Peter Bugge The article offers a critical assessment of the functioning of democracy in the First Czechoslovak Republic. It is argued that the political system – the pluralistic and liberal qualities of which are recognized – was stabilized at the expense of some basic democratic principles. The President and the main Czech political parties shared a disregard for the formal aspects of democracy, and they repeatedly violated the letter of the Constitution for the sake of political efficiency. The Parliament was never allowed to function as a democratic instrument for conflict resolution, nor could the Constitutional Court serve as a guardian of democratic constitutionalism. These steps probably prevented the collapse of the democratic order in the chaotic early years of the Republic, but the continued tradition of informal decision-making in closed Czech elite forums (such as the Hrad and the Pětka) led to political stagnation and generated a widespread popular indifference towards the higher institutional arrangements of the state. The Czech population was willing to defend their state in 1938, but hardly anyone wanted to preserve its political system, which collapsed without resistance in the Second Republic. LA DÉMOCRATIE TCHÈQUE DE 1918 À 1938 – PARANGON OU PARODIE ? Peter Bugge L’article livre une évaluation critique du fonctionnement de la démocratie pendant la Première République tchécoslovaque. L’auteur soutient que le système politique – dont les qualités pluralistes et libérales sont reconnues – fut stabilisé aux dépens de quelques principes démocratiques de base. Le président et les principaux partis politiques tchèques gardaient quelques réserves à l’égard des aspects formels de la démocratie et violèrent à plusieurs reprises la constitution pour que le système politique continuât à fonctionner. Il ne fut jamais permis au parlement de fonctionner comme instrument politique pour régler les conflits et la Cour constitutionnelle ne put jamais assurer son rôle de garant du constitutionalisme démocratique. Ces mesures évitèrent très probablement l’effondrement de l’ordre démocratique au cours des premières années chaotiques de la République; mais cette tradition informelle de prendre des décisions, qui se poursuivit dans des cercles fermés de l’élite tchèque, tels que le Hrad (château) et le Pětka (commission des cinq) entraîna une stagnation politique et provoqua une indifférence générale populaire envers les choses qui avaient été arrangées au niveau institutionnel à un haut échelon de l’Etat. En 1938, la population tchèque était prête à défendre son Etat, mais il n’y avait pratiquement personne qui voulait conserver son système politique. Et celui-ci s’effondra sans résistance pendant la Seconde République. ČESKÁ DEMOKRACIE 1918-1938 – VZOR NEBO PARODIE? Peter Bugge Článek nabízí kritické přehodnocení fungování demokracie v první Československé republice. Autor je toho názoru, že ke stabilizaci politického systému, jehož pluralistické a liberální kvality uznává, došlo za cenu rezignace na některé demokratické principy. Prezident a nejvýznamnější české politické strany sdíleli jisté výhrady vůči fomálním aspektům demokracie a opakovaně porušovali ústavu, aby udrželi funkčnost systému. Parlamentu nebylo v žádné době umožněno fungovat jako demokratický nástroj urovnávání konfliktů a ani ústavní soud nemohl působit jako strážce demokratické ústavnosti. S velkou pravděpodobností nedošlo právě díky tomu v prvních chaotických letech republiky ke kolapsu demokratického zřízení. Pokračování v neformálním přijímání rozhodnutí však v uzavřených kruzích české elity – jakými byly „Hrad“ a „pětka“ – vedlo k politické stagnaci a velmi rozšířené netečnosti vůči dohodám, k nimž došlo na institucionálně vyšších úrovních státu. Roku 1939 bylo české obyvatelstvo připraveno bránit svůj stát, jeho politický systém, který se bez odporu zhroutil a přeměnil v druhou republiku, však chtěl zachovat jen málokdo. REAL-LIFE POLITICS: THE NATIONALITIES’ QUESTION IN THE CHAMBERS OF TRADE AND COMMERCE OF FIRST CZECHOSLOVAK REPUBLIC Christoph Boyer The conflict between the nationalities in the First Czechoslovak Republic extended to the chambers of trade and commerce. A long-term reduction in the numbers of Germans in their leading bodies, however, was not due to any systematic Czech policy of seeking to gain influence at their expense. Electing these leading bodies was a complicated process