More than 40 cities have been designated European Capitals
of Culture so far, from Stockholm to Genoa, Athens to
Glasgow, and Cracow to Porto.
A city is not chosen as a European Capital of Culture solely
for what it is, but mainly for what it plans to do for a year
that has to be exceptional. Its programme for the year must
meet some specific criteria.

cultural investment
The EU’s Culture programme (2007-2013) has a budget
of €400 million for projects and initiatives to celebrate
Europe’s cultural diversity and enhance our shared
cultural heritage through the development of crossborder co-operation between cultural operators and
institutions.

For the achievement of these objectives, the programme
supports three strands of activities: cultural actions;
European-level cultural bodies; and analysis and
dissemination activities.
Support for cultural actions
This strand enables a wide range of cultural organisations
coming from various countries to cooperate on cultural and
artistic projects. This strand includes three sub-categories:
Multi-annual co-operation projects, running over a
period of three to five years.
Co-operation measures, running over a maximum
period of two years.
Special measures, which relate to high-profile
actions of considerable scale and scope. The support
to European Capitals of Cultureand festivals with
a European dimension fall under this sub-strand.

Council for the ordinary legislative procedure.

Why a new proposal now?

The current legal base for the European Capitals of Culture
(ECoC) - Decision 1622/2006/EC - includes a chronological list of
Member States indicating the order in which they are entitled to
host the event until 2019. However, the competition for the title
is launched six years in advance in order to give the cities
sufficient time for their preparation before the beginning of the
year of the title. The selection for the 2018 ECoC in Malta and
in the Netherlands is thus already well underway. Therefore, in
order to ensure a smooth transition in 2020, the Commission's
proposal for the continuation of the ECoC after 2019 needs to
be adopted by the Parliament and the Council in 2013.

Who does what ?
How was the proposal prepared?
The work on the new proposal has been based on a broad range
of inputs. These include the conclusions of the 25 year
anniversary conference of the ECoC held in March 2010, four
independent evaluations of past Capitals, an independent
evaluation of the current selection and monitoring procedures,
an on-line consultation, a public consultation meeting and DG
EAC's own experience of coordinating the initiative since 1999.
These various evaluations and consultations have clearly shown
that the ECoC can bring many benefits to cities when they are
planned with consideration. They remain first and foremost a
cultural event, but they can also have significant social and
economic impacts, particularly when the event is embedded as
part of a long-term culture led development strategy in the city.
It should also be noted that although only one city in each MS
can host the event in any given year, the competition has an
important leverage effect on the development of new or more
effective policies and strategies even in cities which do not win
the title.

zóny s neupravenou pochozí plochou. Balvany tvoří
hraniční linie těchto zón, podél kterých parkují

V rámci prostředí mají svou hodnotu i prvky jako
tajuplnost, labyrinty a možná i nečekaná překvapení.
Mnozí z nás se rádi pobaví v zrcadlových bludištích
a stejně tak má jistý půvab i klikatost bostonských
ulic. To je ovšem možné při splnění dvou podmínek.
Nesmí zde být riziko, že zcela ztratíme základní
orientaci a že z této situace nikdy nevybředneme.
K takovému zmatku může docházet místně, ale
prostředí jako celek musí být jasné. Proto třeba labyrint či jiná forma tajemství mají vždy obsahovat něco,
co lze objevit a pochopit v přiměřeném čase. Úplný
chaos, bez náznaku jakýchkoli souvislostí, není nikdy
příjemný.

Creative Urban project
V programu Marseille-Provence 2013 bylo zadáno
a vypracováno několik uměleckých projektů pro město a jeho veřejný prostor. Jako součást tohoto programu
byly v roce 2011 zahájeny kreativní urbanistické projekty Quartiers Créatifs.
Patnáct tvůrčích rezidenčních pobytů pro umělce
a architekty v mětských oblastech, které procházejí
urbanistickou rekonstrukcí, mělo za cíl vytvářet
objekty a akce ve spolupráci s místními občany.
Tento výzkum a tvorba programu začleňuje podporu
obyvatel do procesu plánování.

