The city of Šibenik is a 950 years old town located in the central
part of the Croatian Adriatic coast. With population of 46.332 is
administrative, political, economic, social and cultural centre of
the Šibenik-Knin County.
Šibenik has a Mediterranean climate, with mild, humid winters
and hot, dry summers. Average annual temperature is 15,3°C,
while in the summer maximum temperature is around 30°C.
Excellent traffic connections provide quick and easy access from
any part of Europe by plane (2 airports within hour drive), by car
(connected to the A1 highway) or by sea (marinas and transport
harbour).
Economic development is focused on trade, tourism,
construction and metal processing, based on a small and
medium sized enterprises.

Šibenik
Šibenik economy is based on manufacturing, trade and tourism.
Manufacturing with 260 mil € turnover in 2013 is the most
important economy sector, the following sector is trade with 75
mil €.
Šibenik has long industrial tradition in manufacturing of
aluminum products, steel constructions and shipbuilding.
Aluminum processing is the most important economic and
export activity, with a tradition since 1937. The biggest exporter
of aluminum products is TLM-TVP Ltd. In addition to aluminum,
the important industry branches are connected with the building
and servicing of ships, steel constructions and the construction
of residential and business facilities.
In addition to overhaul shipyards for the service and building of
ships up to 40 m, there are services for tourist and sports vessels
active in the region, and smaller builders of the craftsman type.
In the last few years the biggest growing sectors are tourism and
renewable energy industry (wind power plants).

The city of Šibenik has ten secondary schools: two grammar
schools, Traffic and Technical School, School of Medical and
Chemical Technology, Tourism and Hospitality School, Industrial
school, School of Economics, Technical School, Vocational
School and Secondary Music School. These schools annually
attend approximately 3000 students. The higher educational
institution is the Polytechnic of Šibenik which educates
students in the field of social sciences and engineering, tourism,
organization and informatics. In 2015. the first generation of
students started their education at the Faculty of energetic
efficiency and renewable resources established in Šibenik as a
part of the Zagreb University.

LEGAL POSSIBILITIES & LIMITATIONS
• The facilities have to be at least 5 m away from the adjacent
plot.
• Min. 20% of the total plot surface has to be green.
• Production purpose facilities have to be min. 20 m away from
the construction plots, and separated by green belt or public
traffic surface.
• A plot has to have appropriate access to public traffic area
(min. width 5.5 m).
• In the Podi area, it is not possible to plan residential function.
• The installation of photovoltaic elements and heat collectors
with power less than 200 kW on the roof surfaces, eaves and
ground is possible. Exceptionally, in the Podi economic area,
the installation of collectors and/or photovoltaic panels with
power over 200 kW is allowed in the separate plots within the
area, their total surface not exceeding 2% of the total surface
of the area (minimum surface of the construction plot 15 000
m², maximum surface is 24 000 m², maximum altitude of a
building is 10 m).
• Within the Podi area, the construction of biomass power plant
is allowed (maximum surface is 15 000 m², minimum 14 000
m², maximum altitude of the building is 10 m, coefficient of
construction development of the construction plot = 0.4).
• The following is planned: the construction of new power line
and transformer plant TS 110/30/10(20) Podi and DV 110 kV
Bilice-Podi, high-pressure pipeline and regulatory station, the
construction of Podi area sewerage system.
• The location is determined as potential accommodation for
research facilities or mineral raw materials exploitation field.
• Possible planning of heliport on the location.
• In Podi area it is possible to locate facilities for waste storage.
• In the construction areas of economic purpose, the
construction of recycling yards with temporary storage, baling
and pressing of separately collected waste is enabled.

Gominjak is a former military zone located in Brodarica,
southeast of the City of Šibenik. Its location in the vicinity of the
coastline and its attractive natural characteristics are regarded
as a potential for the development of the zone. Gominjak has a
great traffic connections. Vicinity of tourist zones Podsolarsko
and Solaris are seen as the potential for Gominjak’s development,
with a strong emphasis on tourism.

LEGAL POSSIBILITIES & LIMITATIONS
Development of green areas (park, forest parks, and protective
green (buffer) zones) within the construction area is allowed,
as well as other facilities and surfaces which are needed for the
normal functioning of the resort, with the purpose of restoring
and protecting the environment. This includes construction
of traffic and pedestrian paths, bicycle paths, sport and
recreation areas and playgrounds, smaller service, hospitality
and commercial facilities (the aforementioned facilities cannot
exceed 10% of green areas, and the floors are required to
be ground floor+attic. Special construction conditions are
determined by the General urbanistic plan (depending on the
future purpose of the area – mixed, residential, etc.).