of consultations and quid-pro-quos with many pressure groups, factions and comparable groups of like-minded people participating; national affiliation being only one of a number of factors that had to be taken into account. Main argument in the present article is that Czech economy was fostered within the chambers not because it was Czech, but because it was largely middle-class, and the chambers vigorously and decisively advocated middle-class interests. In contrast, German economy was at a disadvantage not because it was German, but because it was largely industrial. LA POLITIQUE DANS LA VIE QUOTIDIENNE: LE PROBLÈME DES NATIONALITÉS DANS LES CHAMBRES DE COMMERCE ET DE L’INDUSTRIE PENDANT LA PREMIÈRE RÉPUBLIQUE TCHÉCOSLOVAQUE Christoph Boyer Le conflit des nationalités pendant la Première République tchécoslovaque eut aussi des répercussions sur les chambres du commerce et de l’industrie. La diminution à long terme de la présence allemande dans leurs comités dirigeants n’était pas due à une politique tchèque concertée visant à enlever des pouvoirs aux Allemands. La composition des comités dirigeants était le résultat d’un processus complexe de consultations et de négociations auquel participait un grand nombre de groupes d’intérêts, de factions et de clans. En fait, l’appartenance nationale n’était qu’un facteur parmi d’autres. Selon la thèse centrale, l’économie tchèque ne fut pas avantagée dans les chambres en tant que tchèque mais principalement en tant que moyennes entreprises, en imposant une solide politique d’intérêt s’appliquant aux entreprises de taille moyenne. Face à cette politique, l’économie allemande ne fut pas mise à l’écart en tant qu’allemande mais surtout en tant qu’économie industrielle. POLITIKA VŠEDNÍHO DNE: NÁRODNOSTNÍ OTÁZKA V OBCHODNÍCH A ŽIVNOSTENSKÝCH KOMORÁCH PRVNÍ ČESKOSLOVENSKÉ REPUBLIKY Christoph Boyer Nacionální konflikt se v období první Československé republiky dotkl také obchodních a živnostenských komor. Dlouhodobý pokles německé přítomnosti v jejich vůdčích grémiích ale nebyl důsledkem cílené české vyvlastňovací politiky. Obsazení vůdčích grémií bylo komplexním konzultačním a vyjednávacím procesem za účasti mnoha zájmových skupin, frakcí a klik; národní příslušnost zde představovala pouze jeden z mnoha faktorů. Robustní a ve schopnosti prosadit se velmi silná středostavovská zájmová politika nezvýhodňovala české hospodářství – tak zní centrální these – jako české ale převážně jako středostavovské. A německé hospodářství se naproti tomu neocitlo ve skluzu jako německá, ale jako převážně industriální ekonomie. MUSIC AS AN ELEMENT OF LEGITIMISATION FOR CZECH NATIONAL CULTURE IN THE INTERWAR PERIOD Rüdiger Ritter In the Czechoslovak Republic, music of the more sophisticated variety was an important means of legitimatizing, culturally as well as politically, a state that had been founded only relatively recently. A key role was ascribed to German critics, since they belonged to one of the “leading musical nations,” and this placed an additional burden on the already fraught relationship with the nation’s “own,” incountry, Germans. The aim of the educated was to support a certain notion of the own people as a culturally advanced nation, a notion which went contrary to the widespread stereotype of rural backwardness. As a composer, Antonín Dvořák was belittled at home, just because abroad he was ranked as “naїve” on the basis of widespread stereotypes about Slavs, despite his international success. Modernism in the Czechoslovak music scene, on the other hand, though highly appreciated by the knowledgeable, did not gain any mass relevance and was not in a position to function as a vehicle of political legitimatization. LA MUSIQUE EN TANT QU’ELEMENT DE LEGITIMATION DE LA CULTURE NATIONALE TCHEQUE ENTRE LES DEUX GUERRES Rüdiger Ritter En Tchécoslovaquie, la musique classique joua un grand rôle en tant que moyen pour légitimer culturellement et politiquement l’État encore jeune. On attribuait un rôle-clé notamment aux critiques allemands en tant que membres d’une des principales nations „musicales“, ce qui compliqua encore plus les relations déjà difficiles avec „leurs propres Allemands“ dans le pays. Pour l’intelligentsia, il s’agissait de faire passer une image bien précise de leur propre nation en tant que nation culturelle de haut rang, qui s’opposait aux stéréotypes d’une mentalité paysanne arriérée. Un compositeur tel qu’Antonín Dvořák ne