be from the strongest stratum of Czech society. Yet there has been an increase in the number of activities and events that promote acquisition of an interest in book-reading, especially among children and young people; various cultural institutions (with libraries at the vanguard), civic associations and private entities are involved in these. Notably, the organizers of Night with Andersen, which spread to the Czech Republic several years ago, received an international award from Denmark’s Hans Christian Andersen Committee in spring 2013. Representatives of the individual segments of the Czech book market are well aware of the impossibility of living off the tradition of the Czechs’ positive attitude to books, their aboveaverage interest in reading and the widespread fondness for the building of home libraries. MARTIN VOPĚNKA Martin Vopěnka (b. 1963) is a Czech publisher and writer of renown. Although he graduated from the Faculty of Nuclear Sciences and Physical Engineering of the Czech Technical University in Prague, he has never been active in this field. Since 1991 his publishing house Práh has published over 500 books, including several bestsellers. He is the published writer of 15 books for adults, children and young people; some of these have been translated into other languages. Vopěnka writes occasional pieces of social commentary for the newspaper Mladá fronta DNES and appears in numerous media interviews. He likes to travel in remote and rugged landscapes and regularly takes part in long-distance cross-country skiing challenges. Martin Vopěnka, his wife and their four children live in Prague. In 1995 it was held for the first time since the 1989 Velvet Revolution by the newly reconstituted Association of Czech Booksellers and Publishers. The preparation of the event – which would address the professional public at home and abroad – was managed by the board of the Association under the leadership of its founder and chairman Jan Kanzelsberger. Thus was the tradition of an annual international professional gathering in the Czech Republic established. It was no easy task: the success of the project depended on its positive reception by prominent exhibitors at home and abroad and on advertising that would gain quick and effective access to the subconscious of the international professional public, thus writing an entirely new event into the calendar of established, popular events around the world. By its admirable efforts the board of the Association succeeded in gaining the trust of the leadership of the Frankfurt Book Fair, whose director Peter Weidhaas gave his full support to the idea of the Prague fair. It also established cooperation with the Leipzig Book Fair, whose director (then and now) Oliver Zille offered much valuable advice. It was often necessary to overcome a lack of trust on the part of certain Czech entities and competitors abroad that did not understand the Czech book market and were incapable of identifying with its needs. Last but not least it was essential to obtain financial resources to ensure high-quality organization to go hand in hand with optimum cooperation with Prague Exhibition Grounds. In its early years Book World Prague had many teething problems. My involvement in its organization began in 1996, with the second event, and I still remember all the difficulties we had to overcome. Each year we strove to raise the bar in terms of organization and content so as to get closer to the quality of services and programme range offered by well-known events abroad. Several milestones have contributed to the development and increasing importance of the fair: 2012 – Guest of Honour: Romania 2011 – Guest of Honour: Saudi Arabia 2013 – Guest of Honour: Slovakia 2008 – Guest of Honour: Spain 2010 – Guest of Honour: Poland 12––13 August 1997 saw the founding of Book World Ltd. [Svět knihy s.r.o.], which would take over and expand the business activities of the Association. In 1998 I became a member of a group comprising directors of international book fairs, who have taught me a lot and continue to act as my models and mentors. In 2001 the organization of the fair became financially independent of Prague Exhibition Grounds. Prague hosted an international Literature Across Frontiers conference with the participation of eminent writers and translators from all over Europe. Book World Ltd. became a partner in a project supported by the EU Culture project, helping it to establish international cooperation on a much larger scale. With the support of UNESCO the guest of honour at the 2003 fair was the African continent. The fair hosted the conferral of the prestigious Noma Award for Best African Book, the first time in 25 years that this had taken place outside Africa. The 2006 fair saw the extensive collective exposure of countries where Slavonic languages are spoken, again with UNESCO support. The main theme of the 2009 fair was the presentation of all 27 member states of the EU. On this occasion many authors and leading figures of literature came to the fair. Every book market has its peculiarities, which to some extent impact retroactively on the quality and content of book fairs. Nevertheless, all such events without exception have an important role to play for the book industry: they provide media attention, offer a platform for the presentation of the book production of home and foreign markets, and they appeal to society as a whole. When we look back on the twenty years in which we have welcomed so many exhibitors, writers and literary figures, and in which readers continue to come to the fair in great numbers, we can say in good conscience that the Prague fair has always offered an interesting and thematically comprehensive programme. For ten years now our accompanying programme has been subtitled “International Literary Festival”; its programme at the fair has presented thousands of books and provided a venue for the coming together of many professionals. The Book World Prague international book fair and literary festival is now the largest books-related event in the Czech Republic. It is attended regularly by exhibitors and guests from more than thirty countries and regions of the world. The literary festival comprises about 400 accompanying programmes. In his previous novel Rustic Baroque, too, he showcases his thorough knowledge of the area of his origin and his understanding of outwardly gentle but inwardly fateful drama. In Fish Blood we follow the lives of inhabitants of a small village, part of which