Mission
The Community Foundation of the Euroregion
Labe
is
a
nongovernmental
organization,
which works towards an open community and
improved living conditions in the Euroregion
Labe.
The Community Foundation of the Euroregion Labe fulfils
its mission:
by supporting various groups of people, bridging the public
and private sectors, and mapping the needs and problems
of the community of Ústí nad Labem;
by co-creating a platform for citizens, businesses and NGO
representatives where they can meet local and central
government representatives to search for and initiate
shared visions and tackle problems;
by contributing to the solution of current and future issues
through fundraising and issuing grants for social and health
services, the environment, culture and the arts, education,
and local development.

FOREWORD
LADIES AND GENTLEMEN,
through our Annual Report 2005, we would
like to inform you about the activities we
were involved in during the last year and
the results we achieved with support from
many of you.
In terms of quantitative indicators, the
foundation considers 2005 to be a year of
three superlative achievements:
The foundation managed to generate
the largest volume of donations in its
twelve-year history – in 2005, enterprises,
individuals and Czech and foreign foundations made donations to the foundation
totalling CZK 3,905,879.
We distributed the largest volume of
grants since the foundation’s establishment – we provided grants to NGOs and
individuals totalling CZK 2,460,380, i. e.
nearly CZK 50,000 per week.
We supported the largest number of
publicly beneficial projects to date – we
awarded 107 grants to projects covering
a highly diverse range of activities.
We also continued introducing innovative
approaches in the field of local philanthropy, creating two new donor-named
funds and one field-of-interest fund. We
also focused on promoting and implementing the idea of permanent parts of
funds which we consider to offer great
potential and represent the future of local
philanthropy. We increased the quality of
services offered to donors with the aim to
be as constructive as possible in complying with the diverse philanthropic ideas
and goals of our current and prospective
donors.
Of our other activities, I would like to
highlight the fact that, in 2005, we became
the leader of a process aimed at fostering more community foundations in the
Czech Republic. We launched procedures
that I am confident will gradually lead to
the establishment of new community
foundations during the upcoming year,
and perhaps even to the formation of an
association of community foundations.
In my opinion, this would contribute considerably to a wider understanding of the
community foundation concept among
various target groups.
I would like to thank all those who contributed to the activities of our foundation
in the last year: to local companies, individuals, and donors at home and abroad
for their financial contributions; to local
institutions and partners for their intensive
cooperation; to those who implemented
grant-assisted projects for their contribution to the revitalization and development
of our community, and to foreign partners
for their valuable exchange of know-how
and experience.

DONORS FORUM IN THE CZECH
REPUBLIC
The Donors Forum in the Czech Republic was
established in 1995 as a non-profit initiative
of donors operating in the Czech Republic.
The Donors Forum now draws together Czech
foundations, endowment funds and corporate
donors in three sections. The mission of the
Donors Forum is to support donor activities, to
increase the quality of the approach to philanthropy in the Czech Republic, and to promote
donors’ interests. Our foundation is one of 35
member foundations in the foundation section
of the Donors Forum. For more information see

SUPPORT PROVIDED TO THE DEVELOPMENT OF COMMUNITY FOUNDATIONS
IN THE CZECH REPUBLIC
Our foundation adopted the principles of
community foundations nearly ten years ago.
During this time it has built up ample knowledge and skills in community philanthropy
and has established cooperation with many,
mostly foreign, entities involved in community
foundation development. In spring 2005, the
foundation decided to become a leader in the
process of disseminating information about the
community foundation concept in the Czech
Republic and to assist the setting-up of other
community foundations in our country. We
managed to obtain an initiatory grant from the
VIA Foundation to implement these ideas, and
towards the end of the year our foundation
was promised support from EU funds for the
further development of the process. The most
important event of 2005 was a seminar with
Peter deCourcy Hero, President of the Community Foundation Silicon Valley, California,
which our foundation organized in October
2005 in Prague. The seminar was attended by
17 representatives of Czech foundations and
civic initiatives as well as individuals interested
in the community foundation concept.
TCFN – TRANSATLANTIC COMMUNITY
FOUNDATION NETWORK
In 2005, the third phase of the Transatlantic
Community Foundation Network programme
was started. The main pillars of the programme
include internships focused on exchanging experience, a virtual “academy” tackling identified
current topics that are common to community
foundations on both sides of the Atlantic, and
plenary sessions enabling participants to meet
annually and share their success stories and the
challenges faced by community foundations all
around the world.
The programme is organized by Bertlesmann
Stiftung, a German foundation, in cooperation
with the Charles Stewart Mott Foundation, USA.
In addition to our foundation, more than fifty
other American and European community foundations take part in the programme. For more

