Principal Operations
Pursuant to the valid legal framework, SŽDC
ensures:

path capacity allocation on the state and regional railways
owned by the Czech Republic;

• the assets of the state forming the railway infrastructure;
• the assets transferred with effect from July 1, 2004, by
amendment no. 77/2002 Coll., from the Ministry of Transport to SŽDC;
• selected payables and receivables of Czech Railways, state
organization, existing as of 31 December 2002;
and carries out: business in accordance with the Trade
License Act.
Priorities
The efforts of SŽDC in the field of modernization and development of railway infrastructure are targeted, on a long-term
basis, at the preparation and implementation of investment
projects, accentuating the following priorities:
• modernization of transit railway corridors;
• modernization of crucial railway junctions;
• investments in railway infrastructure assets in order to
maintain operability;
• increasing safety at railway crossings;
• electrification of selected lines;
• optimization of other lines included in international agreements, such as AGC, AGTC, and in the TINA network and
other lines that are important from the point of view of
railway transport demand;
• investment of rationalization projects;
• preparation and realization of projects implementing GSM-R
and ETCS systems on lines; and ensuring the interoperability
of lines included in the European railway system.
Membership in International
Rail Communities
After division of the former state organization Czech Railways
into two independent subjects all rights and obligations arising from international agreements passed to Czech Railways,
joint stock company. Nevertheless, SŽDC, since the beginning
of its existence, realized the importance of membership in
international rail communities, so that it would be able to
influence European transport policy, especially in the field of
conception of railway infrastructure and artery European corridors. SŽDC keeps actively developing this trend.
The strategy of SŽDC is to provide all the haulers with a quality railway infrastructure in the Czech Republic, which will be
included in the main European routes, because we consider
this the only way to increase the competitiveness of railways
in the Czech Republic and thus to strengthen their role in the
transport sector.
SŽDC cooperates with European railway infrastructure organizations, e.g. European Rail Infrastructure Managers
(EIM), and with Rail Net Europe (RNE). It also continues in
cooperation with the community of infrastructure managers
in Central Europe called Centropa.
Besides the cooperation within international rail organizations,
it is essential for SŽDC to build ties with individua infrastructure managers, particularly in the neighbouring countries.
Since January 1, 2004 SŽDC is a full member of CER (Community of European Railways and Infrastructure Companies).
As a result of an active attitude to the “European railway solution” the Director General of SŽDC, Mr. Jan Komárek, was
elected a vice-president of this highly important international
rail organization in Europe, which represents 95% of all European railways. SŽDC is an active member particularly on
the infrastructure commission and participates in elaborating
crucial documents, which are then submitted by CER to the
European Commission and European parliament.
Since 1 July 2006, SŽDC has been a full member of UIC in the
position of manager of the railway infrastructure in the Czech
Republic. Within UIC, SŽDC actively co-operates in the Infrastructure Forum (IF) and its working groups. The participation
of ČD, a.s. and its activity in the area of infrastructure-related
activities of UIC is handled on the basis of an agreement between SŽDC and ČD, a. s.
Modernization and Development
of Railway Infrastructure
Securing the modernization and development of railway infrastructure is one of the essential responsibilities of SŽDC, acting as the
railway infrastructure owner.
The efforts of SŽDC in this field are targeted, on a long-term basis, at
the preparation and implementation of investment projects, accentuating the following priorities:

Modernization of transit railway corridors;
Modernization of crucial railway junctions;
Modernization of European network lines;
Investments in railway infrastructure for progress of suburban traffic and integrated traffic systems;
Investments in railway infrastructure assets in order to maintain
operability;
Increasing safety at railway level crossings;
Electrification of selected lines;
Optimization of other lines included in international agreements,
such as AGC, AGTC, and in the TINA network and other lines that
are important from the point of view of railway transport demand;
Investments of rationalization projects;
Preparation and realization of projects implementing GSMR and
ETCS systems on lines; and ensuring the interoperability of lines
included in the European railway system.
In 2007, the plan of the railway infrastructure investment activities in
the area of modernization and development of the railway infrastructure is assessed approx. 18,000 million CZK. Investment construction
was covered by funds provided by the State Fund of Transport Infrastructure, EU funds and town and municipality contributions. SŽDC as
the final recipient of EU funds continues in the preparation and realization of construction projects co-financed from these funds, which include primarily the Cohesion Fund, TEN–T Fund and structural funds.
The crucial segment of SŽDC investment activities is the modernization of corridor railway lines. After the completion of the modernization of the 1st transit corridor Děčín – Praha – Česká Třebová – Brno –
Břeclav and the 2nd transit corridor Břeclav – Přerov – Petrovice u K. as
planned, the construction works continue at the connection of the 1st
and 2nd corridor between Přerov and Česká Třebová. Operation was
initiated on the new “Krasíkov” tunnels, which in connection with the
construction of other connecting tunnels means a substantial shortening and acceleration of traffic. The project as well as building works
for modernization of the segment of the 3rd corridor between Praha,
Plzeň and Cheb continue (the line Plzeň – Stříbro is being built).
The constructions in the segments Strančice – Praha Hostivař,
Strančice – Benešov u Prahy and Doubí u Tábora – Tábor meant the
beginning of the realization of the 4th railway corridor Horní Dvořiště
– České Budějovice – Praha.
Following the modernization of railway corridors, the modernization
of the passage through the railway junction also proceeds. After the
finishing of the passage through Děčín, Choceň and Bohumín the
optimization of the railway junction Ústí n. L. and Kolín continues.
The realization of the “New Connection” project between Praha hl.n.
and Praha Libeň, which is a part of the construction projects involving
transit through the Prague junction continues at a high rate. Modernization of the Břeclav junction will be started this year. Completed
electrification of the lines Kadaň – Karlovy Vary and Ostrava Svinov
– Opava is part of the next significant investment, electrification of the
line Ostrava hl.n. – Ostrava Kunčice is in progress.
Project documentation for the realization of the Brno and Plzeň
railway junction is in the course of elaboration and projects for other
constructions are being prepared or realized.
To ensure interoperability within the whole European railway network,
SŽDC prepared and realized the GSM – R pilot project; the ETCS (European Train Control System) pilot project in the section Poříčany – Kolín
is in progress. Further development of the GSM – R system continues
on the line Kolín – Břeclav; ETCS L2 will continuously expand, after the
completion of the pilot project, to the selected European railway lines
– their first one will be Corridor “E” ERTMS (Děčín – Praha – Břeclav).

To enable effective utilization of the
ETCS system on the integrated European corridors of the TEN network,
the primary core of the ETCS network
has been defined, consisting of six European ETCS corridors A to F. For the
period of 2007 through 2013, the European Committee has approved the
special item within the TEN-T Fund for
co-financing of the development of
ETCS on these corridors in an amount
of 500 M ¤.

The preparation of the project for Corridor E was started in 2005 by elaboration of the study.
Since SŽDC manages the longest part
(478 km) of Corridor E, it initiated
founding of the Management Committee in April 2006 and became the
leader in elaboration of the common
part of the Application for Co-financing of Corridor E, which is enclosed to the national applications.
The Letter of Intent was signed by the representatives of individual Ministries of Transport in May 2007.
The Executive Board, by way of the representatives of Ministries of Transport and CEOs of the participating organizations,
provides enforcement of the intentions in individual countries.
The technical team started consulting the specifications with the ERTMS Users Group.
• The German party does not plan to have its part of Corridor E equipped before 2020.
• The Czech party is struggling to have its part of this Corridor equipped with ETCS L2 by 2013.
• The Slovak party will have its railway lines equipped with the track side of ETCS L2 by 2015.
• The Hungarian party already has the Budapest – Vienna line equipped with ETCS L1.
• The Austrian party already has the Budapest – Vienna line equipped with ETCS L1; their intention is to have the Vienna – Břeclav
line also equipped with the track side of ETCS level 1 by 2015.
The project is being prepared in close co-operation with the railway undertakings, who participate in it by means of equipping
the tractive units for international transport.
The Applications for Co-financing of railway organizations of individual countries has been submitted and the decision of the
European Committee about co-financing is expected to come at the end of 2007.