fut pas estimé à sa juste valeur dans sa propre tradition culturelle nationale, mais au contraire rabaissé, car à l’étranger, malgré ses succès internationaux, il était considéré comme „naïf“ en s’appuyant sur les stéréotypes habituels sur les Slaves. Sur la scène musicale en Tchécoslovaquie, le modernisme (ou musique moderne) était hautement loué par les spécialistes, mais il ne toucha pas le grand public et ne put donc pas être utilisé comme un moyen de légitimation politique. HUDBA JAKO PRVEK LEGITIMACE ČESKÉ NÁRODNÍ KULTURY V MEZIVÁLEČNÉM OBDOBÍ Rüdiger Ritter Umělecká hudba představovala v ČSR důležitý prostředek kulturní a politické legitimace ještě mladého státu. Především německým kritikům jako příslušníkům jednoho z „vůdčích hudebních národů“ byla přisuzována klíčová úloha, což dodatečně komplikovalo už tak složitý vztah k „vlastním Němcům“ v zemi. Vrstvě inteligence přitom šlo o zprostředkování zcela určitého obrazu vlastního národa jako vysoko stojící kulturní společnosti v protikladu ke stereotypům selské zaostalosti. Takový komponista jako Antonín Dvořák byl ve vlastní národní kulturní tradici deklasován, protože navzdory svému mezinárodnímu úspěchu platil v zahraničí na bázi rozšířených slovanských stereotypů za „naivního“. Modernizmus se naproti tomu v hudební scéně ČSR sice u odborníků setkal s vysokým uznáním, nedosáhl ale širšího ohlasu a nemohl proto fungovat jako prostředek politické legitimace. TRANSNATIONAL ECONOMIC RELATIONS AND SYMBOLIC REGIONALIZATION. MUSICAL INSTRUMENT PRODUCTION IN THE SAXONIAN-BOHEMIAN BORDER REGION, 1870-1933 Manuel Schramm The contribution deals with the industry producing musical instruments in the border area between Bohemia and Saxony between 1870 and 1933. It examines, in particular, whether that region represented in the eyes of entrepreneurs and their associations a common, transnational economic area or two separate regional entities competing with each other. Cooperative and competitive relationships between Saxonian and Bohemian enterprises are thus both examined by the author. The conclusion, as exemplified by the debate, during the world depression, about the declaration of country of origin, is that although individual acting persons on both sides did use nationalist arguments, they never succeeded in setting the tone. RELATIONS COMMERCIALES TRANSNATIONALES ET REGIONALISATIONS SYMBOLIQUES. L’INDUSTRIE DES INSTRUMENTS DE MUSIQUE DANS LA ZONE FRONTALIERE ENTRE LA SAXE ET LA BOHEME DE 1870 A 1933 Manuel Schramm L’essai suivant traite de l’industrie des instruments de musique dans la zone frontalière entre la Saxe et la Bohême pour la période 1870-1933. L’auteur se demande s’il s’agissait dans la conscience des entrepreneurs et des fédérations d’entrepreneurs d’un espace économique transnational ou de deux unités régionales qui se faisaient concurrence. Pour cela, il a pris en compte aussi bien les relations de coopération que les relations de concurrence entre les firmes saxonnes et tchèques. A l’exemple de la discussion sur les appellations d’origine nationales pendant la crise économique mondiale, on peut déduire que certes des acteurs isolés avançaient des deux côtés des arguments économiques et nationaux, mais qu’ils ne réussirent pas à les imposer en raison des étroites relations qui existaient entre les deux régions. TRANSNACIONÁLNÍ HOSPODÁŘSKÉ VZTAHY A SYMBOLICKÁ REGIONALIZACE. PRŮMYSL HUDEBNÍCH NÁSTROJŮ V ČESKOSASKÉM HRANIČNÍM PROSTORU 1870-1933 Manuel Schramm Článek se zabývá průmyslem hudebních nástrojů v česko-saském hraničním prostoru v letech 1870-1933. V centru zájmu přitom stojí otázka, zda se v povědomí podnikatelů a podnikatelských svazů jednalo o jeden transnacionální hospodářský prostor či o dvě konkurenční národní jednotky. Pozornost je proto zaměřena na kooperativní stejně jako na konkurenční vztahy mezi saskými a českými firmami. Na příkladě diskuse o označeních národního původu za světové hospodářské krize je nakonec možné ukázat, že jednotliví aktéři sice na obou stranách zastávali hospodářskonacionální argumentaci, že se ale tato z důvodu úzké provázanosti obou částí nemohla prosadit. THE EXPULSION OF THE CARPATHIAN GERMANS FROM SLOVAK TERRITORY IN 1946 Soňa Gabzdilová-Olejníková On August 2, 1945, President Edvard Beneš signed a constitutional decree, according to which everybody belonging to the German minority in the then Czechoslovak Republic was deprived of Czechoslovak citizenship. Aliens