ABOUT TEF
The former Electrodes and Feralloys Factory stopped its
production in 1994, which was immediately followed by its
dismantling and land remediation. The former backbone of
Šibenik’s economy today serves as a place where fairs, concerts
and similar events are held. Because it is located near the western
entrance to the city of Šibenik, it represents the key potential of
the city’s development. This attractive location which includes
great traffic connections and attractive environment of urban
areas and tourist centers makes the former TEF site extremely
attractive for future investments.

Maximum development of parcels in the zone of mixed purpose is 40%, i.e. maximum coefficient of
construction development = 0,4. The maximum height of construction cornice is 24 m, and the maximum
number of floors is ground floor +6 (with the possibility of basement construction). The maximum coefficient
of utilization is 2,8 (possible to increase it for additional 0,4). Parking spaces need to be placed within the
parcel/ground floor/basement. It is possible to allow reconstruction and upgrade of existing facilities in the
same construction conditions only if developed areas of mixed purpose are in question. At least 20% of
construction plots need to be covered by area-specific vegetation.

LEGAL POSSIBILITIES & LIMITATIONS
Within the construction zone of the resort it is possible to
restore green surfaces (parks, forest parks, protective (buffer)
green zones), as well as other facilities and surfaces which
are needed for the normal functioning of the resort, with the
purpose of restoring and protecting the environment. This
allows construction of traffic and pedestrian paths, bicycle
paths, sport and recreation areas and playgrounds, smaller
service, hospitality and commercial facilities (these facilities
cannot exceed 10% of green areas, nor planned floors (ground
floor+attic is allowed). Port for nautical tourism is planned on
the location. According to General urbanistic plan of Šibenik, it
is required to make an urbanistic development plan for TEF. It
is possible to allow for the construction of individual facilities
for accommodation in the mixed-purpose zones (hotel, motel,
lodging, etc.).

Šibenik
The whole area is characterized by preserved environment and
great tourism opportunities, two national parks, the Šibenik
bay, and the archipelago of 242 islands, islets, reefs and cliffs.
Almost a thousand years old city is famous by its 16th century
Cathedral of St. James, included in the UNESCO’s heritage list,
four fortresses, narrow streets of the largest preserved old town
centre hides many churches and historical buildings. Tourism
is a growing business sector of Šibenik’s economy and a great
opportunity for the investors.

private accommodation (72%). The hotels in the area have 3550
beds, most of them are in the Solaris resort, almost 80%.
Šibenik has six four stars hotels and three categorized with three

217,517 guests, who made 1,066,454 overnight stays. The
tourist average stay is 5.1 day. Šibenik is known to be one of
the safest berthing places due its naturally protected location,
marinas in the area has around 700 berths.

ABOUT JADRIJA
A favorite public beach and weekend settlement of the
inhabitants of Šibenik, founded in 1921. Located near Šibenik
and attractive tourist places Vodice and Srima. Connected with
Šibenik by the Adriatic road (D8) and regular boat lines during
the year.
The entrance to the Šibenik channel and gateway to Šibenik
archipelago is an ideal location for the development of tourism
activities throughout the year. The vicinity of urban centers,
and also smaller coastal cities, represent added potential for
development.
Today, Jadrija represents a settlement with about 500 family
weekend houses and 513 beds in private accommodation. It is
also well known as an attractive wind surfing site.

Ivanal area is situated in the Šibenik hinterland, near Lozovac
and National Park Krka, nearby the Skradinski buk, the entrance
which visits 1 mil. tourists per year. The space that used to be an
aluminum factory is unused today due to the relocation of the
factory. Attractive natural surroundings, rich cultural heritage in
the area of the national park, and favorable transport position
all contribute to potential investments to the area. Its current

Jadrtovac Morinje is planned for the development of health
(medical) tourism. It is located in the vicinity of the picturesque

peloid-mud reserves in the Adriatic. This zone has the potential

Tourist zone Kaprije is located on the island of Kaprije, in the
middle of Šibenik archipelago, 15 km southwest from Šibenik.