ÚSTÍ NAD LABEM INVESTORS CENTRE
The Ústí nad Labem Investors Centre is an
association without legal personality whose
members are the City of Ústí nad Labem, the
Regional Development Agency for the Euroregion Labe, the Community Foundation of the
Euroregion Labe, the District Chamber of Commerce in Ústí nad Labem, and the Labour Office
in Ústí nad Labem.
The main objectives of the Investors Centre are
to create conditions which will attract investors
to the Ústecko Region, to increase investors’
awareness of local investment opportunities,
to promote the Ústecko Region as a location
ready for new investors, and to establish active
communication with prospective investors. Our
foundation’s primary role in the Investors Centre is to provide new investors with services in
the field of corporate social responsibility and
to offer a neutral environment and conditions
facilitating public-private partnership projects.

SUPPORT FOR THE NGO SECTOR
WE REALIZE THAT SUPPORTING THE LOCAL NGO SECTOR SOLELY BY AWARDING GRANTS IS NOT ENOUGH
FROM THE ASPECT OF A COMMUNITY FOUNDATION. WE BELIEVE THAT NGO SECTOR SUSTAINABILITY
IS BASED ON THE OPPORTUNITY FOR REGULAR TRAINING, NGOS’ ABILITY TO PREPARE PROJECTS,
A GOOD KNOWLEDGE OF AVAILABLE FINANCIAL SOURCES TO FUND THEIR IMPLEMENTATION, AND
COMMUNICATION AMONG NGOS ENABLING THEM TO SHARE THEIR PLANS AND GOALS.
INFORMATION SUPPORT
During the year, we regularly informed NGOs
about current events taking place within the
NGO sector in the Euroregion Labe. In particular, our news contained information about grant
schemes and their closing dates, training possibilities and job vacancies in the NGO sector,
including offers to cooperate on projects from
local, national and foreign NGOs.
In 2005, we continued developing and updating
our database of details about entities operating
in the public space of the Euroregion Labe with
whome we had established contact. The database currently has more than 1,520 entries and
is used by NGOs when they wish to approach
specific target groups en masse.
MAPPING OF NEEDS AND POTENTIAL
In September 2005, in cooperation with the Association for Community Education, the Community Work Centre advisory organization, and the
Labour Office in Ústí nad Labem, we started to
implement the “Strategy” project with the aim of
building up the capacity and enhancing the professional management of NGOs providing services to groups at risk of social exclusion in the Euroregion Labe. This eighteen-month project has
been co-financed by the European Social Fund
and the national budget of the Czech Republic.
In the preparatory phase of the project at the
end of 2005, we used a questionnaire survey to
map the training needs of small and grassroots
NGOs in the Euroregion Labe as regards their ca-
pacity building. We are going to make use of this
feedback to optimize the content and form of
the training sessions that we have been preparing for NGOs in 2006.
NGO SECTOR PROMOTION
In spring 2005, we organized a touring exhibition presenting projects successfully implemented in the Euroregion Labe. The objective was to
provide information about NGO activities and to
increase awareness of them among the general
public.
TECHNICAL ASSISTANCE AND TRAINING
Through group and individual consultations organized as part of the first competitive round
of a grant scheme of the T-Mobile Fund and
the 9th and 10th competitive grant round of the
foundation, we helped grassroots organizations
develop projects which were later submitted to
be considered for a grant from the foundation.
We provided individual advisory services to dozens of other NGOs to help them identify suitable
partners and the financial sources they needed
to implement their projects.
By September 2005 we had implemented the
project of the “Development of Local Civic Initiatives in Small Communities” in cooperation with
the Community Work Centre, an advisory organization. The cornerstone of the project, which
was co-funded by the Government of the United
States of America, was a training and assistance
programme focused on developing the NGO sector in rural and peripheral areas of the Euroregion Labe with the aim of passing on knowledge
and experience in the basics of NGO management to grassroots organizations.