could only remain in country, according to contemporary law, with specific permission of the proper administrative authority. When this was withheld, they were obliged to leave Czechoslovak territory. During the period 1939-1945, Carpathian Germans had been citizens of the Slovak state as opposed to Sudeten Germans, who had been citizens of the German Reich. The decree, however, assigned both groups the same definitive status. The Carpathian Germans now coming under the decree either had not been evacuated, for whatever reason, when the Red Army advanced, or they had already returned during spring and summer 1945. One may well assume that these people had not actively engaged in activities of either the Deutsche Partei (German Party), the Heimatschutz (Homeland Protection), or the Freiwillige Schutzstaffel (Voluntary Protective Squadron), and that they had neither occupied any important office nor commited any crime. They were now deprived of the right to live in their homeland – the place their ancestors had inhabited since centuries – simply because they were of German descent. This was in flagrant contradiction to elementary priciples of humanity. L’EXPULSION DES ALLEMANDS DES CARPATES DE SLOVAQUIE EN 1946 Soňa Gabzdilová-Olejníková Le 2 août 1945, le président Edvard Beneš signa un décret constitutionnel par lequel les membres de la minorité allemande perdaient leur citoyenneté tchécoslovaque en Tchécoslovaquie. D’après la législation en vigueur à l’époque, seuls les étrangers munis de l’autorisation de séjour délivrée par les services administratifs compétents avaient le droit de rester dans la République. S’ils ne l’obtenaient pas, ils étaient obligés de quitter le territoire. Même si les Allemands des Carpates avaient été citoyens de l’État slovaque pendant les années 1939-1945 et les Allemands des Sudètes citoyens de l’Empire allemand, le décret les plaçaient en fin de compte au même niveau. En ce qui concerne les Allemands des Carpates expulsés, il s’agissait de personnes qui n’avaient pas été évacuées par les autorités allemandes avant l’arrivée de l’Armée Rouge, ou de personnes qui étaient rentrées de l’exil au printemps et à l’été 1945. On peut donc supposer que ces hommes ne s’étaient engagés politiquement d’aucune manière dans la politique du Parti allemand (Deutsche Partei), du Heimatschutz (protection de la patrie) et des Escadrons volontaires de Protection (Freiwillige Schutzstaffel), ni qu’ils occupaient de postes importants ou qu’ils avaient commis des actes punissables par la loi. Contrairement aux principes humanitaires de base, le droit à la patrie – où leurs ancêtres vivaient depuis des siècles – leur fut supprimé en raison de leur appartenance à l’ethnie allemande. VYSIDLENI KARPATSKÝCH NEMCU ZE SLOVENSKA V ROCE 1946 Soňa Gabzdilová-Olejníková Dne 2. srpna 1945 podepsal prezident Edvard Beneš ústavní dekret, na základě kterého ztratili příslušníci německé menšiny československé státní občanství. Podle tehdy platného zákona mohli v republice pobývat pouze cizinci s platným povolením příslušného správního úřadu. Pokud jej nedostali, byli povinni opustit území státu. I když byli v letech 1939-1945 karpatští Němci občany Slovenského státu a sudetští Němci občany Německé říše, dekret je s konečnou platností postavil sobě na roveň. V případě odsunutých karpatských Němců se jednalo o osoby, které buď nebyly před postupující Rudou armádou evakuovány, nebo se na jaře a v létě 1945 z evakuace vrátily domů. Lze tedy předpokládat, že se tito lidé nijak neangažovali v politice Deutscher Partei (Německé strany), Heimatschutzu a Freiwilliger Schutzstaffel (Dobrovolného ochranného oddílu), nezastávali žádné významné funkce ani se nedopustili trestných činů. V rozporu s elementárními principy humanity však byli jako příslušníci německého etnika zbaveni práva na vlast – místa, které jejich předkové po staletí obývali. BOHEMIAN STATEHOOD ON “SOFT PAPER”: FACTS, MYTH AND SYMBOLIC MEANING IN CZECH POLITICAL CULTURE Luboš Velek Subject of the present article is an attempt, in 1871, at reconciliation between Czechs and Austrians as far as Bohemian statehood was concerned. The author does not, however, deal with the political negotiations about what was termed “Fundamental articles,” but with rather impulsive reactions by the Czech political elite and large parts of the public to the whole action being cancelled all of a sudden. Analysing hitherto unknown sources