Bsp. Polder, Deichrückverlegung), sollten großräumig betrachtet werden, da diese auch an entfernten Orten zu verminderten, gänzlich unbeeinflussten oder zu erhöhten Wasserständen führen. Die Bundesanstalt für Gewässerkunde betreibt mathematischnumerische Modelle für Bundeswasserstraßen um großräumige Auswirkungen von Rückhaltungen auf Gewässersysteme beurteilen zu können. Für entsprechende Untersuchungen an der Elbe zwischen Usti nad Labem und Wittenberge (> 500 km Gewässerstrecke) wurde im ELLA-Projekt das 1-dimensionale hydrodynamische WasserstandsVorherSage Modell (WAVOS) Elbe als Simulationsmodell verwendet. In dem EU geförderten Projekt arbeiten 23 Behörden aus Deutschland, Tschechien, Polen, Österreich und Ungarn zusammen an gemeinsamen Handlungsvorschlägen für die Raumordnung im Elbeeinzugsgebiet. Na projektu dotovaném EU spolupracují pracovníci 23 zařízení z Německa, České republiky, Polska, Rakouska a Maďarska na společných návrzích postupů pro územní plánování v povodí Labe. V devíti pilotních projektech se prověřují různá východiska. Influencing flooding on the Elbe Effects of retention measures A tool for determining effects Water level lowering measures (e.g. polders, building back dykes)- which are positive influences from a flood protection point of view – must be seen on the larger scale because these can cause lowered, unchanged or even increased water levels at distant places. The Federal German Institute of Hydrology (Bundesanstalt für Gewässerkunde) has established mathematical-numeric models for federal waterways in order to determine the effects of retention on waterway systems. In the ELLA project, the one-dimensional hydrodynamic water level forecasting model called WAVOS was used as the simulation model for a corresponding examination along the Elbe between Usti nad Labem and Wittenberge (> 500 km of waterway). ELLA stands for „ELBE-LABE preventive flood protection measures by transnational spatial planning“. The project is funded by the European Union. 23 authorities from Germany, Czech Republic, Poland, Austria and Hungary cooperate to develop a joint action program for spatial planning in the Elbe River basin. The approaches are implemented in nine pilot projects. Spolkový hydrologický ústav provozuje pro spolkové vodní cesty matematické numerické modely, které slouží posouzení velkoprostorových účinků retence na vodní systémy. Pro příslušný průzkum na Labi mezi Ústím nad Labem a Wittenberge (> 500 km vodního toku) byl v rámci projektu ELLA použit jako simulační model jednodimenzionální hydrodynamický model pro předpovědi vodních stavů (WasserstandsVorherSage Modell – WAVOS) na Labi. Leadpartner/Hlavní partner: 7 Minderung der Wasserstände durch Rückhalteräume Großräumige Wirkung der Rückhalteräume Rückhalteräume können grundsätzlich „steuerbar“ bzw. „nicht steuerbar“ geflutet werden. Flutpolder, meist parallel zum Fluss liegende Räume, können gesteuert durch Ein- und Auslaufbauwerke zielorientiert geflutet und entleert werden. Somit kann man dem Fluss einen Teil des Wassers zeitweise entnehmen, im Polder zwischenspeichern und den Wasserstand senken. Deichrückverlegungen sind nicht steuerbare Maßnahmen. Vorhandene Deiche werden geändert, teilweise sogar komplett entfernt. Dem Fluss wird dadurch wieder mehr Raum zur Verfügung gestellt, und die Wasserstände sinken. Auf die Wirkung solcher Maßnahmen kann man unmittelbar keinen Einfluss nehmen, da sie ausschließlich vom Wasserstand im Fluss abhängen. Auf der untersuchten Elbe-Gewässerstrecke wurde die Wirkung von 15 Deichrückverlegungen (~ 2.700 ha) und 4 Flutpoldern (~ 106 Mio. m3) in Sachsen und Sachsen-Anhalt auf Hochwasser der Elbe ermittelt. Es wurden Simulationen mit Ereignissen durchgeführt, welche die Hochwasserentstehung im betrachteten Einzugsgebiet der Elbe widerspiegeln. Differierende Wirkungen auf Wasserstände bei unterschiedlichen Hochwassertypen (August 2002, April 2006) wurden nachgewiesen. Im Bereich des Pegels Magdeburg wurden Wasserstandsminderungen, abhängig von der jeweiligen Hochwassergenese, zwischen 0 cm und 28 cm simuliert. Byly přitom provedeny simulace za použití událostí, které odrážejí vznik povodňové situace ve sledovaném povodí Labe. U různých typů povodní (srpen 2002, duben 2006) byly prokázány rozdílné účinky na vodní stavy. V oblasti vodoměrné stanice Magdeburk byla, v závislosti na dané genezi povodně, simulována snížení vodních stavů od 0 cm Snížení vodních stavů působením retenčních prostorů Retenční prostory mohou být zaplavovány „řízeně“ nebo „neřízeně“. Zaplavované poldry, většinou prostory situované paralelně s vodním tokem, je možno pomocí vtokových a výpustných objektů cíleně zaplavovat nebo vyprazdňovat. Tím lze řece na určitou dobu odejmout část vody, zachytit ji v poldru a snížit tak její vodní stav. Posunutí ochranných hrází dále od toku jsou neřízená opatření. Provádějí se změnou ochranných hrází, zčásti dokonce jejich úplným odstraněním. Řece je tím opět dán k dispozici větší prostor, což má za následek pokles vodních stavů. Působení takovýchto opatření nelze bezprostředně ovlivnit, neboť je závislé výhradně na vodním stavu v řece. - Wirkung von Hochwasserschutzmaßnahmen - Neřízená a řízená opatření - Influence on water level through controlled/uncontrolled areas Reduction of water levels through retention areas As a general rule, retention areas can be flooded either „controlled” or „uncontrolled”. Flood polders, which are usually situated parallel to the river, can be specifically filled and emptied in a controlled manner due to inlet and outlet control stations. Thus one can withdraw part of the water from a river, store it temporarily in the polder and thus lower the river water level. Building dykes back from the river are uncontrolled measures. The current dykes are altered or even partially removed in some cases. The river is then given more free space and water levels sink. Simulations of events were carried out which reflected flood generation in the catchment area of the Elbe under examination. Evidence was found of differing effects on water levels with different flood types (August 2002, April 2006). At the Magdeburg measuring point, water level reductions between 0 cm and 28 cm were simulated, depending on the origin of the flooding.