COMMUNITY INVOLVEMENT
WE BELIEVE THAT IT IS IMPORTANT TO INVOLVE THE GENERAL PUBLIC ACTIVELY IN COMMUNITY
EVENTS TO IMPROVE LIVING CONDITIONS AND AND THE PLACE WHERE WE LIVE. IN OUR HISTORICAL
AND GEOGRAPHIC SITUATION, IT IS ESPECIALLY IMPORTANT TO CREATE LASTING BONDS WITH THE
PLACE WHERE PEOPLE LIVE AND WORK. THIS PROGRAMME THEREFORE TARGETS YOUNG PEOPLE
THROUGH THE YOUTH ADVISORY COMMITTEE PROJECT.
YOUTH ADVISORY COMMITTEE
The Youth Advisory Committee (YAC) is a group
of young people from 15 to 25 who have been
provided with support by the Foundation to develop various activities aimed at community development.
The Youth Advisory Committee has the
following goals:
to enable young people to implement their
own projects that will reflect the needs and
assets of the local community, as identified by
the Youth Advisory Committee;
to help young people develop an active and
responsible approach to the community in
which they live;
to familiarize young people with the activities
of the not-for-profit sector, especially those
carried out by foundations, and thus introduce
them to fields that they might find attractive
for future professional or voluntary work.
In 2005, the Youth Advisory Committee had
twelve members, students studying social work
and social policy at the Faculty of Social and Economic Studies of the local J.E. Purkyně University,
who worked towards the YAC’s goals and were
involved in the activities described below.
SELECTED YAC ACTIVITIES
In 2005, the Youth Advisory Committee held its
5th competitive grant round in the TEENTOWN
grant scheme, which enables 15- to 25-year olds
to seek financial support for their projects implemented in the district of Ústí nad Labem.
In this context, it is necessary to highlight the
fact that most of the distributed funds were provided by local donors, both natural persons and
legal entities, who were addressed directly by
the YAC’s members.
In July, the Youth Advisory Committee went to
a meeting held in the picturesque region of the
Low Tatras, Slovakia. The meeting, attended by
fifteen volunteers from the Community Foundation of the Euroregion Labe, the Community
Foundation of Prešov, and the Healthy City Community Foundation of Banská Bystrica, lasted
five days, from 3 July to 7 July 2005. During this
time, the volunteers exchanged information and
experiences from their participation in a similar
programme operated under community foundations, spreading the idea of Youthbanks.
From April until the end of October, the YAC implemented one of its most successful projects of
so far, called “Painting the Wall”. The last part
of the project was finished on 11 October, when
the wall of the local company Spolchemie was
painted with speech bubbles. About 100 speech
bubbles containing pictures in street-art and graffiti styles were designed by students from eleven
schools in Ústí nad Labem. The students themselves came to paint their pictures on a selected
part of the Spolchemie wall in Solvayova Street.
The organization of the project was overseen by
the Community Foundation of the Euroregion
Labe and Klub Relaks. Expert support and consultation was provided by Tomáš Jelínek (Sake
33), an artist creating pictures in street-art and
graffiti styles. This project for nearly CZK 100,000
was supported by Spolek pro chemickou a hutní
výrobu, a. s., the Make a Connection Programme,
and the Czech National Agency Youth.
In the same period of 2005, a survey called
“Where with Ústí 2005” was conducted, involving
47 students from primary and secondary schools
in Ústí nad Labem. The goal of the survey was to
identify places which young people in Ústí nad
Labem like or dislike most. The survey outcomes
are used as a basis for further activities.
Thanks to support from the Czech National
Agency Youth, the YAC was able to issue new
promotional material about its activities and
a large handbook, in Czech, Slovak and English,
on Youthbank, i.e. the programme serving as an
inspiration for the YAC.

DONOR SCHEME
ESTABLISHING RELATIONSHIPS WITH DONORS AND RAISING FUNDS TO SOLVE THE COMMUNITY’S
CURRENT AND FUTURE NEEDS AND PRIORITIES IS THE CORNERSTONE OF PERHAPS EVERY COMMUNITY FOUNDATION. BESIDES EFFORTS TO ACHIEVE FULL FINANCIAL INDEPENDENCE FOR OUR COMMUNITY FOUNDATION, OUR STRATEGY FOCUSES ON ESTABLISHING A WIDE ENOUGH DONOR BASE
COVERING CORPORATE AND INDIVIDUAL DONORS LIVING, WORKING, OR OPERATING IN ANY OTHER
MANNER WITHIN OUR COMMUNITY.
In 2005, the foundation raised donations and contributions totalling CZK 3,905,878.54.
GRANT SCHEME
WE VIEW OUR GRANT SCHEME, I.E. THE DISTRIBUTION OF THE FOUNDATION’S FINANCIAL CONTRIBUTIONS, AS AN INCLUSIVE PROCESS ENCOMPASSING SEVERAL ASPECTS: THE OUTSTRETCHED HELPING
HAND OF LOCAL DONORS, THE SUPPORT OF PROJECTS SELECTED IN A COMPETITIVE PROCESS ON
THE BASIS OF A BROAD EXPERT DISCUSSION, AND THE PROFILING OF APPROACHES ADOPTED BY THE
FOUNDATION TO PUBLIC MATTERS. AT THE SAME TIME, WE BEAR IN MIND THAT THE DISTRIBUTION
OF FUNDS IS ONLY ONE PART OF A COMPREHENSIVE MECHANISM, THE MOST IMPORTANT PURPOSE
OF WHICH IS TO PROMOTE MUTUAL COMMUNICATION AND COOPERATION.