and deciphering a familiar myth, the author examines a specific case of lèse-majesté, in which the breaking of the Emperor’s promise to accept the title and crown of a King of Bohemia was circulated, in printed form, on toilet paper, which some people did even use for its intended purpose. Frustration and annoyance at the sovereign’s decision thus gained a public expression. The article describes to what extent the administration was at a loss when it came to dealing with this form of protest, how traditional, symbolic values, such as trust in the sovereign, gradually disappeared, and how far these changes have influenced modern Czech political culture. LE DROIT PUBLIC BOHÈME SUR DU „PAPIER MOU“: FAIT, MYTHE ET SON SENS SYMBOLIQUE DANS LA CULTURE POLITIQUE TCHÈQUE Luboš Velek L’article est dédié au projet de l’arrangement juridique tchéco-autrichien de 1871. Toutefois, il ne traite pas des négociations politiques qui entourèrent les „articles fondamentaux“, mais il s’intéresse aux réactions impulsives de l’élite politique tchèque et à celles de vastes pans du grand public face à la mise au point inattendue de l’arrangement. En s’appuyant sur des sources jusqu’ici non connues et sur le décryptage d’un vieux mythe, l’auteur se consacre à un cas spécifique, celui de lèse- majesté qui concernait la promesse brisée de l’empereur de se faire couronner roi de Bohême: cette nouvelle fut répandue en la rédigeant en partie sur du papiertoilette. Cette action traduisait ouvertement la profonde insatisfaction qui entourait la décision de l’empereur de ne pas se faire couronner roi de Bohême. L’auteur retrace le désarroi de l’appareil d’État pour faire face à cette forme de protestation et il observe comment les valeurs traditionnelles symboliques, telle que la confiance dans le souverain, disparurent et comment ces transformations laissèrent une empreinte dans la culture politique moderne tchèque. ČESKÉ STÁTNÍ PRÁVO NA „MĚKKÉM PAPÍŘE“: SKUTEČNOST, MÝTUS A JEJICH SYMBOLICKÝ VÝZNAM PRO ČESKOU POLITICKOU KULTURU Luboš Velek Článek se zabývá problematikou související s pokusem o česko-rakouské státoprávní vyrovnání z roku 1871 (tzv. fundamentálky). Netýká se ovšem politických jednání, nýbrž impulsivní reakce české politické elity i nejširších vrstev veřejnosti na nečekané zastavení vyrovnávací akce a nerealizování přislíbené korunovace Františka Josefa I. Na základě neznámých pramenů a dešifrování jednoho starého mýtu se autor věnuje specifickému případu hanobení majestátu – masové šíření textu císařova korunovačního příslibu ve formě toaletního papíru a jeho následné používání – jako formy veřejného nesouhlasu s panovníkovým rozhodnutím. Článek tak sleduje proměny tradičních symbolických hodnot (důvěra v panovníka), které utvářely charakter moderní české politické kultury, a současně bezradnost státního aparátu nad podobným protestním chováním obyvatelstva. LEGISLATION CONCERNING GERMAN NATIONALS IN CZECHOSLOVAKIA AND IN OTHER EUROPEAN COUNTRIES, 19381948 Jiří Pešek/Oldřich Tůma The present article reports on a Czech-German editorial project which aims at documenting and comparatively evaluating wartime and early postwar legislation concerning German minorities in the liberated countries which belonged to the anti-Hitler coalition. The work thus described began with a comparison of the provisional “anti-German” legislation in Czechoslovakia, which took the form of decrees by the President, with both preliminary and definitive legislation in Poland, Hungary, Yugoslavia, Italy, France, Belgium and Denmark. Occupational legislation in various regions having been under German occupation was also looked at. The authors of the article deal with arguments that arose when the project was under way, concerning mainly issues of assessing the passing and the application of relevant legislation, and of placing them in an appropriate context. They emphasize that radical plans for punishing, expropriating, and expelling German (but also Hungarian and Italian) minorities may be observed in all countries that had been occupied by Nazi Germany. Forced transfer of large groups of German nationals abroad and considerable territorial reallocations, however, took place only in Eastern Europe. The authors take issue with interpretations stressing the role of alleged continuities between prewar conditions in the countries concerned and the expulsion of German nationals, emphasizing instead the connection