Kreativní urbanistické projekty jsou podpořeny městem Marseille i přidruženými regiony. Partnerem v Marseille
veřejně zájmová sdružení Politique de la Ville a Marseille Rénovation Urbaine. Projekty jsou sponzorovány ANRU, které
řídí část městských renovativních programů. Jsou podporovány Caisse des Dépôts, Fondation d’Entreprise EDF, firmou
Logirem a Fondation Logirem. Některé oblasti získaly finanční prostředky z Evropského fondu pro regionální rozvoj (ERDF)
prostřednictvím Marseille Provence Métropole. Projekty jsou v úzké spolupráci s kulturními a vzdělávacími organizacemi,
sociálním centrem, ADDAP 13, jež pracují v těchto oblastech každodenně.

Bio
Born in 1969, Sieverts works primarily as a tour guide. He attended the Düsseldorf Art Academy and has been employed as a
shepherd as well as in architecture bureaus in both Cologne and Bonn. Sieverts has guided locals and tourists through the grey zones
of sprawling urban areas and conurbations since 1997 through his alternative urban travel service, Büro für Städtereisen. With the
help of sophisticated spatial sequences, he draws scenic connections between environments which otherwise are considered as
extremely disparate. He then develops visions and continuative interpretations of the investigated landscape and settlement
formations. Sieverts has also held the lecturing and other positions in Nantes, Leipzig, Kassel, Portland, Maastricht and Hamburg. His
Solo exhibitions and co-operations have taken place in Germany, France and the USA. The artist currently lives in Cologne.

Erik Göngrich zkoumá fotografické reprodukce architektury a odkrývá nedorozumění v rámci architektonických,
urbanistických procesů. Vystudoval interiérovou architekturu a výtvarné umění, žije a pracuje v Berlíně. Zabývá se otázkou
tvorby obrazů a soch na veřejnosti a jejich střetem s existujícím veřejným prostorem a jeho architekturou. Pro své výstavy
v Berlíně, Paříži, Havaně, Sao Paulu, Istanbulu, Lipsku či Los Angeles. Vždy během delšího časového úseku vytváří pro dané
místo originální projekt, v jehož rámci se stává kreslířem, fotografem, architektem a průvodcem. Erik Goengrich se zabývá
řadou otázek: Jakou roli hraje fotografie při zkoumání místa? Jak se fotografie používá v uměleckém výzkumu a jak naráží
na své hranice v rámci znázornění komplexních vztahů? Vztah mezi znalostí výroby a estetikou „Poetologien des Wissens”,
jak říká Joseph Vogl. Může a měla by fotografie předávat znalosti nebo ji máme vnímat třeba jako součást vzájemného
srovnávání nebo estetické umělecké tvorby?
Fotografie se vlastně chová jako materiál je analyzován a bádán s cílem vytvářet znalosti prostřednictvím uměleckých
výrobních procesů a zkoumat realitu a její reprezentace prostřednictvím kontextualizace. Rozlišovat různé formy znalostí,
různé způsoby znázornění.
Umění by mělo zobrazovat realitu, zapojit se do reality, změnit nebo učinit realitu viditelnou? Jaké prohlášení fotografie činí, kdo mluví, kdo fotografoval a kontext, ve kterém je zobrazen na fotografii? Do jaké míry může série fotografií
prezentovat komplexní příběhy a vyprávění, kde má své hranice?
Otázka důkazu o realitě skrze fotografii není a nebyla možná, také v současných digitálních možnostech je spekulativní faktor fotografie stále patrnější. Fotografie byla vždy generována pro realitu představivosti. Erik Goengrich zastupuje
uměleckou pozici, která prozkoumává historické a současné reality v fotografii s odkazy na imaginární, symbolické anebo
reálné úrovni.

There I imagine myself building this prototype with the Help of a carpenter on site.
Then I like to spend time there talking to people that are passing and making drawings
about that conversations. As well I like to talk with them about the 4 Billboards that are
presented. With the images on the 4 Billboards I will have something to talk with
people passing, and while i am doing that (or afterwards) i will make drawings on site.
And after some days I probably will draw directly on the billboards? but first i think i
need to have some images/drawings to talk with people.
It could be that I use as well the map that we produced the last days.
This map will be send in an extra .pdf
With the map I can ask the people what they know of La Cayolle and what they like
most?

The front is rather a poetic/provocative photo combination, to attract people that they
come closer and walk around. Then the back is a view that combines a belvedere with
a view from/over the roof of LECLERC
If there is the time and material left I can imagine building a little simple bench on the
back of the billboard. That would attract people to look on the back and it would be a
place nearby the bigger invention of the Foto-Billboard-Drawing-Bench-Prototype that
would allow me to visit with people and sit down.

it would be interesting if MP2013 is able to do that cheaper?