OPEN FUND FOR COMPETITIVE GRANTS
DONOR’S STORY – ANDREA BEDNÁŘOVÁ, ENVIROCONT, s. r. o.
Envirocont s. r. o. was established in 1998 with
the aim of providing comprehensive environmental protection services It started collaborating with the Community Foundation of the
Euroregion Labe in 2001. “I decided to develop
our cooperation with the community foundation in this systematic way in particular because
I believe that donorship and philanthropy are
an important issue. Everybody should assist
good and useful causes as far as they are able,”
said the executive director of the company, Andrea Bednářová.
Since then, the company s management has
selected environmental projects from the
project pool . In the project pool, the foundation collects and regularly updates publicly beneficial projects from competitive grant rounds.
Prior to inclusion in the pool, every project is
evaluated by an expert commission, and only
those projects that meet the criteria set by the
foundation become a part of the pool. “Thanks
to the possibility of choosing a project from the
project pool, I can help implement interesting
projects in the region where I live, and feel
good about funds spent in an efficient manner,”
said Andrea Bednářová. “The foundation monitors the project during its implementation and
hands over a final report to the donor when the
project is completed. In this way, I can check
what has been done with the money I donated,
to whom and how the money helped.”
If a donor does not have a clear idea of
a specific project or charity organization
they would like to support and is willing
to leave the choice up to experts, then
the foundation recommends channelling
donations into what is called the Open
Fund for Competitive Grants. There, funding is pooled for subsequent distribution
through competitive grant rounds to various good causes in the districts of Děčín,
Litoměřice, Teplice, and Ústí nad Labem.

BENEFICIARY’S STORY – FILIP HUŠEK, YMCA ÚSTÍ NAD LABEM
Competitive grant rounds can be compared
to open competitive tendering where any
NGO may submit a project in the field of
social services, environmental protection,
culture and the arts, training and human
resources, or in an unspecified area of
interest. The foundation’s independent
expert commission always evaluates these
projects twice a year and makes grants to
them, taking into account the amount of
collected funds.
As part of its competitive grant round, the Community Foundation of the Euroregion Labe annually administers about 150 applications for
grants. However, the foundation does not have
the capacity to satisfy all received applications,
and so it creates a project pool which is presented both to companies and individuals who
can choose a project at their discretion a donate
money to support it. The foundation is thus able
to ensure a synergic effect by combining the
strength of multiple donors to support selected
publicly beneficial NGOs.
This was how a project of the YMCA civic association in Ústí nad Labem was assisted which was
aimed at building a fun-corner for children in the
garden of the Dominican monastery in Ústí nad
Labem. The project is a part of the process of
transforming the monastery garden into a place
offering tranquil and restful moments in the centre of Ústí nad Labem.
Filip Hušek had been planning to develop such
a place since he joined the organization in 1998.
„Of course, I had more ideas of what to improve,
but the one to build a multifunctional YMCA
centre for the Ústí nad Labem Region came out
tops,“ said Filip Hušek, CEO of the organization.
Nevertheless, a lot of money and many people
are needed to implement major projects. Therefore, applying for financial support was a must.
„Thanks in part to a grant from the community
foundation, YMCA in Ústí nad Labem can offer
another space where not only parents and children can meet and make new friends, but also
young people can come along who wish to pass
their free time in a meaningful way. Naturally,
this pleases me and motivates me in my further
work leading to the development of charitable
activities enabling children, young people and
the young at heart to pass their free time in
a valuable manner,“ concluded Filip Hušek.