between forced migration and wartime plans of the allied nations (mainly Great Britain), plans which were negotiated and repeatedly confirmed at those nations’ conferences between 1941 and 1945. To what extent such schemes were put into practice after the war in the nations concerned, however, depends upon whether they were situated east of west of the “Iron Curtain.” LES NORMES JURIDIQUES CONCERNANT LES ALLEMANDS EN TCHÉCOSLOVAQUIE ET DANS D’AUTRES PAYS DE L’EUROPE ENTRE 1938 ET 1948 Jiří Pešek/Oldřich Tůma Cette étude est un compte-rendu sur un projet d’édition tchéco-allemand, qui avait pour objectif de rendre accessible les législations de la guerre et de l’après-guerre et de comparer celles qui pénalisaient les minorités allemandes dans les États libérés de la coalition anti-hitlérienne. Le point de départ a été la comparaison de la législation tchécoslovaque provisoire „anti-allemande“, qui fut adoptée sous la forme de décrets présidiaux, avec les législations provisoires tout comme définitives en Pologne, Hongrie, Yougoslavie, Italie, France, Belgique et Danemark. Y ont été incluses en outre les législations d’occupation dans les différentes zones d’occupation d’Allemagne. Les auteurs du présent rapport s’intéressent aux discussions qui, lors de la réalisation du projet, furent conduites notamment autour de l’évaluation et de la contextualisation, de la naissance et de la mise en place de ces normes. Ils soulignent que l’on peut mettre en évidence des plans radicaux pour tous les pays occupés par l’Allemagne national-socialiste pour punir, exproprier et déplacer les minorités allemandes (mais aussi hongroises ou italiennes). Le déplacement forcé de grands groupes d’Allemands et les grandes transformations territoriales ne concernèrent cependant que l’Europe orientale. Les auteurs s’élèvent contre les interprétations qui mettent l’accent sur de soi-disantes continuités entre les conditions de vie d’avant-guerre dans ces pays et le déplacement des Allemands, et ils soulignent les relations existantes entre les migrations forcées et les plans de guerre des Alliés (notamment de la GrandeBretagne), qui furent thématisés et confirmés à plusieurs reprises au cours des conférences dans les années 1941-1945. Dans quelle mesure ces concepts furent-ils finalement réalisés après la guerre dans les pays concernés, dépendait de quel côté du „Rideau de Fer“ ils se trouvaient. PRÁVNÍ NORMY TÝKAJÍCÍ SE NĚMCŮ V ČESKOSLOVENSKU A V DALŠÍCH EVROPSKÝCH ZEMÍCH MEZI LETY 1938 A 1948 Jiří Pešek/Oldřich Tůma Studie podává zprávu o česko-německém edičním projektu, který měl za cíl zpřístupnit a komparativně prozkoumat zákonodárství válečného a poválečného období týkající se německých menšin v osvobozených zemích protihitlerovské koalice. Výchozím bodem bylo srovnání provizorního československého „protiněmeckého“ zákonodárství v podobě dekretů prezidenta republiky s předběžným i definitivním zákonodárstvím v Polsku, Maďarsku, Jugoslávii, Itálii, Francii, Belgii a Dánsku. Dále byla zohledněna také okupační legislativa v různých zónách obsazeného Německa. Autoři předložené zprávy se zabývají rozpory, k nimž došlo během realizace projektu především v souvislosti se zhodnocením a kontextualizací vzniku a uplatňování těchto norem. Zdůrazňují přitom, že radikální plány na potrestání, vyvlastnění a vysídlení německých (ale také maďarských nebo italských) menšin lze nalézt ve všech zemích obsazených nacistickým Německem. K nucenému vysídlení velkých skupin Němců a k výrazným územním změnám však došlo jen ve východní Evropě. Autoři odmítají interpretaci, která poukazuje na údajnou spojitost mezi předválečnými poměry v těchto zemích a vysídlením Němců a zdůrazňují naopak provázanost nucené migrace s válečnými plány spojenců (především Velké Británie) tematizovanými a opakovaně potvrzovanými během jejich konferencí v letech 1941-1945. V jakém rozsahu byly tyto koncepty po skončení války nakonec realizovány, záviselo na tom, na které straně „železné opony“ se dotčené země nacházely. THE HUSSITE REVOLUTION. ABOUT THE ORIGINS OF A RESEARCH PARADIGM IN CZECH HISTORIOGRAPHY IN THE 1950s AND 1960s Martin Nodl The present study deals with literature on the Hussite movement from the 1950s and 1960s, the main focus being on threads having been picked up from the relatively sophisticated research scene of the interwar period. Nodl uses works by František Graus and Josef Macek in order to demonstrate to what extent