INTEGRATION
CMI The Marseille Center for Mediterranean Integration was launched in October 2009 with the
mandate of creating a platform for integration in
the Mediterranean region through high-level policy
dialogue, dissemination and knowledge management in key development areas which are of primary importance for the Mediterranean region: urban
and spatial development; skills, employment and
labor mobility; environment and water; transport
and logistics; knowledge economy, innovation and
technology. Founding members are the Governments of Egypt, France, Jordan, Lebanon, Morocco and Tunisia as well as the World Bank and the
European Investment Bank. Other members are
likely to join the Center in the near future.

Mediterranean Integration makes its
knowledge management services available to the countries of the southern
and eastern coast of the Mediterranean.
Mediterranean integration is intended
as an opportunity for further linkages
and exchanges between both rims of
the Mediterranean region, as well as
within its southern part.
PROGRAM PARTNERS The Strategic Urban Development program is
promoted, financed and implemented by
two of the CMI partners: the Caisse des
Dépôts, a French public financial institution, and the World Bank. They have
committed to a three-year partnership to
combine the policy and technical exper-

tise resulting from their international and
national work, the staff and the financial
resources necessary for the success of
the program. A joint team is operating simultaneously out of Marseille, Paris and
Washington, and is liaising actively with
the official counterparts and centers of
excellence in the focus countries as well
as in Europe and elsewhere.

activity will result in a rich interaction
STRATEGIC URBAN
DEVELOPMENT
The countries of the southern and eastern Mediterranean are experiencing a
very high rate of urbanization, which is expected to reach 67% by 2030, with a
58% increase of their urban population compared to 2005. This represents additional 85 million urban inhabitants. Such urbanization trends pose tremendous
challenges, as well as opportunities. Spatial imbalances and lagging regions are
present in many countries, and territorial development plans are rare. Urban planning often lags behind informal urbanization driven by demographics and housing demand; urban renewal operations need complex management tools, which
are often lacking. The program will collaborate with national and local institutions
and agencies in order to address some of these issues.
REGIONAL & URBAN PLANNING
The program will provide analytical work
leading to the assessment of the current spatial structure, regional imbalances, and forecasts of urbanization at
the 2030 horizon of selected countries
in the region. This work will be carried
out by making use of combined statistical forecasting and satellite imagery,
to predict the size and shape of major
cities, and of international analytical
methodologies. Advisory work will also

be carried out for the review of the urban planning instruments of selected
main urban agglomerations, to enhance
their coherence with coastal zone management, where appropriate, and with
energy, water, and transport planning.
Mediterranean and European experiences in urban planning will be reviewed
and compared, with the purpose of facilitating a process of modernization
and simplification of the planning instruments adopted by the countries in the
region, in view of improving the quality
of urban development.
URBAN LAND MANAGEMENT The
program will provide a review of urban
land management policies for the purposes of facilitating formal real-estate

transactions and access to secure land
tenure, of lowering the incidence of illegal subdivisions, and of accelerating
the process of urbanization of periurban rural land. Land-based financing
of urban development will be explored,
in view of ensuring that the costs of
providing trunk infrastructure may be
recovered from the landowners and
developers due to the increased value
of land, and of self-financing urbanization. The institutional dimension of land
management will be equally addressed,
comparing various experiences with
the creation and functioning of Land
Management Agencies, either as part
of the public administration or as separate entities set up under the tutelage
of sector Ministries. The status of public
land reserves and their utilization and
replenishment will also be examined as
a priority concern.
URBAN EXPANSION & RENEWAL
Governments in the region are extending existing urban areas, creating satellite communities and new towns, and
facilitating the rehabilitation of obsolete
or degraded urban areas, including a

explore the technical, institutional and
financial aspects of
such urban projects
across the region,
facilitating exchanges and bringing to
bear the innovations
that have been tried
out elsewhere. In
particular the possible forms of partnership of the public and private sectors will
be explored, from dedicated public sector developers to public-private corporations, to foreign direct investment and
inter-communal investment agencies.