must be sacrificed to accommodate a new reservoir built to serve a nuclear power station that is under construction. The process begins under the communist regime, although the book’s heroine continues her futile fight to save the village after the instituting of democracy in 1989. The jury said of this book: “Against the backdrop of a power station and villagers’ German poet Richard Pietrass with his translator Věra Koubová. futile fight against it we witness the unfolding of dramatic interpersonal relations. These stories of ordinary people in an extraordinary situation are narrated in an uncomplicated style.” Although Hájíček received an award of CZK 200,000 (c. EUR 8000), the commercial implications of the event – which was broadcast live on Czech Television, along with short profiles of all twenty-four shortlisted books – are more lucrative still. Soon after the announcement Fish Blood established itself for several weeks among the ten bestselling books on the Czech market. The award for best work of prose went to Zuzana Brabcová’s novel Ceilings, a sophisticated composition which describes in brilliant language treatment of addiction to psycho pharmacological drugs. The book marks the author’s return to Czech literature twelve years after the publication of the successful lesbian drama The Year of Pearls. The uninitiated reader will be surprised by the way the narrative switches among the first, second and third person, depending on the mental state of the female protagonist. Winner in the books for children category was Pavel Čech’s comics Pepík Střecha’s Great Adventure, a fantastical tale of a love of books and a classic boys’ own adventure rolled into one. In the poetry category the award went to Jiří Hájíček’s novel Fish Blood was declared Book of the Year. Jakub Řehák’s collection Trap on Brigita, not least for its long final poem in which the writer comes to terms with life in a Prague that is at once wild and dirty and magnificent and enchanting. For the first time cash prizes of CZK 30,000 (c. EUR 1150) were awarded in two sub-categories: the ČEZ Litera for Non-fiction went to historian Jiří Roman for his comprehensive biography of Zdeněk Nejedlý, an important communist politician who was earlier a musicologist and art critic; first-time writer Jaroslav Žvaček won his award for his eclectic tale of a screenwriter and documentary-maker in a metropolis populated by guest workers, grasping producers, unjustly suffering philanthropists and mentally-sick loners. This novel – for which Žvaček won the DILIA Litera for Newcomer of the Year, is called Ticket to the Road from Hell. As in previous years shortlists in seven categories were drawn up by juries comprising members of the institutions and organizations represented in the Litera citizens’ association: the Academy of Sciences of the Czech Republic, the Czech Centre of the PEN Club, the Czech Section of IBBY, the Czech Literary Translators’ Guild, the Czech Writers’ Guild, and the Association of Czech Booksellers and Publishers. Winners were announced at a gala evening at the New Stage of the National Theatre on 24 April, beginning at 9.00pm. The ceremony was hosted by actor and theatre director Jiří Havelka and TV presenter Daniela Písařovicová. It was inspired by the slogan “All that a book has to do for you to notice it” and enlivened by acrobatics from the Cirk La Putyka theatre troupe. There was an unexpected guest: to the surprise of translator Věra Koubová German poet Richard Pietrass presented the trophy for her win in the Best Translated Book category; Koubová is the translator of Pietrass’s collection Traumsaum. GlobusRussiaVopěnka, MartinSpící město / The Sleeping City Brčko Distrikt Bosnia and Čapek, KarelSebrané hry / Collected Plays Herzegovina Atut Poland Binar, Vladimír Číňanova pěna / The Chinaman’s Foam 24––25 Promoting the Translation of Czech Literature Abroad Organiser Ministry of Culture of the Czech Republic Arts and Libraries Department Maltézské náměstí 1 118 11 Praha 1 The Principles ¹¹ The grant is designed exclusively for promoting the publication of translations of original Czech literature abroad; ¹¹ the grant covers poetry, prose, drama, essays, comics and children’s literature; it does not cover non-fiction, expert literature or the publication of excerpts from or parts of translations; ¹¹ priority is given to the promotion of contemporary literature, i.e. literature published after 1989; ¹¹ there are no restrictions regarding the target languages; ¹¹ it is foreign publishers who file applications for the grant; ¹¹ it is also possible to apply for a grant for a title published in the last half of the previous year; ¹¹ unless the book is published within a year of the day when the grant is awarded, the right to the grant will expire (for serious reasons documented in writing, this time limit may be extended); ¹¹ the final decision on the grant will be taken by the Ministry of Culture of the Czech Republic on the basis of recommendations by an expert committee of the Arts and Libraries Department consisting of representatives of the communities of writers, publishers, literary scholars and literary critics; ¹¹ when the application is considered, the publisher’s consistent interest in contemporary Czech literature, the translator’s experience and quality of the translated text will all be taken into account; ¹¹ the application must include the completed form and all the prescribed attachments; ¹¹ the application must be typed on a computer; ¹¹ the language of communication shall be English; ¹¹ the application for the next calendar year has to be submitted at the address below by 15 November; ¹¹ if the submitted application is incomplete, the applicant will be required to immediately provide the missing documents, or the grant application will be excluded from the grant proceedings; ¹¹ the application may be delivered in either electronic or printed form; ¹¹ if there are any changes in the conditions and circumstances mentioned by the publisher in the grant application, the publisher shall be obliged to immediately report such changes to the Ministry of Culture of the Czech Republic. Payment Terms and Conditions ¹¹ the grant shall be paid to the publisher by bank transfer following the publication of the book; ¹¹ the transfer will take place after six copies of the book have been sent along with the documentation (signed by the translator of the book) proving that all of the publisher’s financial obligations towards the translator have been met.
