Nach drei Jahren transnationaler Zusammenarbeit
von Raumordnung und Wasserwirtschaft beim vorsorgenden Hochwasserschutz blicken wir positiv nach
vorne: die umfangreichen Ergebnisse
und die gut besuchte und hochrangig
besetzte Abschlusskonferenz im Dezember 2006 im Sächsischen Landtag haben die Bedeutung des ELLA
Projektes noch einmal deutlich gemacht. Die EU-Förderung des Projektes läuft am 31.12.2006 aus, aber die
gewachsene Kooperation im Elbeeinzugsgebiet muss langfristig fortgeführt werden. Der Sächsische Staatsminister des Innern, Dr. Buttolo, war
sich mit den Projektpartnern bei der
Unterzeichnung der gemeinsamen
Erklärung zur Zusammenarbeit am
6.12.2006 einig: „Ich werde mich
dafür einsetzen, dass wir im Rahmen
unserer Möglichkeiten den angefangenen Weg fortsetzen. Wir werden
kontinuierlich Schritte ergreifen, um
die Handlungsvorschläge nach und
nach umzusetzen.“

Als Lead Partner des Projektes möchten wir uns an dieser Stelle nochmals
ganz herzlich bei allen Mitwirkenden,
insbesondere bei den Projektpartnern
für die sehr gute Zusammenarbeit
bedanken. Es ist
ein Netzwerk entstanden, das in der
Lage ist, große
Aufgaben zu bewältigen. So haben
in ELLA Raumplaner,
Wasserwirtschaftler und viele
weitere Akteure im
Elberaum z. T. bereits
umgesetzt,
was die künftige
EU-Richtlinie zum
Hochwasserrisikomanagement vorsieht.

As the lead partner in the project, we
should like to take this opportunity to
thank all involved once again – in
particular the project partners – for
the excellent cooperation. A network
has evolved which is in a position to
handle comprehensive tasks. Thus in
ELLA, spatial planners, water management experts and many other
actors in the Elbe region have in
some cases already implemented the
stipulations of the future EU-directive
on flood risk management.

Produkte. In thematisch gegliederten Zeitblöcken stellten die
Projektpartner die in den letzten
drei Jahren gemeinsam erarbeiteten Ergebnisse dem interessierten
Publikum vor. Das Stehbankett im
historischen Ständehaus gab am
Abend weitere Möglichkeit zur
Diskussion.

Am 6.12.2006 unterzeichneten im
Rahmen einer Pressekonferenz
die politischen Vertreter der ELLAPartner eine Gemeinsame Erklärung zur weiteren internationalen
Zusammenarbeit beim vorsorgenden Hochwasserschutz.
Die Projektpartner erklären sich
bereit, die in ELLA erarbeiteten
Handlungsvorschläge im Rahmen
ihrer Möglichkeiten umzusetzen.
Unter anderem soll dazu auch die
transnationale Zusammenarbeit
der Raumordnungs- und Wasserwirtschaftsbehörden ausgebaut
und intensiviert werden. Es wird
angestrebt Gefahrenkarten für die
Raumordnung zu aktualisieren
und methodisch fortzuentwickeln.
Dadurch kann der vorsorgende
Hochwasserschutz in den Raumordnungsplänen effektiver umgesetzt werden.

Das in ELLA entstandene Netzwerk soll zur langfristigen Zusammenarbeit genutzt und ausgebaut

Entwicklung eines Anschlussprojektes und die Einwerbung von
Fördermitteln aus der Förderperiode 2007-2013 sowie die Aufnahme von weiteren thematischen

je možno efektivnČji realizovat
preventivní ochranu pĜed povodnČmi prostĜednictvím opatĜení územního plánování.
Elektronická síĢ, která vznikla pĜi
projektu ELLA, musí být využita
pro dlouhodobou spolupráci a být
dále rozšíĜena. K tomu také patĜí
rozvoj návazného projektu. KromČ
toho je tĜeba se ucházet
o podporu období 2007-2013 a
zaþlenit do projektu další
tématická hlediska.

6.12.2006, the political representatives of the ELLA partners
signed a joint declaration on the
continuation of international cooperation for preventive flood management.
The project partners declared
their willingness to implement the
proposed actions generated in
ELLA within the scope of their
possibilities. In this respect, among other things, the transnational cooperation of the spatial
planning and water management
authorities should be extended
and intensified. The intention is to
update and further develop hazard maps for spatial planning. In
this way preventive flood protection can be more effectively integrated into spatial planning and
development plans.
The network which has developed
thanks to ELLA should be extended and used for long term cooperation. This includes the development of a follow-up project
and the acquisition of promotion
means from the promotion period
2007-2013 as well as the inclusion
of further relevant aspects.

