INTRODUCTION - WELCOME 42nd Rallye Český Krumlov is approaching... Supporters of the most popular kind of motorsport are going to meet in southern Bohemia again in the very first weekend of May. Rallye drivers will fight for seconds in well-known location. The competition is a part of FIA European Rally Trophy, Mediasport Czech International Championship and Historic Rallye. Rallye Legend Show is traditional accompanying event which will present historic rallye cars. The organizers are keeping well-proven scheme again. On Friday 2nd May, the scrutineering, the shakedown and the super special stage will take place in the exhibition area in České Budějovice, where will be crews' service background for the whole rally. The ceremonial start is going to be located into Deer Garden (Jelení zahrada) in Český Krumlov. After it the drivers will head to classic SS. On Saturday 3rd May, two passing of the familiar SS are planned with the whole ending situated into the surroundings of Lipno. There is another super special stage planned in the exhibition area. Drivers can expect almost 170 kilometres of traditional, technical and swift track. On behalf of organizers from ÚAMK Automotoklub Rallye Český Krumlov and ČK Motorsport I would like to wish all participants that the last place where will their engines roar will be finish ramp in Jelení zahrada. We also hope that the spectators around the track will enjoy the drivers craftsmanship during the whole 42nd Rallye Český Krumlov. Organising Committee RALLY GUIDE 1 1 1.1 HISTORY 1.1. 1 EVENT HISTORY Rallye Český Krumlov follows its broad a successful history. The first event was organized in 1971 as an amateur benchmark car race and since the second year of its existence it reached the highest level. From a regional event through Bohemian championship it soon became the top republic event. During 1982-1983 the course of events was shortly interrupted due to decision to reduce number of championships and disagreement of the organizers with the new situation. As a result of that this event continued since 1984 again as a regional race. Nevertheless quality of the tracks as well as good organization team and popularity of this event soon resulted in reclassification of the Ceský Krumlov Rally as a national championship. After 1990 the new management followed the best tradition and the Český Krumlov Rally became the top event among the domestic rally. During the first five years the general partner was Motor Jikov České Budějovice replaced by Import Volkswagen Group since 1996. The rally was associated with the Volkswagen brand from 1996 to 2001. Since 2002 the general partnership overtook the SEAT division to 2005. Together with Barum rallye Zlín and Rallye Šumava Klatovy Rallye Český Krumlov has been, after 40 successful years, the third oldest competition in the Czech Republic. Last year it joined the FIA European Cup. For several years veteran motor car show has been an integral and popular part of Rallye Český Krumlov. Organisers can be also proud of primacy in demonstrative rides of rally legends that were brought to domestic tracks in 2007. In 2009, FIA assigned European cup to the promoter. In such a rich history the Český Krumlov Rally attended many top Czech and Czechoslovakian drivers and names of many of them are recorded in the gallery of the winners. One of the most successful driver is Jiří Urban who kept winning from 1972 to 1976 with Škoda 120S car. Recently Václav Pech won twice with Ford Focus WRC (2002 and 2003). Milan Dolák won three times from 1997 to 1999 every time with Toyota car and the most successful participants in the long race history are two famous Czech drivers Leo Pavlík and Ladislav Křeček who both won the Rallye Český Krumlov four times. Leo Pavlík won in 1978 through 1980 with legendary Škoda 130RS car and Renault 5 Alpine as well as with Audi Quattro in 1989. Ladislav Křeček dominated to the race in 1981 with his Škoda 130RS and during 1992 and 1993 with Ford Sierra Cosworth and for the last time again with Ford Escort Cosworth in RALLY GUIDE 1 2 1996. The list of the race winners also includes names of Italians Deila and Bertone who won in 1994 and 1995. Roman Kresta, who holds already 7 victories, has been the most successful due to the last five years. During the last years the rally tracks lead through various places of South Bohemia. Nevertheless the most significant part of the race takes place within the Český Krumlov district while of course some locations in the adjacent České Budějovice and Prachatice districts are included. The famous speed tests in the Kleť mountin surroundings were substituted by demanding sections such as Přídolí and Malonty which are in various forms recorded in the race itinerary since the rally establishment. The popular „Malonty“ speed test which is approximately 30 km long is one of the most famous in the Czech Republic. The “Tisovka“ or “Kohout“ locations can be already considered legendary. Since the first year the historical town Český Krumlov remains the rally centre. For several years the modern cars start from the Jelenní zahrada (Deer Garden) with a silhouette of the large Český Krumlov historical castle in the back. Gradual approach of the competition to spectators has been bringing them to České Budějovice for several years, where the service parking site is situated. In 2011, the competitors came for the first time to the area of Lipno whose importance grows more and more. Tens of thousands of spectators come every year to Český Krumlov area to watch the rally which is by many people considered as the best one in the Czech Republic. Participation is not obligatory. Each driver can drive each SS, eventually section maximally twice (SS which will be driven twice or more during the competition are taken for reconnaissance as one SS). Stewards will be informed in case of violation of this article. 