DONOR-NAMED FUND
DONOR’S STORY – LADISLAV PLINTA, MĚĎ POVRLY a. s.
Although the donor-named Fund Měď Povrly was
established in 2005, the company has been committed to supporting NGOs for a long time. It
aims its philanthropic activities primarily at NGOs
operating in the location where the company has
its registered office, i.e. in the districts of Děčín
and Ústí nad Labem. Ladislav Plinta, CEO of Měď
Povrly, a. s., says of philanthropy: “My philosophy
as regards donations is – provide help where
you see some sense, where you see somebody
who is directly dependent on the donation, or
whose life may be improved thanks to the donation. This is the reason why I – for example – do
not like anonymous beneficiaries. Not so much
because I would suspect them of misusing the
money for other purposes, but because I am simply not given the chance to establish a personal
relationship and to judge the situation.”
For most companies, a donor-named fund
is an expedient communication tool, with
respect to the company‘s management, its employees or the general public. As regards grantseekers, the fund may play the role of a “firewall”.
In practice this means that the foundation may
take over from the company the whole agen-
da of communication with NGOs. “You see,
I receive tens, maybe hundreds of requests for
donations. It is very difficult to make a decision
in this situation and I would never like this relatively nice activity of ‘giving’ to cause trauma to
me and make me doubt whether I should have
given a donation to somebody else, somewhere
else or in another form. This is the reason why
I would like to gradually entrust the foundation
with this activity as it has its own tools for grant
distribution, and I believe the foundation will do
it in a better way. As a business, we are specialists in manufacturing copper and yellow brass
products, and the community foundation, on the
other hand, is a specialist in the field of philanthropy,” said Ladislav Plinta.
If donors (individuals or corporations)
have drawn up their own donor (corporate) strategy or need support in shaping
it, and if they want to track how their
charitable work affects the development
of the community where they live or work,
the foundation recommends that they
establish a donor-named fund to be administered by the community foundation.
A donor-named fund is usually named
after its donor and is closed in nature, i.e.
only the donor who established it makes
contributions to the fund. By previous
agreement with the community foundation, the donor determines the organizations and projects to be supported from
the fund, and whether they are going to
be supported on the basis of competitive
grant rounds organized on behalf of the
donor by the community foundation, or
whether the donor will select the donee
on its own.

DONOR-NAMED FUND
BENEFICIARY’S STORY – JARMILA ŠKODOVÁ, POVRLY SENIORS CLUB
The advantage of a donor-named fund
over conventional corporate philanthropy,
where a company itself annually supports
several selected organizations, lies mainly in the simplicity, transparency, and
economic efficiency of the entire process.
Another interesting aspect of the fund is
the possibility of creating a permanent
part and, thus, a permanent reminder of
the donor’s philanthropy if he stops donating to the fund.
This year, the Seniors Club in Povrly celebrated
its 25th anniversary. Since 1981, the Club’s has
had several chairpersons. In 1995, the leadership
was taken over by Jarmila Škodová. As she had
been a full member of the club for a long time,
after her election as chairwoman she had a firm
idea of what she could change or improve in the
club’s yearly programme. Her mission has been
to involve the club’s members in various activities, including Easter egg decorating, organizing
parties to mark St Nicholas’ Day or various trips
and visits to theatres. “Personally, I am glad that
we managed to organize a series of lectures as
it was necessary to inform seniors about the nutrition suitable for their age, social benefits and
safety outside and inside their homes.”
These club activities are annually supported by
contributions from Měď Povrly, a. s. through its
donor-named fund administered by the Community Foundation of the Euroregion Labe. The Seniors Club is one of five organizations which the
company has been cooperating with on a longterm basis, which includes providing financial
support.
“I have been leading the Seniors Club for long
enough to learn about people’s mentality.
I know and see what a good word, caress and
a handshake mean for them. They are grateful
and able to appreciate what the club does for
them. Nevertheless, we could not do anything
without financial means. We are really lucky to
get assistance from nice donors, because we do
not have sufficient financial capacities to cover
the costs of our activities,” Jarmila Škodová said
as she expressed her thanks.

FIELD-OF-INTEREST FUND
DONOR’S STORY – ZUZANA HOFMANNOVÁ, HUDY SPORT ÚSTÍ NAD LABEM
One of the field-of-interest funds administered
by the Community Foundation of the Euroregion
Labe is the TEENTOWN Fund. The fund’s objective is to support small projects of up to CZK
3,000 which are implemented in the Ústí nad
Labem Region by young people aged between
15 and 25. Since the beginning of the fund’s
operations, its financial means have been distributed through TEENTOWN competitive grant
rounds, i.e. anybody who is interested and meets
the conditions that have been set in advance can
submit a project.
The fund’s objective, as mentioned above, has
already appealed to several donors who have decided to make regular contributions to it. Zuzana
Hofmannová from the HUDY sport shop in Ústí
nad Labem is one of them.
“Because I also need financial assistance for my
sports activities from time to time, e.g. for my
expeditions to the Himalayas, I know how difficult it is to find a sponsor. Thus, when I can help,
even if my donation is small, I do it, especially
when the money is directed to support young
people.”
Small help does not necessarily mean insignificant help, and the word “small” is relative. In
many cases, initial small donations attract more
donors in the course of time. In this way the
notional wheels of philanthropy are set in motion. “It was a pleasant surprise for me to see
the amount which was collected in the fund during the year and could be used for the projects
of young people who wanted to do something.
Many times several hundred crowns are enough
for them to carry out many useful projects,” confided Zuzana Hofmannová.
Thanks to donations provided by people such
as Zuzana Hofmannová, dozens of projects by
young people from the Ústí nad Labem Region
can be supported by the fund annually. The
projects are aimed, for example, at bridging literature and visual arts, or at table football tournaments for teenagers in the Ústí nad Labem
Region.
If a donor has an idea of what could
be improved in the districts of Děčín,