DELIVERABLES
POLICY WORKSHOPS The program
will deliver a number of policy workshops per year, where the main issues
covered will be reviewed on the basis of
national reports, case studies, and specific technical and policy contributions
that would facilitate the exchanges and
integration across the Mediterranean
region. They will bring together policymakers, practitioners and academicians, will be preceded by preparatory
research work, and followed up with the
dissemination of the recommendations,
outcomes and materials. The impacts
expected from the policy workshops are
awareness-raising, contributing to the
definition of reform processes, and providing access to updated knowledge by
key practitioners.
GUIDANCE MATERIALS The purpose of the CMI, and therefore of its
urban programs, is to be part of the
debate on key development and integration policy topics, and to become a
pivotal part of the existing regional networks. The program will produce and
disseminate guidance materials and information on the issues of strategic urban development in the Mediterranean
region, resulting from the networking,
the policy workshops, the studies and
technical advisory services. The program also inherits knowledge materials
from the Europe-MENA urban knowledge hub which operated in Marseille
from 2004 until 2008.

QUI SONT LES ARCHITECTES-CONSEILS DE L'ETAT ?
Créés en 1950 par Eugène CLAUDIUS-PETIT, alors ministre de la reconstruction et de l’urbanisme, les
architectes-conseils sont nommés :
soit par le ministre en charge de l’urbanisme :
auprès des directeurs d’administration centrale ou,
sous l’autorité des préfets lorsqu’ils exercent leur mission auprès des directeurs départementaux
des territoires et pour les départements littoraux, les directeurs départementaux des territoires
et de la mer.
soit par le ministre en charge de la culture :
auprès des directeurs d’administration centrale ou,
sous l’autorité des préfets lorsqu’ils exercent leur mission auprès des directeurs régionaux des
affaires culturelles.
Professionnels libéraux reconnus et expérimentés, ils sont recrutés à l’issue d’une sélection exigeante
commune au deux ministères, prenant en compte la diversité de leur activité libérale, leur expérience, leur
compétence afin de renforcer les moyens des services déconcentrés dans l’élaboration et la mise en œuvre
des politiques nationales sur l’espace pour une exigence accrue de qualité. Leur indépendance, qui tient à
leur mode de désignation, et au strict respect des règles d’incompatibilité d’exercice professionnel sur le
territoire de leur intervention, en fait des interlocuteurs privilégiés des services intervenant en matière
d’aménagement du territoire. Ils orientent leurs interventions particulièrement dans les domaines de
l’habitat et des quartiers, de l’amélioration de la qualité architecturale et urbaine.
Ils interviennent principalement dans les DDT (M) et dans les DRAC. Cependant, certains d'entre eux assurent
des missions spécifiques auprès des services de l'administration centrale du ministère chargé de
l'aménagement du territoire (Direction générale de l'Amenagement, du Logement et de la Nature, Plan
urbanisme, construction et architecture, Délégation interministérielle à la ville) et de celle du ministère de
la Culture (direction des patrimoines). Leur mission, bien que ponctuelle (deux jours par mois), leur permet
cependant l'essentiel :
travailler à promouvoir une architecture de qualité en particulier dans le domaine du logement et des
constructions publiques,
participer à la diffusion de la culture architecturale et urbaine,
relever, le cas échéant, les insuffisances dans la mise en œuvre des politiques publiques.
Animateurs plus que censeurs, les architectes-conseils mettent leur capacité d'analyse et d'expertise des
situations concrètes au service d'une conception exigeante de ce que doit être le paysage urbain et rural de
la France.
Ils exercent un rôle pédagogique auprès des maîtres d’ouvrage le plus en amont possible des opérations et
une mission de conseil et d’aide auprès des services, afin d’assurer une plus grande sensibilisation à
l’architecture et à l’urbanisme.

Très vite, les architectes-conseils ont manifesté le désir de se réunir sous la forme d’une association loi 1901
qui existe maintenant depuis des dizaines d’années. Cette association intitulée « corps des architectesconseils » a pour but de créer des liens forts eux par le maintien d'une conscience élevée de la nécessité de
promouvoir la qualité urbaine, architecturale. Cette association constitue également un lieu d’échanges de
pratiques professionnelles dans l’exercice de cette mission et également un lieu de formation qui se
concrétise chaque année par un séminaire de réflexion soit en France soit à l’étranger sur des thèmes
d’actualité.

