1. Řešené území a území k zastavění
1. competition area and area for building
1.1. Vykres “02 H55 Resene uzemi.jpg” a vykres
“10 H55 Sirsi vztahy” maji kazdy jinak vyznacenou
oblast reseneho uzemi pro navrh, ktery z nich je
prosim platny?
Platí výkres “02_H55_RESENE_UZEMI.jpg”. Ve výkresu “10_H55_SIRSI_VZTAHY.pdf” se jedná o stanovení
širších vztahů a identifikování hlavních objektů. Při
výstavbě komunitního centra H55 dojde pravděpodobně i k úpravám ulice a protilehlých prostor
vyznačených v podkladu 10_H55_SIRSI_VZTAHY.pdf
jako řešené území, ale není povinností soutěžících
řešit celé toto území.

please?
“02_H55_COMPETITION_AREA.jpg” is valid. The
area marked as competition area in the document
“10_H55_EXTENDED_SITUATION.pdf” identifies
main objects and relations in the area. During
realization of the community centre H55 the road
and its neighbouring area will probably be modified as well, but it is not the contestants’ task to
propose a solution for this whole area.
1.2. V souborech 02_H55_RESENE_UZEMI.jpg a
10_H55_SIRSI_VZTAHY_.pdf je odlišně naznačena
hranice řešeného území – co platí? v podkladech
je dvoje různé předmětné území. Jednou tam je
park před bazénem a jednou pouze pruh trávy před
budoucím barákem.

1.3. Parkovani pro KC a Gyncentrum musi byt v
ramci “modre” zony v dokumentu 02_H55_RESENE_UZEMI” nebo se muze premistit?
Nemusí. Může být na parcele 2499/17 I jinde - je to
na uvážení soutěžících, při respektování vlastnických vztahů a realizovatelnosti.
1.4. Sidlem Gyncentra je Zamek na parcele 6/1
nebo pridruzeny object na parcele 7/3? Vzhledem
k reseni parkovani.
GynCentrum používá celý areál bývalého zámečku
včetně všech přilehlých budov. Sídlem je objekt na
parcele 6/1 a objekt na parcele 7/3 projde rekonstrukcí nebo nástavbou, v tuto chvíli není známo v
jakém rozsahu.
1.5. V zadani 2.1 Stavebniho programu je uvedeno,
ze pristup na parkovani Gyncentra musi byt pres
zahradu, znamena to tedy, ze auta budou vjizdet
pres parcelu 2499/17 a pres stavebni parcelu KC?
Je tedy nutne navrhnout komunikaci prochazejici
skrz projekt? Nebo je mozne vezt tuto cestu v jakkemkoli miste projektu?
Podmínkou, aby MČ Praha 14 mohla používat část
zahrady ze strany GynCentra, je zajištění přístupové
cesty pro parkovaní zaměstnanců, které povede
přes parcelu 2499/17 a přes stavební parcelu KC. Je
na soutěžících, jakým způsobem zakomponují tuto
cestu do projektu.
1.6. V súť. podkladoch sú v riešenom území uvedené: územie určené pre zástavbu a nezastavitelné
územie. je táto podmienka nemenná, resp. daná
regulatívom, alebo je možné ísť so stavebným zásahom aj na nezastaviteľné územie, napr. pre lepšiu
previazanosť s parkom?
Nový objekt KC by měl stát na pozemcích označených jako Pozemek pro stavbu na podkladu
“02_H55_RESENE_UZEMI.jpg”. Jedná se především
o majetkové vztahy. Jelikož pozemek zahrady již

one is valid? In the competition documents there
are marked two different competition areas. At
one instance the park in front of the swimming
pool is included, in other case there is only a
stripe of grass in from of the future building.