Die Partner des ELLA Projektes haben im Rahmen der Europäischen Gemeinschaftsinitiative INTERREG unter Einsatz von Eigenmitteln und mit Förderung
durch die Europäische Union Handlungsvorschläge zum vorsorgenden Hochwasserschutz im Elbe Einzugsgebiet erarbeitet.
Das Einzugsgebiet der Elbe ist ein bedeutender und dicht besiedelter mitteleuropäischer Entwicklungsraum. Die Projektpartner in ELLA haben mit den transnationalen Handlungsvorschlägen Wege aufgezeigt, wie durch Raumordnungsinstrumente sowie durch dazu gehörige fachliche Grundlagen und Konzepte der
Wasserwirtschaft der vorsorgende Hochwasserschutz weiter verbessert werden
kann.
Sie erklären anlässlich der Abschlusskonferenz des INTERREG III B Projektes
ELLA im Dezember 2006:
PartneĜi projektu ELLA vypracovali spoleþnČ vlastními prostĜedky a za finanþní
podpory Evropské unie návrhy postupĤ pro preventivní ochranu pĜed
povodnČmi v povodí Labe.
Povodí Labe je významný a hustČ osídlený stĜedoevropský prostor. PartneĜi
projektu ELLA svými návrhy nadnárodních postupĤ ukázali zpĤsoby, jak lze
prostĜednictvím nástrojĤ územního plánování a pĜíslušnými odbornými podklady a koncepcemi vodního hospodáĜství preventivní ochranu pĜed povodnČmi
zlepšit.
U pĜíležitosti závČreþné konference projektu ELLA programu INTERREG III B
v prosinci 2006 prohlašují:

soll fortgesetzt und ausgebaut werden. Dies schließt die Entwicklung eines
Anschlussprojektes und die Einwerbung von Fördermitteln aus der Förderperiode 2007-2013 mit ein. Die zukünftigen Aktivitäten dienen auch der Umsetzung der EU-Hochwasserrisikomanagementrichtlinie, und sollen für Kooperationen auf dem Gebiet der transnationalen Raumordnung genutzt werden.

Joint declaration
In the framework of the European Initiative INTERREG and with their own
means, the partners in the ELLA Project have established proposals for action
regarding preventive flood management in the catchment area of the River
Elbe.
The catchment area of the Elbe is an important and heavily populated Central
European development area. With the transnational proposals, the ELLA project partners have shown courses of action with which preventive flood management can be further improved using spatial planning instruments as well as
the associated expert basis and concepts of water management.
On the occasion of the Termination Conference of the INTERREG III B Project
ELLA, in December 2006, the partners jointly declare:
x Within the scope of their possibilities, the project partners will continue and
implement initiatives for the realisation of the ELLA proposals for action.
x The
transnational cooperation of the spatial planning, water management
and other expert authorities, is to be further extended and intensified.
x The project results should be integrated in a suitable manner in the further
realisation of the flood protection action plan of ICPE.
x Together,
the project partners will further improve the knowledge basis for
hazard precautions. In particular, they will work together in the updating
and methodical continuation of hazard mapping for spatial planning.
x Within
the scope of their competence and possibilities, all project partners
will support the concerns of preventive flood protection in spatial planning at
all levels, including municipal planning.
x The
network which has developed through ELLA is to be used and further
extended for long-term cooperation. To this end, regular meetings on cooperation are envisaged.
x The cooperation to improve preventive flood protection should be continued
and extended. This includes the development of a follow-up project and the
acquisition of promotion means from the promotion period 2007-2013. The
future activities should serve the realisation of the EU Flood Directive and
should be used for cooperation in the field of transnational spatial planning.

Der Elbe-Atlas (GefahrenkartenAtlas) wurde im Dezember 2006
in einer Auflage von 500 Stück als
farbiges, dreisprachiges DIN A3
Druckwerk herausgegeben. Zudem ist der Atlas mit weiteren
zusätzlichen Informationen als
CD-Rom erhältlich (Sächsisches
Landesamt für Umwelt und Geologie. Bearbeitung: RUIZ RODRIGUEZ + ZEISLER + BLANK GbR,
Wiesbaden, 2006).
In 20 Kartenblättern werden
Überschwemmungskarten von der
Quelle der Elbe bis zur niedersächsischen Grenze dargestellt. Es
werden die gefährdeten Flächen
bei einem hundertjährlichen
Hochwasser (HQ100) sowie für die
deutschen Abschnitte bei Extremhochwasser dargestellt. Diese
Flächen wurden ohne die Wirkung
von Schutzeinrichtungen berechnet.
Zudem wurden für Teilabschnitte
der Elbe Flächen mit potenziellen
Vermögensschäden bei einem
HQ100 bzw. einem Extremhochwasser dargestellt.
Der Elbe-Atlas dient als wichtige
Gefahreninformation für die regionale und kommunale Flächenvorsorge im Rahmen der Raumplanung und für bauliche Vorsorgemaßnahmen.