Marxist historians benefited from works by Bedřich Mendl, Josef Pekař and Jan Slavík. To the former, everything revolved around the social question, in which they determined the reason for societal crisis and, eventually, the revolutionary movement. In the 1960s, scholars dispensed with schematic explanations under the influence of West European medievalist research, and a new generation of Hussitologists (Ivan Hlaváček, František Hoffmann, Jaroslav Mezník) was able to publish works devoid of any ideology. But only Robert Kalivoda’s „Husitská ideologie“ (The Hussite Ideology), a completely new interpretation of Hussitism representing the first bourgeois revolution, fundamentally challenged the patterns of interpretation offered by Graus and Macek. Kalivoda’s work, however, remained largely unknown and has not had much of an influence on developments since the 1980s, which led scholars such as Šmahel back to the sources, and on the other hand into establishing a dialogue with West European medievalist research. LA REVOLUTION HUSSITE. AU SUJET DE LA GENESE D’UN PARADIGME DE RECHERCHE DANS L’HISTORIOGRAPHIE TCHEQUE DES ANNEES 1950 ET 1960 Martin Nodl L’essai traite des travaux sur le mouvement hussite conduits dans les années 1950 et 1960 et attire l’attention sur le fait qu’ils étaient dans la continuité de la recherche très poussée effectuée pendant l’entre-deux-guerres. A l’aide des travaux de František Graus et de Josef Macek, Nodl montre que les principaux historiens marxistes profitèrent des travaux de Bedřich Mendl, Josef Pekař et Jan Slavík. Pour eux, le plus important était la question sociale qu’ils considéraient être à l’origine de la crise sociale et finalement du mouvement révolutionnaire. Dans les années 1960, sous l’influence des Études médiévales d’Europe occidentale, on abandonna les explications schématiques. D’autres interprétations sur le mouvement hussite telle celle de František Michálek Bartoš et Rudolf Urbánek et les travaux d’une nouvelle génération d’hussitologues (Ivan Hlaváček, František Hoffmann, Jaroslav Mezník), libérés de toute idéologie, virent le jour. Cependant, ce n’est qu’avec l’ouvrage „Hustitská ideologie“ (idéologie hussite) de Robert Kalivoda que les modèles d’interprétation de Graus et Macek furent systématiquement remis en question. Kalidova, qui fit des recherches dans l’esprit du révisionnisme marxiste, fournit une interprétation totalement nouvelle du mouvement hussite en tant que première révolution bourgeoise. Cependant, ses travaux furent peu pris en compte et n’eurent pas d’influence sur le développement, depuis les années 1980, qui conduisit les chercheurs tels Šmahel, à revenir d’une part aux sources et à un dialogue avec les Etudes médiévales d’Europe occidentale. HUSITSKÁ REVOLUCE. KE GENEZI JEDNOHO VÝZKUMNÉHO PARADIGMATU V ČESKÉ HISTORIOGRAFII PADESÁTÝCH A ŠEDESÁTÝCH LET DVACÁTÉHO STOLETÍ Martin Nodl Studie se zabývá husitologickým bádáním padesátých a šedesátých let dvacátého století, přičemž je důraz kladen na kontinuitu s vysoce rozvinutým výzkumem meziválečného období. Na základě prací Františka Grause a Josefa Macka ukazuje Nodl, jak výrazně profitovali vůdčí marxističtí historici z prací Bedřicha Mendla, Josefa Pekaře a Jana Slavíka. Centrální pro ně byla sociální otázka charakterizovaná jako příčina společenské krize a nakonec i revolučního hnutí. V šedesátých letech bylo pod vlivem západoevropské mediavistiky opuštěno od schematických výkladů a mohly vzniknout alternativní interpretace husitského hnutí například od Františka Michálka Bartoše a Rudolfa Urbánka, stejně jako práce nové generace husitologů (Ivan Hlaváček, František Hoffmann, Jaroslav Mezník), které byly zcela prosty jakékoliv ideologie. Grausovy a Mackovy interpretační vzory zásadně zpochybnil teprve Robert Kalivoda, který v duchu marxistického revizionizmu prezentoval ve své „Husitské ideologii“ (Hussitische Ideologie) zcela nový výklad husitství jako první buržoazní revoluce. Tato práce však byla jen minimálně recipována a nemohla ovlivnit ani vývoj od osmdesátých let, který vedl badatele jako Františka Šmahela na jedné straně zpět k pramenům a na straně druhé k dialogu se západoevropskou medievistikou. PRIVATIZATION IN THE 13TH CENTURY? CZECH MEDIEVALIST RESEARCH AND THE INTERPRETATION OF THE PŘEMISLID ERA Martin Wihoda After the purges at the beginning of the so-called “normalization,” Czech research into medieval history experienced an isolation