1.3. Must the parking space for the CC and GynCentrum respect the “blue” zone according to
the document 02_H55_COMPETITION_AREA or
can it be moved?
It doesn’t have to. It can be on the plot 2499/17
or somewhere else - it is up to the contestants
while respecting the land ownership relations and
feasibility.
1.4. Does the GynCentrum reside in the castle on
the plot 6/1 or in the adjacent building on the plot
7/3? Question asked due to the parking solution.
The GynCentrum uses the whole complex of the
former castle, including all the adjacent buildings. The building of residence is on the plot 6/1,
the building on the plot 7/3 will be reconstructed
or modified, at this time it is not known to which
extent.
1.5. It is mentioned in the propositions 2.1 of the
Building Program, that the access to the parking
space of the GynCentrum must lead through the
garden. Does it mean that the cars will access it
through the plot 2499/17 and through the plot of
the building site of the CC? Is it necessary then
to create a communication going through the
project? Or can it go through any chosen place of
the project?
To create the access driveway going through the
plot 2499/17 and the plot of the building site of the
CC to the parking lot of the employees of GynCentrum is a condition under which the GynCentrum
agreed to use its garden. It is up to the contestants how to include it in the project.
1.6. There are mentioned in the competition
documents: plot for building and no building area.
Is this condition fixed, given by the regulation, or
is it possible to use even the no building area, for
example for better connection to the park?
The new building of CC should be built on the
plots marked as Plot for Building in the document

nepatří MČ Praha 14, ale jinému vlastníkovi, není na
něm možné stavět.
1.7. Chtěla bych se zeptat ohledně soutěže do pražského Hloubětína. Lze mimo vymezený pozemek
k zastavění v rámci zadání soutěže přesahovat ve
smyslu teras, pergol a zastřešení, nebo je omezení
striktně dáno vyhrazeným prostorem?

1.8. Podle bodu 1. Stavebního programu má být
stavba KC na pozemcích p.č. 68/1, 68/2 a 69. Je
možné využít pro stavbu nebo alespoň její část
pozemek p.č. 2499/17 (předprostor KC)? Podle ÚP
jde o území SV.
Ano, ale pouze při respektování platných stavebních
předpisů vztahujících se k překročení stavební čáry.
1.9. Přístup pro auta na parkoviště zaměstnanců
Gyncentra je skrz zadaný pozemek?

1.10. Můžete podrobněji vysvětlit, jak postupovat ve
vztahu k 25 parkovacím místům pro zaměstnance
Gyncentra? Pochopili jsme, že návrh musí obsahovat cestu – přístup ke Gyncentru a údržbě zahrady,
ale cílem není to parkoviště navrhnout. Je to tak
pochopeno správně?
Ano. Zadáním není návrh těchto parkovacích míst,
jelikož Městská část Praha 14 nebude investorem.
1.11. Musí účastník soutěže řešit 20 parkovacích míst vedle Křížovnického statku na parcele
2499/18? Pochopili jsme, že to “není zahrnuto v
rozpočtu”, takže nemusíme navrhnout řešení tohoto parkování. Je to tak pochopeno správně?

1.12. V souboru “02_H55_COMPETITION_AREA”
jsou značeny p.č. 68/1; 68/2; 69 jako stavební
parcely. Můžeme umístit budovu mimo vyznačené
parcely?

1.13. Proč se pro parkování u budovy 7/3, musí
využívat jako přístupová cesta prostor KC, když
se nyní na toto parkování jezdí přes Gyncentrum a
funguje to.

1.14. Je povoleno stavět až ke stávající stavbě na
severu pozemku č.p. 67, jak to bylo v minulosti.
Anebo je stanovená nějaká vzdálenost od této budovy? Pokud ano: jaká je požadován odstup?
Ano, je možné stavět až ke stávající stěně domu č.
67.
1.15. K objektu 67 přiléhá opěrná zeď. Jaká je
její současná statická funkce? Je nutné ji zachovat - nebo se jedná o pozůstatek zdemolovaného
objektu.
Tato zeď je nově postavená a připravená jako stěna
budoucího objektu. Doporučuje se ji zachovat.

