intolerable" when" it" affects" what" should" be" at" the" very" heart" of" any" and" all" concerns:"
breaches"of"people’s"fundamental"rights.""

Some"forms"of"human"exploitation"were"allowed"and"justified"on"racial"or"social"grounds"for"
many"years"and"were"simply"‘standard"practice’."The"advent"of"the"concept"of"human"rights"
and" fundamental" rights" has" reversed" this" situation" and" made" it" unacceptable." Emmaus"
Europe"feels"a"true"sense"of"outrage"and"has"been"involved"in"combating"human"trafficking"
since"the"organisation"was"formed."

However,"these"changes"have"had"a"perverse"effect."The&fact&that&these&universal&concepts&
are&now&regarded&as&being&a&cornerstone&in&Europe&leads&us&to&think&that&little&or&no&
human&trafficking&is&taking&place,&that&it&simply&cannot&be&happening&in&our&local&area&
and&that&we&are&not&affected&by&the&issue.&&

Human&trafficking&undoubtedly&causes&widespread&indignation."Nobody"could"possibly"
justify" it." But" many" of" us" know" nothing" about" it." Unfortunately," human" trafficking" is" most"

is"spared."

The&Movement’s&commitment&
Emmaus"Europe"has"been"involved"in"combating"human"trafficking"
since&it&was&formed&in&2005."The&need&to&not&only&support&victims&but&
also&to&take&action&against&this&constantly&evolving&phenomenon&very&
quickly& became& apparent." Combating" trafficking" is" a" social" issue"
requiring& several& types& of& action& at& different& levels,& including&
lobbying."Lobbying"–"whether"in"the"form"of"asking"questions,"stimulating"
debate" or" asking" for" explanations" –" is" vital" when" the" objective" is" to" make"
wholesale"changes"to"the"system."Challenging"the"political"authorities"about"
the"legal"status"of"victims,"campaigning"for"victim"protection"in"accordance"
with" human" rights" and" running" campaigns" becomes" vital." In" this" sense,"
2012"was"marked"by"the"meeting&between&Emmaus&Europe&and&Martin&
Schultz,& the& president& of& the& European& Parliament,& on& 25& September&
in& Brussels.& This& impetus& is& continuing& with& the& Human& Trafficking&
and& Migration& Collective& meeting& scheduled& for& 21& May& 2013& in&
Strasbourg&at&the&Council&of&Europe&headquarters.&"
3. Emmaus&groups&involved&in&the&issue&

Emmaus" Bosnia" has" got" involved" in"
human" trafficking" lobbying" and" prevention"
work." Within" this" scope," a" centre& for&
trafficking& victims& was" created" in" 2007" in"
Sarajevo." The" specialised" centre" provides" safe"
accommodation" and" psychological" and" legal"
support," medical" care" and" protection" for" child&
and&female&trafficking&victims."

groups"demonstrate"the"urgent"need"to"truly"deal"with"this"phenomenon."While"the"
groups"located"further"away"from"major"cities"are"not"directly"affected"by"trafficking,"
they" do" however" provide" support" to" larger" organisations" by" offering" one" or" two"
accommodation"places"in"the"community.""

However,"the"Emmaus"groups"located"in"border"zones"and"close"to"major"urban"areas"
are" observing" a" rise" in" the" number" of" young" male" and" female" minors" requesting"
protection."
Emmaus"volunteers,"paid"staff"members"and"companions"are"happy"to"take"in"these"
people"if"they"get"involved"in"the"community’s"activities."Our"groups"are"increasingly"
taking"in"people"from"Central"Europe;"with"this"proving"to"be"successful,"as"they"are"
given"support"in"order"to"achieve"positive"social"inclusion"outcomes."

the"issue"of"protecting"trafficking"victims."Consequently,"the"members"are"asking"to"

sexually" exploited," while" 31%"
are"involved"in"forced"labour."

human&being."It"is"different"from"migration"in"this"sense."Indeed,"migration&is&defined&as&people&