from which it was able to emerge only after 1989. In the years immediately thereafter, and lacking a critical approach to its own role and purpose, it sought to emulate modern West European trends, in reality going on, under the cover of elevated proclamations, to pursue a factographically-structured historiography of persons and institutions, masking its professional deficiencies with purposefully modern catchwords such as the “privatization” having allegedly occurred in the 13th century. This concept was meant to explain how a “Central European-type” state, in which everything belonged to the ruling prince, could develop into the layered political community, structured along property lines, of which multitudinous sources from the high and late Middle Ages bear witness. Today, this attempt at an explanation is defended by Josef Žemlická, who basically only expands on the earlier interpretations of Dušan Třeštík, dating as far back as the 1960s. In contrast to this, the younger generation, which is represented in the present article by Jan Klápště and Libor Jan, refutes the thesis of an alleged “privatization” and above all of a “Central European-type state” and stresses “long duration,” local conditions, according to them, being permeated by innovations from the west of Europe, and Přemislid rule gradually and incrementally altered towards what was current at the time in the Holy Roman Empire and, more generally, throughout Central Europe. LA PRIVATISATION AU XIIIE SIÈCLE ? LES ÉTUDES MÉDIÉVALES TCHÈQUES ET L’INTERPRÉTATION DE L’ÉPOQUE DES PřemyslideS Martin Wihoda Après les „nettoyages“ au début de la „normalisation“, les Études médiévales tchèques se retrouvèrent isolées et ce n’est qu’en 1989 qu’elles réussirent à se libérer. Immédiatement et sans réflexion critique, elles tentèrent d’imiter l’historiographie moderne de l’Europe occidentale, afin de continuer à offrir, sous le couvert de grandes proclamations, une histoire de personnes et d’institutions toujours basée sur les faits. Dans cette manière de procéder, elles essayèrent de camoufler leurs méthodes arriérées en utilisant des slogans modernes comme celui de la „privatisation“ au XIIIe siècle. Ce concept devait expliquer comment un État de „type d’Europe centrale“, dans lequel tout sans exception appartenait aux princes régnants, pouvait se transformer en communauté structurée et divisée politiquement en fonction des biens possédés, dont témoignent les sources du haut et du bas Moyen Âge. Aujourd’hui, cette manière d’expliquer est revendiquée par Josef Žemlička qui ne fait cependant que développer les interprétations plus anciennes de Dušan Třeštíks remontant aux années 1960. Face à Žemlička, la génération d’âge moyen et la nouvelle génération, qui sont représentées par Jan Klápště et Libor Jan, refusent la thèse de la „privatisation“ et surtout celle de l’„État de type d’Europe centrale“, et soulignent la „longue durée“, l’effet des innovations provenant d’Europe occidentale sur les conditions locales et la transformation progressive de la domination přemyslide vers des données valables dans tout l’Empire et en général dans toute l’Europe centrale. PRIVATIZACE 13. STOLETÍ? ČESKÁ MEDIEVISTIKA A VÝKLAD DĚJIN PŘEMYSLOVSKÉHO VĚKU Martin Wihoda Česká medievistika se po čistkách z počátku sedmdesátých let minulého století ocitla v izolaci, ze které se vymanila teprve v roce 1989. Vzápětí a bez nezbytné kritické sebereflexe se snažila napodobit západoevropskou modernu, aby pod pláštíkem vznešených proklamací nadále pěstovala faktograficky strukturované dějiny osob nebo institucí a svou řemeslnou zaostalost maskovala rádoby moderními hesly, například o „privatizaci“ 13. století. Tento pojem měl vysvětlit, jak se „stát středoevropského typu“, v němž vše bez výjimky patřilo vládnoucímu knížeti, mohl změnit ve složité a majetkově strukturované politické společenství, o kterém podávají svědectví prameny vrcholného a pozdního středověku. Tento způsob výkladu dnes obhajuje Josef Žemlička, jenž tím však pouze rozvíjí starší, až do šedesátých let sahající interpretace Dušana Třeštíka. „Privatizaci“ a zvláštní „stát středoevropského typu“ naopak odmítá střední a mladší generace – například Jan Klápště nebo Libor Jan –, která klade důraz na „dlouhé trvání“, prolínání domácích předpokladů s inovacemi evropského Západu a pozvolnou proměnu přemyslovských držav směrem k souřadnicím platným v Říši a obecně ve střední Evropě.