the land ownership. The plot of the garden is not
owned by the Municipality of Prague 14, therefore
it is not possible to build on it.
1.7. Is it possible to exceed in the no building area
by e.g. terraces, pergolas, roofing, or is it strictly
prohibited to interfere with the no building area in
any way?
see answer 1.6.
1.8. According to point 1 of the Building Program
the future CC should be on the plots 68/1, 68/2
and 69. Is it possible to use for the building or
its part also the plot 2499/17 (the front space of
the CC)? According to land use plan it is an area
marked SV.
Yes, but only while respecting the valid building
codes related to crossing the building line.
1.9. The transit for the car parking of the employees of GynCentrum is trough the site?
see answer 1.5.
1.10. Can you explain in more detail what to do
in relation to 25 parking places for employees of
GynCentrum? We understand the architectural
proposal has to include a driveway to serve to
the GynCentrum and the Garden maintenance,
but it’s not a goal to design the parking lot. Is this
correct?
Yes. It is not the task of the competition to create
these parking places, because the Municipality of
Prague 14 will not be the investor of this.
1.11. Does the contestant have to give a solution
to the 20 parking spaces beside the ‘Crusaders’
Court’ building on plot no. 2499/18? We understand this “is not included in the budget”, so we
haven’t to give a solution of this parking area. Is
this correct?

1.12. In the file “02_H55_COMPETITION_AREA” we
read plot no. 68/1; 68/2; 69 as the building area.
Can we design a building proposal outside the
edges of these plots?
see answers 1.6. and 1.8.
1.13. Why do we have to use as an access driveway
to a parking lot at the building 7/3 the area of CC,
when now it is accessed via the GynCentrum and
it works.
see answer 1.5.
1.14. Is it allowed to built directly adjacent to the
building on the north side of the plot, building
no. 67 (like it was done in the past)? Or should we
maintain a distance to that building? And if so:
what is the required distance?
Yes, it is allowed to build right at the building no. 67
with no required distance.
1.15. There is a supporting wall at the building
67. What is its current function? Is it required to
preserve it - or is it just a remnant of a demolished
building?

1.16. Je na pozemku zahrady náležející židovské
obci možné (kromě zahradních úprav a komunikací) navrhovat alespoň stavby, které nejsou spojeny
pevně se zemí?
Ano.
1.17. V územním plánu spadá parcela 7/1, tedy část
zámecké zahrady, do plochy VV (veřejné vybavení),
ve které je přípustná případná výstavba. Je nutné s
touto plochou počítat striktně jako s nezastavitelnou (byť jsme si vědomi, že by její částečné zastavění vyžadovalo úpravu majetkoprávních vztahů v
území)?
Zahrada je nezastavitelným územím z hlediska
návrhu komunitního centra, hlavním důvodem jsou
majetkové vztahy. Viz odpovědi 1.6. a 1.16.
1.18. Jaké jsou požadavky na zásobování GynCentra, které by, dle částí 3.8 a 3.9 stavebního programu, mělo být řešeno spolu s napojením parkoviště
přes pozemek KC? Jaký se dá očekávat provoz a
typ/velikost vozidel?
Parkoviště pro GynCentrum má být pro zaměstnance a zásobování GynCentra (vozidla do 3,5 t),
nejedná se o veřejnosti přístupné parkoviště.
1.19. Nejsou v rámci GynCentra do budoucna plánovány nějaké stavební investice, týkající se především objektů na pozemku 7/3 (garáže nebo sklady v
sousedství kostela)?
V tuto chvíli nejsou známy žádné plánované stavební
investice.
1.20. V podkladu č. 10 - širší vztahy - soutěžních
podmínek je vyznačeno řešené území většího
rozsahu než na podkladu č. 02 - řešené území. Má
být řešeno území podle podkladu č. 2 nebo
větší území podle podkladu č. 10, včetně před prostoru plaveckého bazénu?

1.21. Je opěrná zeď u jižní štítové stěny domu p.č.
67 na pozemku . 68/2 ve vlastnictví města? Na situaci, která je součástí soutěžních podklad, tato zeď
není zakreslena. Je nutné tuto zeď
zachovat ve stávající podobě, nebo je možné uvažovat o její úpravě popřípadě o jejím odstranění?

2. Stavební program
2.1. Dotaz k bodu 2.2. v Zadani Stavebniho Programu, kde se pise o tradicni podobe navrhu ve
stylu vesnicke architektury. Mame chapat, ze pouziti sedlove strechy je spise doporuceni nebo je
povinne, aby mel dum stejne tvaroslovi jako okolni
stavby?
Je nutné dodržet územní plán, který říká doslovně toto: Pro dochovaná historická jádra bývalých
samostatných obcí je stanovena jednotná výšková
regulace maximálně dvě nadzemní podlaží a šikmá
střecha s možností využití podkroví. Tento výškový