BENEFICIARY’S STORY – KLÁRA ŽITŇANSKÁ
Every field-of-interest fund has a permanent part that will ensure its sustainable
operation in the future and returns on
investments made within the scope of this
permanent part.
Klára Žitňanská was studying at secondary school
in Ústí nad Labem when she came across the possibility of submitting an application for a grant in
a TEENTOWN grant round. At the time, she had
already been intensively involved in photography
for four years and taken part in several group exhibitions. However, she had not had a chance to
present her work separately. And thus she conceived the idea of organizing her own solo exhibition of black-and-white pictures entitled Ústí
Day by Day. “I had an idea ...to take pictures of
people in the streets of my hometown, to embody their moods, attitudes and charisma...but
this was complicated by insufficient funds,” says
Klára Žitňanská, smiling as she recalls the situation.
But, as in the times of the luminaries of old, a patron appeared. All she had to do was write several pages, explain her vision – and help from the
community foundation was within reach. Awarded a grant, Klára was able to buy black-and-white
film, papers, chemicals and other gadgets and
to venture out into the city streets. Her efforts
resulted in sixteen 30 x 40 cm black-and-white
photos which were exhibited at the Gallery in
Ústí nad Labem for more than a month.
“The fact that it was my first solo exhibition was
something of a breakthrough in itself... like
achieving an artist’s Mecca,” Klára recalls. The
exhibition required her to create a topic-based
integrated set of pictures. She went on to use
part of it for her entry exams at FAMU (Film and
TV School of the Academy of Performing Arts),
where she was accepted.
Now a FAMU student, she says, “The grant from
the community foundation was hardly breathtaking in its amount. It was CZK 3,000, but it gave
me the chance to make my dream come true and
perhaps it helped me to open a door to another
world, the world of photography. This was the
effect that the project had on me.”

SYSTEM OF THE FOUNDATION FUNDS
THE FUND SYSTEM IS A TRANSPARENT AND SIMPLE WAY OF GIVING TAILORED DONATIONS IN LINE
WITH THE SPECIFIC REQUIREMENTS OF INDIVIDUAL DONORS. IT CAN BE BRIEFLY CHARACTERIZED AS
FOLLOWS:
Every donation given to the Community Foundation is put into one of its funds.
Every grant given by the Community Foundation is made from one of its funds.
The basic fund of the Community Foundation is the open fund for competitive grants.
The other funds are divided into field-of-interest funds and donor-named funds.
The field-of-interest funds are open to any donors to whom the fund’s objective appeals.
The donor-named funds are closed, and only the donor who established the fund can make donations to it.
In the distribution of a fund’s assets, most funds contain both permanent and temporary parts.
The permanent part of a fund (at least 10%) must not be drawn from the fund; it regularly increases in value, and this
yield is added to the temporary part.
The temporary part of the fund (a maximum of 90 %) is used to achieve the goals and mission of the fund.
The process of awarding grants from the funds is governed by the grant policy of the funds and rules set for grant
committees. Some of the funds advertise competitive grant-making rounds, others award grants without competitive
selection procedures.
Each fund has its own statute with a detailed description of the rules governing the fund’s financial management, its
grant policy, and other organizational and legal issues.
The minimum deposit required to establish a fund is CZK 15,000.

In 2003, our foundation became one of five Czech regional foundations
selected for an intensive part of a two-year programme in which we
focused on the development of tools to strengthen the institutional
and financial sustainability of the foundation, with the possibility of
establishing a platform for the discussion and exchange of information
concerning local philanthropy. In 2005 we received an incentive grant for
our fundraising success in 2004.
The objective of the two-year project, finished in the second half of 2005,
was to strengthen the economic independence of the foundation as
much as possible, especially by addressing new target groups of potential
donors, applying new fund-raising techniques, and developing services
and tools for donors.