vorbeugenden Hochwasserschutzes in die Raumplanung wurden
im Rahmen der Arbeitsgruppe zur
regionalen Umsetzung die Pilotprojekte in ELLA vergleichend in
ihrer Herangehensweise untersucht (IÖR, Dresden). Grundlage
der Untersuchung war ein Fragebogen, der von den Projektpartnern beantwortet wurde.

In der wasserwirtschaftlichen
Untersuchung zum Thema „Auswirkungen von Rückhaltemaßnahmen“ wurde die Wirkung der im
„Aktionsplan Hochwasserschutz
Elbe“ der IKSE enthaltenen Maßnahmen zur Schaffung zusätzlicher Retentionsräume auf den
Wellenablauf in der Elbe simuliert
(BfG, Koblenz). Das eindimensionale hydrodynamische numerische Wasserstandsvorhersagemodell (WAVOS) wurde dabei an die
Fragestellung angepasst. Alle
Untersuchungen wurden in enger
Abstimmung mit den Wasserwirtschaftsverwaltungen Sachsens
und Sachsen-Anhalts durchgeführt, die auch die benötigten
Daten zu den modellierten Rückhaltemaßnahmen lieferten.

In the water management examination on the subject of „Effects
of retention measures“, the effect
of the measures contained in the
“Action plan Elbe flood protection“
of ICPE for creating additional
water retention areas was simulated on the flood wave movement
along the Elbe (Federal Institute
of Hydrology, Koblenz). The onedimensional, hydrodynamic, numerical water level prediction
model (WAVOS) was adapted to
this specific question. All examinations were carried out in close
consultation with the water management authorities in Saxony and
Saxony-Anhalt who also provided
the necessary data on the retention measures in the model.
Identifizierung von Hochwasserentstehungsgebieten
Für den Freistaat Sachsen wurde
modellhaft eine zweistufige Methodik zur Identifizierung von
Hochwasserentstehungsgebieten
entwickelt. Die Methodik ist auch
auf andere Gebiete übertragbar,
da sie auf allgemein verfügbaren
Informationen über abflussrelevante Gebietseigenschaften und
Starkniederschläge aufbaut.
Mit der Ausweisung von Hochwasserentstehungsgebieten in Raumordnungsplänen wird ein Beitrag
zum vorbeugenden Hochwasserschutz geleistet. Anthropogene
Eingriffe, die mit einer Verringerung des Wasserrückhaltes verbunden sind, sollten in Hochwasserentstehungsgebieten grundsätzlich ausgeglichen werden.

Durch die EU-Förderung aus dem
INTERREG III B CADSES Programm konnte der bestehende
Wunsch der Projektpartner im
Elbeeinzugsgebiet zur transnationalen Zusammenarbeit möglich
gemacht werden. Dank dieser
Förderung hatten die Projektpartner die Möglichkeit, die transnationale Zusammenarbeit zu bewältigen. Die Förderung läuft Ende
Dezember 2006 aus.
Besonders bemerkenswert ist,
dass das Projektziel, eine gemeinsame Handlungskonzeption nicht
nur zu erarbeiten, sondern mit
der großen Anzahl von Projektpartnern abzustimmen und zu
vereinbaren, erreicht werden
konnte. Nun stellt sich die Frage
nach der Zukunft der begonnenen
Arbeiten und insbesondere des
entstandenen transnationalen
Netzwerkes.
Die Projektpartner sind sich einig,
dass die langfristige Zusammenarbeit ein wichtiges Ziel für die
Zukunft ist. In den drei Projektjahren musste viel Zeit in den
Aufbau der Partnerschaft investiert werden, um sprachliche sowie administrative Hürden und
unterschiedliche Arbeitsherangehensweisen zu überwinden. Die
Partner können nun von der gewachsenen Struktur und dem
hohen Maß an Vertrauen profitieren.