This is a new wall built as a wall of possible future
building. It is recommended to preserve it.
1.16. At the plot belonging to the Jewish community Is it possible to propose (apart from garden
design and communications) at least buildings that
are not rigidly connected with ground?
Yes.
1.17. According to land use plan, the plot 7/1, a
part of the castle garden, is considered as VV
(public amenities), which allows appropriate
building. Is it necessary to approach this area as
a strictly “no building area” (even if we are aware
that its potential partial use as building area would
require an adjustment of property ownership
relations)?
The garden is a “no building area” in regards to the
design proposal of the community centre, the main
reason are land ownership relations. See answers
1.6. and 1.16.
1.18. What are the requirements for supply for
the GynCentrum, which should be, according to
3.8 and 3.9 of the Building Program, part of the
solution of the access to the parking area leading
through the plot of the CC? What kind of transit
and kind/size of vehicles should be expected?
The parking lot for GynCentrum is for its supply and
employees (vehicle with less than 3,5 tons), it is not
a public parking lot.
1.19. Are there any future building investments
planned for the GynCentrum, mainly those concerning the buildings on the plot 7/3 (garages or
warehouses in the vicinity of the church)?
None are known at this moment.
1.20. In the document no. 10 - extended situation
- of the competition documents there is the competition area marked bigger than in the document
no. 2 - competition area. Should we consider as
valid the document no. 2 or no. 10, including the
front space of the swimming pool?

1.21. Is the supporting wall at the south wall of
the building no. 67 on the plot 68/2 owned by the
municipality? This wall is not drawn in the situation in the competition documents. Is it required
to preserve the wall as it is or can we consider its
modification or its demolition?

2. building program
2.1. Question concerning 2.2 of the Building Program, where the traditional character in the style
of village architecture of the design is mentioned.
Should we understand that the gable/peaked roof
is merely recommended or is it a requirement for
the design so that it has the same form as the surrounding buildings?
The design proposal is required to be in accordance
with the master plan, which states: For preserved
historical cores of former independent municipali-

regulativ je platný do doby schválení podrobnější
územně plánovací dokumentace pro předmětná
území.
2.2. Je mozne definovat kolik metru ctverecnich
se pozaduje pro Kavarnu a kolik pro Knihovnu?
V programu nejsou definovány plochy. Je na soutěžících, aby dle typu, výšky, šířky regálů stanovili
plochu knihovny. Relevantní je počet svazků, který
je stanoven na 12.000 svazků ve volném výběru.
Pro kavárnu je relevantní údaj 50 hostů.
2.3. Je preferováno použití konkrétních materiálů
nebo je tato volba čistě rozhodnutím účastníka
soutěže?
Použití materiálu je na rozhodnutí soutěžících.
2.4. Je možno spojit zázemí pro návštěvníky, do
jednoho celku?
Ano. Viz. Stavební program.
2.5. Je potřeba, aby měla kancelář z bodu 3.3
programu přímé denní osvětlení (okno)?
Ano, jedná se o denní pracoviště, dle předpisů je
nutné, aby mělo denní osvětlení.
2.6. V programu je zmíněn prostor pro „ozvučení“. Mohli byste prosím vysvětlit funkci této
místnosti? Případně, jsou-li nějaké nároky na její
umístění?
Jde o prostor pro společné technické zázemí,
samostatnou kabinu pro zvukovou režii nepředpokládáme.
2.7. V programu je zmíněn „sklad nábytku“. Mohli
byste prosím vysvětlit, jaký nábytek zde bude
uskladňován? Jedná se o 100 židlí z multifunkčního prostoru? Nebo také židle a stoly z kavárny?
Jedná se o zázemí sálu - 100 židlí, 10 stolů a rezerva pro pohodlné uskladnění.
2.8. Stavební program – kavárna = jak přesně
rozumět tomu, že kavárna slouží současně jako „
… informační centrum, recepce …“ …například
tak, že na baru kavárny dostanu klíče od klubovny
nebo informace třeba o programu a podobě ?
Ano.
2.9. Ohledne umisteni stavby pod uroven terenu.
Dle fotek je videt, ze stavebni parcela je dnes po
vybourani sklepu byvalych objektu o neco nize nez
okolni uroven terenu
Ano, stavbu je možné umístit i pod úroveň terénu.
2.10. V bodu 2.2 Stavebního programu je uvedena
„jednotná výšková regulace území maximálně 2
nadzemní podlaží a sedlová střecha s možností
využití podkroví“. Je dána regulace pouze podlažností, nebo i nějakými konkrétními výškami např.
výška hřebene apod.?