EVALUATION OF THE ADMINISTRATION
OF THE GRANT FROM THE FOUNDATION
INVESTMENT FUND (NIF)
AS AT 31 DECEMBER 2005 THE COMMUNITY FOUNDATION OF
THE EUROREGION LABE RECEIVED GRANTS FOR THE FOUNDATION’S ENDOWMENT TOTALLING CZK 35,021,150 FROM THE
1st AND 2nd PHASES OF NIF GRANT DISTRIBUTION.
DISPOSAL OF 2005 PROCEEDS
The proceeds of the grant from NIF for 2005, calculated according to
Annexes No 2 or 6 to the Contracts on the transfer of funds earmarked
under Resolution No 413 of the Chamber of Deputies of the Parliament
of the Czech Republic for the support of foundations in the 1st and 2nd
phases were CZK 450,021.78.
Calculation:
The amount of the grant from NIF, i.e. CZK 35,021,150 x 0.5 x (PRIBID
1 year at the first calendar day of 2005, i.e. 2.71 % + PRIBID 1 year at the
first calendar day of 2005, i.e. 2.43 %) / 2 / 100 % = CZK 450,021.78.
The proceeds of the grant from NIF for 2005 were not drawn down in
2005. The proceeds will be used within the framework of the 11th and
12th grant round in 2006 to award grants supporting publicly beneficial
activities in the fields of social services, environmental protection,
culture and the arts, education and unspecified fields of interest in the
districts of Děčín, Litoměřice, Teplice and Ústí nad Labem (detailed grant
rules will be published in 2006).
DISPOSAL OF 2004 PROCEEDS
The proceeds of the grant from NIF for 2004 were
(CZK 853,755.55*) CZK 858,731.49 in total.
*) The number in the brackets corresponds to the book proceeds of 2004, the number following
the bracket expresses the actual amount of paid out dividends and interest for 2004.
The proceeds of 2004 were used during 2005 as follows:
a) To award a grant within the eighth grant round (CZK 17,200), 15 grants
within the ninth grant round (CZK 250,000) and 14 grants within the
tenth grant round (CZK 430,000). Altogether, CZK 697,200, i.e. 81.19
per cent of the total proceeds of 2004, were used for grants.
b) For the foundation’s administration, totalling CZK 161,531.49, i.e. 18.81
per cent of the total proceeds of 2004. The amount earmarked for
the foundation’s administration was used to cover part of wage and
operating costs related to the implementation of the foundation’s
grant scheme in 2005.
The grant rules and the list of beneficiaries who received grants from the
NIF proceeds of 2004 are stated in the chapter describing the 9 th and 10 th
grant rounds.
The proceeds of the grant from NIF for 2005, expressed as estimated dividends and interest for
2005 and recorded in the foundation’s accounts, were CZK 935,902.94.
EVALUATION OF THE RULE RESTRICTING
THE EXPENSES RELATED TO OPERATION
OF THE COMMUNITY FOUNDATION
Under Act No 227/1997 on foundations a restriction is imposed on the
operating expenses of a foundation, which must be stated in the Charter
of Foundation or in its Bylaws. The Community Foundation has limited its
operating expenses in accordance with Section 22(c) of the above Act as
follows:
“The total annual operating expenses of the Community Foundation shall
not surpass 30 per cent of its endowment, i.e. its balance valid on December 31 of the year under consideration.”
EVALUATION OF THE YEAR 2005:
In 2005, the operating expenses of the Community Foundation of the Euroregion Labe were CZK 2,135,838.53, i.e. 4.74 per cent of the endowment balance of the Community Foundation of the Euroregion Labe at 31
December 2005.

ON VERIFICATION OF THE MANAGEMENT
OF THE PROCEEDS FROM THE NIF FUNDS
Accounting unit: Community Foundation of the Euroregion Labe – audit of proceeds management
AUDITOR’S STATEMENT
We have audited the grant administration in accordance with Section 18 (2) (a) (6) of Act
No 171/91 and the management of accrued proceeds, as submitted to us. The body responsible
for bookkeeping and preparation of the administration and management overview is the competent
governing body. In our opinion the administration and management of the proceeds accrued from
the above mentioned grant in all material aspects truly and fairly reflect the prepared financial statements, annual report and overview of proceeds management in 2005.
The audit of the financial statements, annual report and overview of the proceeds management submitted by the Community Foundation of the Euroregion Labe as at 31 December 2005 is
in accordance with Act No 254/2000 on auditors, international auditing standards, especially with
respect to Directive No ISAE 3000, related application clauses of the Chamber of Auditors of the
Czech Republic, and with respect to Directive No 14 of the Chamber of Auditors of the Czech Republic – Auditor’s Report for Special Purposes. The body responsible for bookkeeping, its completeness,
conclusiveness and accuracy, and for the preparation of the financial statements is the governing
body of the accounting unit. The auditor’s obligation is to draw up a report based on its audit and to
issue an opinion on the use of the proceeds accrued from grants awarded by the transferor.
The auditor planned and performed the audit so as to obtain all information which is, to
its best knowledge, necessary for the verification and to provide reasonable assurance that the use of
proceeds is free of any material misstatements. The audit was carried out on a test basis with respect
to the importance of the reported facts. In our opinion, the audit provides a reasonable basis for us
to issue our statement. A check was also conducted to ensure that the sum utilized from the proceeds
did not exceed the sum stipulated in Section 22 (c) of Act No 227/1997 on foundations.
According to the audit of the management of the proceeds accrued from the funds of the
accounting unit, i.e. the Community Foundation of the Euroregion Labe, determined as at 31 December 2005 , the auditor from PRIMASKA AUDIT, a.s. hereby awards, as at 31 December 2005, the
accounting unit, i.e. the Community Foundation of the Euroregion Labe, with an