7.4 7.4.1 NATIONAL REGULATIONS Competition registration procedure During receiving of the road book each of the crews shall dictate to the organiser the factory mark and the plate of the car which the crew will use for reconnaissance. The crew shall receive testing car plates and testing ride sheet to be returned on the administration take-over Reconnaissance regulations Reconnaissance programme is in Appendix No. 2. Crews must comply with FIA regional regulations and this SR about reconnaissance. Vehicles specified in art. 25.1 FIA regional regulations can only be used. According to art. 2.11 and 25.3 FIA regional regulations will not be accepted application of those who take reconnaissance before closing date for entries. Crews who take reconnaissance after closing date for entries will not be allowed start in the competition and entry fee will not be refunded. It is prohibited any driving of competitor’s or any other team car on SS in period of 2 months before the competition (expect of reconnaissance car in time of reconnaissance). Clerk of the course will not allow crew to start in the competition in case of branch of this regulation. Reconnaissance is restricted in 2 passes in one same special stage. Passing in opposite way is strictly prohibited with exceptions in the road book. For historic cars is valid provision of Art. 25.5.1 of National Sporting code. The officials nominated by Clerk of the Course will check and make entries on the time cars at the start and finish, as the case may be on the route special stages. Their controls will be identified by means of standardised red signs for start and stop. The crew must stop at these controls, present their reconnaissance time card and follow the advice of control post chief. GENERAL INFORMATION 11.1 HOST CITY 11.1.1 ČESKÝ KRUMLOV is a capital of South Bohemian Česky Krumlov district. The town is located 175 km south of the capital city of Prague and 25 km from České Budějovice which is the regional capital. There are about 15 000 people living in Český Krumlov. Český Krumlov town picturesquely ranges within the Vltava river meanders. The late residential town of Rožmberk, Eggenberk and Schwarzenberk clans today attracts approximately one million visitors every year. The town annually offers more than 400 cultural events. The Český Krumlov importance as a significant cultural and historical relic was multiplied by the fact that the town has been included into the list of the UNESCO significant world relics in 1992. This unique town includes the town centre with castle and chateau as well as more than another 300 historical buildings. The monumental Český Krumlov castle and chateau seem to be one of the largest in the Central Europe. The castle is located on a longitudinal rock surrounded by Vltava river on the south part and by Polečnice stream on the west side. The castle includes forty buildings around five castle courts as well as seven hectares of castle garden. The castle was first mentioned sometimes in 1240-1242. Every year the Český Krumlov town hosts recognized music festivals, international congresses and seminars. In addition to the historical relics the visitors may see for example the famous Egon Schiele Art Centre. The castle garden is the place to which tens of thousands of satisfied spectators come to enjoy program of the annual Theatre Summer in the open air theatre revolving auditorium the future existence of which is currently subject of frequent discussions. The town is located in a valley surrounded by Blanský forest massif on the north side and by Šumava foothills on the south and west side. Český Krumlov RALLY GUIDE 1 19 11.1.2 ČESKÉ BUDĚJOVICE is with 95 thousands inhabitants the biggest city of the southern Bohemia and its cultural, administrative and economic centre. The universities and state institutions are also located there. České Budějovice was founded in 1265 by Czech King Přemysl Otakar II. On the junction of Vltava and Malše. The biggest development was made in the 16th century mostly due to the silver mining in the surrounding areas and incomes coming from brewery, salt trade or fishpond cultivation. Only fires, plague, political instability and wars slowed down the rise of the town. The building of the very first horse-drawn rail in Europe from České Budějovice to Linz helped the progress of the industry. During its development it grew into a true cultural and economy center of the southern Bohemia. 11.1.3 LIPNO NAD VLTAVOU is a scenic village in southern Bohemia located on the left bank of dam Lipno not far away from the damming. The massive changes in the life of the village were made in the early 1950's when the dam Lipno was built. When projected the dam was unique due to its design placed into extraordinary natural conditions. The power station was built together with the dam, it is placed 160 meters below the Earth surface in the rock. The power station replaces a few contemporary and older power stations situated between Lipno and Vyšší Brod. When constructing the dam the former colony was drowned and the new village was built instead. The highlights among the wide range of pastime activities are golf course and all year working bobsleigh. In case of the bad weather, there is always the chance to go swimming to Aquaworld in Lipno. During the winter the water table is changed into one big ice rink suitable not only for skating but also for cross-country skiing.