3. Zahrada
3.1. Jakou formu využití zahrady vyhlašovatel
předpokládá? Bude zahrada přístupná veřejnosti
bez omezení nebo pouze v určité provozní hodiny

ties there is a height regulation of maximally two
above-ground floors and sloping roof with the
possibility of use of the attic. This height regulation
is valid until a more detailed documentation is approved for the area in question.
2.2. Is it possible to define how many square meters are required for the Café and how many for
the Library?
The surface areas are not defined in the program.
It is up to the contestants to define the area of
the Library based on types and dimensions of the
bookshelves. The number of books is relevant, it
will be 12.000 copies in free selection. For the Café
the number of 50 guests is relevant.
2.3. Is there any materiality in particular the
organization prefers or is free decision of the
participant?
The choice of materials is up to the contestants.
2.4. Is it possible to join the visitors area into one
whole space?
Yes. See the Building Program.
2.5. Is it required that the office from the paragraph 3.3 of the Building Program a direct light
(window)?
Yes, it is a work space for daily work, according to
the regulations it is necessary that there is day light.
2.6. In the program a space for “sound reproduction” is mentioned. Could you please explain what
the function of the room is? And if there are any
requirements for the location?
It is a space for common technical facilities, a
separate room or cabin for sound control is not
required.
2.7. In the program a “furniture storage” is mentioned. Could you please explain us what furniture
needs to be stored there? The 100 seats from the
multifunctional space? Or also chairs and tables
from the café?
It is a storage for the multipurpose hall - 100 seats,
10 tables and a reserve for comfortable use.
2.8. Building Program – Café = how to understand
exactly that the Café should also serve as a „…
information centre, reception…“ can it work, for
example, like getting keys from the clubroom or
information about the program at the café bar?
Yes.
2.9. About placing the building under the ground
level. According to the photos it is visible that the
site is today, after the demolition of the cellars of
the former buildings, lower than the level of the
surrounding terrain.
Yes, the building can be placed under the level of
the terrain.
2.10. In 2.2 of the Building Program there is “a
uniform height regulation of maximally 2 aboveground floors as well as a peaked roof (with the

3.2. Bude zahrada komunitního centra oddělena

Ano, s ohledem na odpověď 3.1.
3.3. Předpokládá se kontrolovaný přístup do zahrady a vjezd na pozemek (např. možnost
uzavření v nočních hodinách)?

3.4. Kdo bude zajišťovat údržbu zahrady - vlastník
pozemku, městská část, provozovatel KC
nebo někdo jiný?
Dosud nebylo stanoveno.
4. Rozpočet
4.1. V dokumente 15_H55_propocet_investic...
je uvádzaná jednotková cena 1 CZK pre všetky
jednotky, je na súťažiacich navrhovať vlastné
jednotkové ceny?
Ano, soutěžící mají navrhnout cenu a uvést způsob, metodiku nebo standard, dle kterého je cena
zpracovaná. V tabulce 15_H55_propocet_investic.
xls je ve spodní části tabulky rámeček, ve kterém
je třeba vypsat způsob nebo standard kalkulace
ceny.
4.2. Jsou architektonické honoráře součásti částky 22 mil Kč?
Ne.
4.3. Je dokument 15_H55_CALCULATION_INVESTMENT_COSTS.xls modelem jak vytvořit „cenovou nabídku projekčních prací: -dopracování
návrhu stavby, -dokumentaci pro územní rozhodnutí, -stavební povolení, -realizační dokumentaci,
-dokumentaci pro výběr zhotovitele, -autorský
dozor“? Pokud není, můžete vysvětlit blíže jak
„cenovou nabídku projekčních prací vytvořit“?
Není, viz. odpověď 4.5.
4.4. Co je cílem Cenové nabídky architektonických práci. Je to následovně na dohodě mezi
architektem a investorem? Anebo bude vítězný
tým mít možnost vyjednávat cenu?
Smyslem cenové nabídky je, aby měl investor
vstupní informace pro budoucí jednání s oceněnými týmy.
4.5. Celkový rozpočet uvádí i položku Architektonický honorář. Můžete potvrdit že se jedna jen o
honoráře pro architekta, anebo se jedna o celkovou kalkulaci projekčních práci včetně inženýrů? A
je to bez poplatků povolení?
Struktura nabídky by měla být následující (jedná se
o kompletní cenu za veškeré služby, které investor
zaplatí architektům, a to včetně inženýrů a profesí): dopracování návrhu stavby, dokumentace pro
územní rozhodnutí, stavební povolení, realizační
dokumentace, dokumentace pro výběr zhotovitele, autorský dozor. Bez poplatků za povolení.