Près de 5 millions d’habitants vivent dans des
zones urbaines sensibles ou dans des
quartiers d’habitat ancien dégradé
Depuis 2004, l’Agence Nationale pour la Rénovation Urbaine met en œuvre,
avec ses partenaires (le SG-CIV, la DHUP, l’UESL – Action logement,
l’USH, la Caisse des Dépôts...) des programmes globaux et pluriannuels
d’intervention, afin de transformer ces quartiers stigmatisés en quartiers
ordinaires intégrés à la ville.
Association a but non lucratif régie par la loi de 1901, FONCIERE LOGEMENT a été créée dans le
cadre de la convention État-UESL (Union d’Économie Sociale pour le Logement, représentant les
organismes gestionnaires du 1 % Logement) du 11 décembre 2001.
Ni promoteur, ni constructeur, FONCIERE LOGEMENT joue un rôle totalement novateur de la mixité
sociale.
Depuis mars 2002, FONCIERE LOGEMENT met en ouvre une politique de diversification et de
renouvellement de l’offre locative. Elle constitue ainsi a terme un patrimoine immobilier de qualité
au bénéfice des régimes de retraites complémentaires du secteur privé.
A travers le Programme National de Rénovation Urbaine et le Programme
Quartiers Anciens, l’ANRU intervient sur les logements, la voirie et les
espaces publics, les établissements scolaires, les commerces, les crèches,
les centres multi-activités. L’ANRU multiplie conjointement ses actions en
faveur de l’insertion par l’emploi.
L’ANRU agit également pour le développement des internats d’excellence.

Le Groupement d'Intérêt Public
Créé en 1998 par la Ville de Marseille et l’État, le Groupement d’Intérêt Public pour la
Gestion de la Politique de la Ville constitue la structure juridique et financière d’animation et
de gestion des programmes successifs mis en place à Marseille dans le cadre de la
Politique de la Ville (Contrat de Ville 2000-2006, puis Contrat Urbain de Cohésion Sociale).

Le préfet et son équipe
Hugues PARANT,
Préfet de la région Provence-Alpes-Côte d'Azur,

Préfet des Bouches-du-Rhône
A l’issue du Conseil des Ministres du mercredi 6 octobre 2010, Hugues Parant a été nommé Préfet de la
région Provence-Alpes-Côte d’Azur, Préfet de la zone de défense et de sécurité Sud, Préfet des Bouchesdu-Rhône. Il succède à Michel Sappin .
Né à Paris en 1955, Hugues PARANT est Chevalier de l’Ordre National du Mérite et Chevalier de la
Légion d’Honneur.
Diplômé de l’IEP de Paris, licencié en Sciences Economiques, Hugues PARANT est élève à l’ENA (
«Henri François d’Aguesseau»), en 1980. Il débute, en 1982, sa carrière en tant qu’administrateur civil au
Ministère de l’intérieur et de la décentralisation. Il rejoint alors le corps préfectoral et devient, la même
année, directeur de cabinet du commissaire de la République de la Savoie.
Nommé Directeur de cabinet du commissaire de la République de la région et du département de la Martinique en 1983, il rejoint la
préfecture de la Haute-Saône comme Secrétaire général en 1985.
Il est appelé, l’année suivante, auprès du secrétaire d’Etat auprès du Premier ministre, chargé de la jeunesse et des sports dont il dirige le
cabinet jusqu’en 1988. Année au cours de laquelle il intègre la cour des comptes avant de partir dès 1989 aux Etats-Unis comme Directeur
des bureaux de la DATAR.
A son retour en France en 1993, il entre au cabinet du Ministre de l’Equipement, des Transports, du Tourisme et de la Mer, avant de devenir
en 1994, Directeur du tourisme.
Nommé Préfet délégué pour la sécurité et la défense auprès du Préfet de la région Provence-Alpes-Côte d’Azur, Préfet de la zone de
défense Sud, Préfet des Bouches-du-Rhône, en 1998, il devient Préfet de l’Orne, trois ans plus tard puis retrouve la région ProvenceAlpes-Côte d’Azur en qualité de Préfet de Vaucluse en 2004.
Préfet de Meurthe et Moselle en 2007, Hugues PARANT était depuis juin 2009 Préfet du Var.
Le Préfet représente l'État et le gouvernement
Le Préfet est nommé par le Président de la République, en conseil des Ministres, sur proposition du Premier Ministre et du Ministre de
l'Intérieur. Mandaté par le gouvernement, il est chargé des intérêts nationaux, du contrôle administratif et du respect des lois.
Il représente le Premier ministre et chacun des ministres dans le département.