ABOUT ZLARIN
The house of Vesna Parun is located on the north-east side of
the Zlarin island. Its preserved archictecture and Mediterranean
characteristics make it favorable for the investment. The island has
8 km2 and a coastline of 20 km, it’s located about 2 km from the
Šibenik. Zlarin has 2700 hours of sunshine per year making it
one of the sunniest island in the Adriatic. During the winter Zlarin
has around 270 residents which increases to 3000 in the summer.
The vicinity of Šibenik and favorable boat line connections are
factors that allow development of various types of tourism. Zlarin
is known for harvesting and coral processing. Nowdays Zlarin
has 160 beds in private accomodation, 165 camp places and a

The area for sport/recreational purpose Kakan is located on
the east side of the Kakan island. The island of Kakan is located
in the Šibenik archipelago, 15 km southwest from Šibenik,
between the islands of Kaprije and Žirje, and in the vicinity of
Kornati national park. It is inhabited only during the summer
months. This land was previously owned by the Ministry of
Defense. Kakan is covered by typical Mediterranean vegetation
– low shrubs, weeds and grasses. Nearby, there is a forest with
protective function and an anchorage.

AGRICULTURE
The city of Šibenik area is a kars territory with fields of agricultural
land between hills, of which the total utilized agricultural area is
approximately 55%.
Since the environment is well preserved, agriculture has
great potential for the growth, as the demand for high quality
ecological products (extra virgin olive oil, wine, organic farming)
is growing, both in the domestic and foreign market.
The largest share (73%) of utilized agriculture land are orchards
and vineyards. Ecologically preserved areas offer opportunities
for organic food production.
Agrarian crops prevail inland, while Mediterranean fruit and
vegetables are dominant cultures along the coast.
Mostly planted tree is olive. 82% of agricultural households
produce olive oil (planted 67.952) while half of households
cultivate figs (6.917 bearing trees). Vine is planted on the 27%
of the utilized agriculture land. The number of registered vines
in vineyards is 1630.
Fisheries and shellfish farming
There are 57 fields with granted concessions for shellfish
cultivation in the Šibenik bay which enables breeding of 3100
tons of shells, mostly mussels.
Those are small, family crafts with modest capacities for
catching, breeding and processing of fish and shellfish.

and sanitation facilities with one storey
at most. Farms can be planned on areas
of min 1 ha, on a land that is used for
agricultural purposes, with at least 70% of
its land covered by agricultural crops; the
maximum construction is up to 10%, with
highest cornice construction height of 8 m.
The facilities for cultivation of agricultural
crops, animals and storages can be planned
on smaller zones as well, with maximum
constructional up to 40%, and maximum
cornice construction height of 6 m.

ABOUT KONJEVRATE
Konjevrate zone is located in the Šibenik hinterland, along the
county road towards Drniš. It is located in the vicinity of A1
highway and near the airport and port terminals, which define its
excellent traffic connections. Konjevrate is situated in the vicinity
of Krka National park and Lake Visovac, which contributes to
the location’s attractiveness. The development potentials of the
zone considering its natural basis are very high.

According to the Spatial development plan of the City of Šibenik,
Konjevrate is classified as other agricultural and forest land.
Exceptionally, the construction of infrastructural facilities and
other buildings is possible, if the listed is not possible to plan
outside the forest, that is, agricultural surfaces. / The stated
zones are classified as spaces meant for solely basic purposes,
and construction of buildings are not allowed, unless it is
following special restrictions.

POSSIBILITIES AND LIMITATIONS
Potential livestock farms cannot be near construction zone
of the resort in order to prevent negative impacts, as further
defined in the Spatial development plan of the City of Šibenik.
The location of Konjevrate is included in National Park Krka
spatial plan (for zones of specific characteristics). Forests and
forest land cannot change its purpose, unless needed for the
purposes of deforestation for infrastructures defined by plans
made by higher sequences or other spatial interventions in
the event that conditions for building outside the forests do
not exist. Agricultural lands of poor quality can be afforested.
Forests and other agricultural soil of the location are the reason
why Konjevrate is designated as area of special restrictions in
use, i.e. the application of special measures for planning and
protection. It is possible to plan irrigation at the location, in
accordance with irrigation plan for the Šibenik-Knin County
(according to the Spatial development plan of Šibenik-Knin
County).