the community centre).
It must be possible to lock the garden. It will be
accessible for public with certain limitations not
related to the operation of the community centre.
3.2. Will the garden of the community centre
separated from the street and from the parking
access and supply driveway to the GynCentrum by
fence or some other type of separation?
Yes, with regards to the answer 3.1.
3.3. Will the access to the garden and to the site
be controlled (e.g. possibility to close it down
during nighttime)?
Yes, see answer 3.1.
3.4. Who will maintain the garden – the site’s
owner, municipality, community centre or someone else?
It has not been determined yet.
4. budget
4.1. In the document 15_H55_investic_calculation… there is a unit price 1 CZK for every unit, is
it up to the contestants to come up with their own
unit prices?
Yes, the contestant should propose a price and
indicate the manner, method or standard, according to which it was calculated. In the lower part
of the document 15_H55_CALCULATION_INVESTMENT_COSTS.xls there is a box for description of
the method or standard.
4.2. Is the architect’s fee included in the
22.000.000 CZK?
No.
4.3. Is the file 15_H55_CALCULATION_INVESTMENT_COSTS.xls an model document to create a
“Price offering for design work: -completion of
building design,-documentation for zoning decision, -construction permit, -realization blueprints, -documentation for choice of contractor,
-authorial supervision”. If it’s not, Can you explain

The Annotation is a separate appendix of a competition entry, which can be joint with the Text
section. When separate, it should be marked
according to the point 7.1. The Annotation should
be in the same language as all the competition
entry. In point 6.1.2 of Competition Conditions
was stated by mistake that only English version is
needed. The point 3.4 is correct, the Annotation
can be either in Czech, or in English, nevertheless
a bilingual version is recommended. All the other
parts can be either in Czech, or in English.

annotation either in Czech or English language,
however in 6.1.2 it is clearly only English language.

s adresou prijemce?
Všechny části dohromady budou v tuhých deskách, aby nedošlo k poškození panelů při manipulaci. Není nutné zdvojovat toto balení další
obálkou. Zároveň je nutné zajistit, že při manipulaci nedojde ke ztrátě některých z příloh, proto je
nutné zajistit tyto tuhé desky dalším papírem.
11.3. Oznaceni navrhu podle bodu 7.1 se tyka vzdy
pouze prvni Strany ( Obalu ) priloh nebo napr. v
pripade textove casti musi byt tato znaceni na
kazde strane? Poradi priloh muzeme zvolit libovolne?

9.3. I am a Romanian architect registered in the
Romanian Order of Architects, currently living and working in Paris. I wish to participate
in the competition with an Australian designer,
without an architectural qualification, also living
and working in Paris. We are both employees of
Japanese Architectural offices that have projects
in France. We would really like to participate in
the competition however do not have a registered
business. Do we qualify to participate by forming a
team and applying under the status as Individuals?
If at least one of you is registered architect in EU
according to the point 4.1.f, you can participate.
We have checked that there is the Chamber of Architects of Romania and you are stating Romanian

down, but it is best to indicate the Chamber of the
country, from which the entry is sent.
12.2. Should the proposal from another country
apart from Czech Republic be sent by 31 March
(so the package will arrive to the delivery address
some days after 31 March)? Or should this proposal be at the filing office of the district town hall
of Prague 14 by 31 March?

sender is obligated to ensure that the design is
delivered to the address of the announcer within
the set deadline 31st March at 2 p.m.

in a rigid packing, so that the panels do not get
damaged. It is not necessary to double this wrapping by another envelope. It must be ensured that