uskuteþnit nadnárodní spolupráci
v povodí Labe. Díky této
podpoĜe mČli projektoví partneĜi
možnost uskuteþnit nadnárodní
spolupráci. Podpora konþí
koncem prosince 2006.
ObzvlášĢ podivuhodné je, že
bylo dosaženo cíle projektu
nejen vypracovat spoleþnou
koncepci þinnosti, ale i s velkým
poþtem projektových partnerĤ
tuto koncepci dojednat a
schválit. Nyní se nabízí otázka
budoucnosti zapoþatých prací a
obzvláštČ vytvoĜené nadnárodní
sítČ.
Projektoví partneĜi se shodli, že
dĤležitým cílem do budoucnosti
je dlouhodobá spolupráce.
BČhem tĜí let trvání projektu
bylo investováno mnoho þasu do
vybudování partnerství a pĜekonání jazykové a administrativní bariéry a rozdílných pĜístupĤ k práci. PartneĜi nyní
mnohou využívat vytvoĜenou
strukturu a vysoký stupeĖ
dĤvČry.
Thanks to the EU support from
the INTERREG III B CADSES program, it was possible to fulfil the
wishes of the project partners in
the Elbe catchment area for transnational cooperation. This funding
gave the project partners the
possibility to perform the transnational cooperation successfully.
This support terminates at the
end of December 2006.
It is especially remarkable that it
was not only possible to meet the
project target of working out a
joint action concept, but also that
this could be reviewed and agreed
in a consultation process with the
large number of project partners.
Now, of course, the question
arises as to what will happen in
future to the work which has
already begun and in particular to
the transnational networks which
have been created.
The project partners are unanimous in the opinion that long
term cooperation is an important
future target. In the three project
years, much time had to be invested in building up the partnership in order to overcome
language and administrative barriers and to understand the different working methods. The partners can now profit from the
structure which has evolved and
the high level of trust which has

The partners have agreed that
they will use EU-funding possibilities in the following years as well
in order to be able to continue the
cooperation. In detail, the partners

Ergebnisse mit Arbeiten aus
bislang nicht als Partner beteiligten Regionen des Einzugsgebietes (Bezirk Karlsbad, Thüringen, Niedersachsen, Hamburg,
Schleswig-Holstein)
Weiterführung und Umsetzung der vereinbarten Empfehlungen, hier insbesondere die
noch stärkere Integration wasserwirtschaftlicher Belange in
die Regionalplanung. Das
schließt die Darstellung und
Sicherung von Gefahrenzonen
in der Regionalplanung auf der
Grundlage der erarbeiteten
Hochwassergefahrenkarten ein.
In Sachsen ist dies weit fortgeschritten, muss aber flächendeckend im Elbeeinzugsgebiet
noch vervollständigt werden.

zur Erhöhung des öffentlichen
Problembewusstseins.

Hochwassermanagementsystemen für Gemeinden (und Industrie).

Die transnationale Zusammenarbeit auf dem Gebiet der Raumordnung im Einzugsgebiet der Elbe
soll nach den Vorstellungen der
Projektpartner zukünftig auch
weitere wichtige raumplanerische
Belange des Flussgebietsmanagements einbeziehen und somit
einen Beitrag zur Lösung von
aktuellen Raumnutzungskonflikten
im Flussgebiet leisten. Die aktuell
anstehenden Themen dabei sind
zum Beispiel der Fluss als Verkehrsweg, Tourismus im Flusskorridor sowie Natur und Landschaftsschutz im Elbtal.
Im ersten Quartal 2007 werden
die konkreten Interessen der
Projektpartner für die Zukunft
evaluiert und strukturiert. Darauf
aufbauend werden Kontakte mir
potenziellen weiteren Beteiligen
aufgenommen. Dafür hat das
Bundesamt für Bauwesen und
Raumordnung Mittel bereitgestellt. Mit der Beantragung von
Folgeprojekten ist ab Ende 2007
zu rechnen.

povodí. Aktuálními tématy
pĜitom napĜíklad jsou Ĝeka jako
dopravní cesta, turismus
v Ĝíþním koridoru a pĜíroda a
ochrana krajiny v údolí Labe.
V prvním þtvrtletí 2007 budou
vyhodnoceny a rozþlenČny
konkrétní zájmy projektových
partnerĤ. V návaznosti budou
navázány
kontakty
s potenciálními dalšími
úþ a s t n ík y . K tom u d a l

úĜad pro výstavbu a územní
plánování. S podáním žádosti o
následné projekty je možno

According to the convictions of the
project partners, the transnational
cooperation in the field of spatial
planning in the Elbe catchment
area should, in future, also encompass further important spatial planning concerns of catchment area
management, and thus provide a
contribution to the solution of current land use conflicting interests in
the river valley. The current subjects under discussion here are for
example: the river as a transport
route, tourism along the river valley
and nature and landscape conservation in the Elbe valley.
In the first quarter of 2007, the
concrete interests of the project
partners for the future will be exactly defined and evaluated. On
this basis, contacts will be made
with further potential associates.
The German Federal Office for
Building and Spatial Planning has
provided funds for this purpose.
The application for follow-up projects is planned for the end of
2007.