STATEMENTS AS AT 31 DECEMBER 2005
Accounting unit:Accounting unit: the Community Foundation of the Euroregion Labe – audit of proceeds managementt
We have audited whether the annual report of the Community Foundation of the Euroregion Labe for
the accounting period from 1 January 2005 to 31 December 2005 complies with the financial statements as at
31 December 2005. The body responsible for the accuracy of the annual report is the foundation’s management.
Our responsibility is to issue a statement on the compliance between the annual report and the financial
statements based on the conducted audit. We have conducted the audit in accordance with the International
Auditing Standards and related application clauses of the Chamber of Auditors of the Czech Republic. These
standards require an auditor to plan and perform an audit in such a way that would enable it to obtain
reasonable assurance that the information stated in the annual report which is taken or used from the financial
statements is, in all material aspects, in compliance with these financial statements. We are convinced that the
audit provides a reasonable basis for the issue of a our opinion. In our opinion all the information stated in
the annual report complies, in all material respects, with the above-mentioned financial statements.
On 30 March 2006, we issued the following report and statement on the financial statements:
We have audited the accompanying financial statements of the Community Foundation of the
Euroregion Labe as at 31 December 2005 in accordance with Act No 254/2000 on auditors, international
auditing standards, and related application clauses of the Chamber of Auditors of the Czech Republic. The
body responsible for bookkeeping, its completeness, conclusiveness and accuracy, and for the preparation of
the financial statements is the managers of the accounting unit. The auditor’s obligation is to draw up a report
based on its audit and to issue a statement on these financial statements.
The auditor planned and performed the audit so as to obtain all information which is, to its best
knowledge, necessary for the verification of the financial statements, and to provide reasonable assurance
that the financial statements are free of any material misstatements. The audit included verification of selected
data to check the completeness and conclusiveness of the amounts and information disclosed in the financial
statements. The audit also includes an assessment of the applied accounting principles and material estimates
made by the management, and, furthermore, an assessment of the adequacy of the overall presentation of the
financial statements. We are convinced that the completed audit provides a reasonable basis for us to issue the
statement.
In our opinion the financial statements present, in all material respects, fairly and truly, the assets,
liabilities, and financial position of the Community Foundation of the Euroregion Labe as at 31 December
2005, and its expenses, revenues and profit/loss for the accounting period of 2005 in accordance with the
accounting rules and regulations valid in the Czech Republic.

TRANSPARENCY
PROFESSIONAL AND INDIVIDUALIZED APPROACH
The foundation is a transparent tool for making donations; it organizes
competitive grant rounds, publishes an annual report, uses doubleentry bookkeeping, and undergoes an annual independent audit and
other checks. The foundation is a co-author and signatory of the Code of
Ethics of Foundations in the Czech Republic and an active member of the
Transatlantic Community Foundation Network.
The foundation offers all-inclusive services, including advising the donor
on how to shape their philanthropic objective, settling all administrative
issues and ensuring PR and publicity for the donation and activities
supported by it, supervising the implementation of the project and
keeping the donor informed continuously. The services also include
a proper account statement and evaluation of supported projects.
SYNERGIC EFFECT AND CONTINUITY
KNOWLEDGE OF THE SECTOR
The foundation is able to ensure a synergic effect by interlinking the
capacities of multiple donors channelling their support into selected
beneficial public projects. An interesting opportunity to make a donation
is the possibility to make a permanent donation or a part which will never
be spent, while only its annual proceeds will be used for the purpose
determined by the donor. Thus, donation continuity may be preserved
as well as a permanent reminder of the donor’s philanthropy if they stop
making donations through the foundation.
The foundation has a very good knowledge of the local NGO-sector
environment, annually identifying about two hundred different beneficial
public projects; it is prepared to provide information about priorities and
needs in individual areas of the public sector; it can advise on where to
channel funds.
